Tongren Municipal Emergency Management Bureau Functional Information

 The Tongren Municipal Emergency Management Bureau (hereinafter referred to as the Municipal Emergency Bureau) is a functional department of the Tongren Municipal People's Government, classified at the county-level. The Municipal Emergency Bureau implements the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee, and the Municipal Committee regarding emergency management, and upholds and strengthens the Party's centralised and unified leadership over emergency management in the course of fulfilling its duties. Its primary responsibilities are:


(1) Overseeing emergency management across the city, guiding local governments and departments in responding to sudden incidents such as work safety-related and natural disaster-related emergencies, as well as comprehensive disaster prevention, mitigation, and relief efforts. Responsible for comprehensive supervision and management of work safety across the city, including the work safety supervision and management of the mining, commerce, and trade industries (excluding coal mines, as applicable).


(2) Formulating policies and measures related to emergency management and work safety across the city, organising the compilation of plans for emergency system construction, work safety, and comprehensive disaster prevention and mitigation, and supervising the implementation of relevant procedures and standards.


(3) Guiding the construction of the city's emergency response plan system, establishing and improving a graded response system for accidents and natural disasters, organising the compilation and implementation of the city's overall emergency response plan and special plans for work safety and natural disasters, coordinating the integration of emergency response plans, organising drills, and promoting the construction of emergency shelters.


(4) Lead the establishment of a city-wide unified emergency management information system that is compatible with the provincial emergency management information system, plan and layout information transmission channels, establish a monitoring, warning, and disaster reporting system, improve the mechanism for obtaining and sharing natural disaster information resources, and uniformly release disaster information in accordance with the law.


(5) Organise, guide, and coordinate emergency rescue operations for sudden incidents such as work safety and natural disasters across the city, undertake the work of the municipal government's disaster response command centre, comprehensively assess the development of sudden incidents and propose response recommendations, and assist the responsible officials designated by the municipal party committee and municipal government in organising disaster emergency response work.


(6) Unify the coordination and command of all types of emergency professional teams across the city, establish an emergency coordination and linkage mechanism and an expert database for responding to sudden incidents. Promote the integration of command platforms and coordinate the participation of military units stationed in Tongling in emergency rescue operations.


(7) Coordinate the construction of emergency rescue forces across the city, be responsible for the construction of professional emergency forces such as firefighting, forest and grassland firefighting, flood control and rescue, earthquake and geological disaster rescue, and production safety accident rescue in accordance with regulations, manage municipal comprehensive emergency rescue teams in accordance with regulations, and guide the construction of emergency rescue forces in various regions and by social organisations.


(8) Be responsible for fire safety work across the city in accordance with regulations, and organise and guide fire safety supervision, fire prevention, and firefighting work.


(9) Guide and coordinate the prevention and control of forest and grassland fires, water and drought disasters, and geological disasters; be responsible for comprehensive monitoring and early warning of natural disasters; guide the conduct of comprehensive risk assessments for natural disasters; and undertake the daily operations of the Municipal Flood Control and Drought Relief Command and the Municipal Forest Fire Prevention Command.


(10) Coordinate disaster relief efforts across the city; organise and guide disaster assessment, loss evaluation, and disaster relief donation work; manage, allocate, and supervise the use of disaster relief funds and materials allocated by higher authorities and the municipal government; undertake the daily operations of the Municipal Disaster Reduction Committee.


(11) Exercise comprehensive supervision and management authority over workplace safety across the city in accordance with the law. Guide, coordinate, and supervise workplace safety efforts by municipal departments and localities; undertake the daily operations of the Municipal Workplace Safety Committee.


(12) In accordance with the principles of graded and local jurisdiction, it shall legally supervise and inspect the implementation of work safety laws and regulations by industrial, mining, commercial, and trade production and operation units, as well as their work safety conditions, equipment (excluding special equipment), materials, and work safety management of labour protective equipment. It shall legally organise and supervise the implementation of the work safety access system. It shall be responsible for the comprehensive supervision and management of hazardous chemical safety; it shall be responsible for the supervision and management of work safety in fireworks and firecrackers; and it shall legally investigate and handle various work safety violations by production and operation units.


(13) Organise and guide the investigation and handling of production safety accidents in accordance with the law, and supervise the implementation of accident investigations and accountability measures; organise and conduct investigations and assessments of natural disaster-related emergencies.


(14) Draft and implement plans for the city's emergency material reserves and emergency rescue equipment; collaborate with departments responsible for municipal material reserves to establish and improve an emergency material information platform and allocation system, and coordinate the distribution of materials during disaster relief operations.


(15) Responsible for emergency management, work safety, and comprehensive disaster prevention and mitigation publicity, education, and training; organise and guide scientific and technological planning research, promotion and application, and informatisation construction in the fields of emergency management, work safety, and comprehensive disaster prevention and mitigation.


(16) In accordance with the decisions and deployments of the Municipal Party Committee, the Municipal People's Government, and the Provincial Emergency Management Department, engage in external exchanges, cooperation, and emergency rescue in the field of emergency management.


(17) In conjunction with departmental responsibilities, carry out poverty alleviation, military-civilian integration, and other related work; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; carry out work related to big data development and application and government data resource management in accordance with regulations, and promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.


(18) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Emergency Management Department.


(19) Adjustment of responsibilities.


1. The responsibilities of the Municipal Safety Production Supervision and Administration Bureau, the emergency management responsibilities of the Municipal Government Office, the fire management responsibilities of the Municipal Public Security Bureau, the disaster relief responsibilities of the Municipal Civil Affairs Bureau, the geological disaster prevention responsibilities of the Municipal Land and Resources Bureau, the flood and drought disaster prevention responsibilities of the Municipal Water Conservancy Bureau, the grassland fire prevention responsibilities of the Municipal Agriculture Commission, the forest fire prevention responsibilities of the Municipal Forestry Bureau, as well as the responsibilities of the Municipal Flood Control and Drought Relief Command, the Forest Fire Prevention Command, and the Natural Disaster Mitigation Committee shall be integrated and transferred to the Municipal Emergency Management Bureau.


2. The coal mine safety supervision and management responsibilities of the former Municipal Safety Production Supervision and Administration Bureau shall be transferred to the Municipal Development and Reform Commission; the occupational safety and health supervision and management responsibilities of the former Municipal Safety Production Supervision and Administration Bureau shall be transferred to the Municipal Health and Health Bureau.


(20) Functional Transformation. The Municipal Emergency Management Bureau shall strengthen, optimise, and coordinate the construction of the city's emergency response capabilities, establishing a unified leadership, consistent authority and responsibility, and authoritative and efficient emergency response capability system; it shall promote the formation of a unified command, specialised and general-purpose combined, responsive, top-down coordinated, and peacetime-wartime integrated emergency management system. Adhere to the principle of prevention first, combining prevention, mitigation, and rescue; integrate routine disaster reduction with emergency disaster relief; strive to shift from a focus on post-disaster assistance to a focus on pre-disaster prevention; transition from responding to single disaster types to comprehensive disaster reduction; and shift from reducing disaster losses to mitigating disaster risks. This will enhance the city's emergency management capabilities and disaster prevention, mitigation, and relief capacity, and mitigate major safety risks; Adhere to a people-centred approach, prioritising the safety of the people's lives, and ensuring the basic livelihood of disaster-affected residents; strengthen emergency response plan drills, enhance public awareness of disaster prevention and mitigation, improve public knowledge and self-rescue and mutual aid skills, and effectively reduce casualties and property losses; establish a safety-oriented development philosophy, prioritise life and safety, improve the safety production responsibility system, prevent major accidents, and resolutely curb major and particularly serious safety accidents.


(21) Division of responsibilities.


1. Division of responsibilities with the Municipal Natural Resources Bureau, Municipal Water Conservancy Bureau, Municipal Forestry Bureau, Municipal Development and Reform Commission, and other departments in disaster prevention and rescue.


(1) The Municipal Emergency Management Bureau is responsible for organising the compilation of the overall emergency response plan for Tongren City and specialised plans for work safety and natural disasters, coordinating the integration of emergency response plans, and organising drills. In accordance with the principle of graded responsibility, it guides emergency rescue for natural disasters; coordinates disaster emergency rescue work and makes decisions within its authority; undertakes the work of the municipal-level disaster emergency rescue command centre, and assists the responsible officials designated by the Municipal Party Committee and Municipal Government in organising disaster emergency response work; organises the compilation of the comprehensive disaster prevention and mitigation plan for Tongren City, and guides and coordinates relevant departments in carrying out prevention and control work for forest and grassland fires, water and drought disasters, and geological disasters; Work with the Municipal Natural Resources Bureau, Municipal Water Affairs Bureau, Municipal Forestry Bureau, Municipal Meteorological Bureau, Municipal Science and Technology Bureau, and other relevant departments to establish a unified emergency management information platform for the entire city that is connected to the national and provincial emergency management information systems, establish a monitoring, warning, and disaster reporting system, improve the mechanism for obtaining and sharing natural disaster information resources, and uniformly release disaster information in accordance with the law; Conduct comprehensive monitoring and early warning for multiple disasters and disaster chains, and guide the conduct of comprehensive risk assessments for natural disasters. Be responsible for monitoring and early warning of forest and grassland fire situations, and release information on forest and grassland fire risks and fires. Implement the relevant requirements of the national and provincial emergency command institutions and relevant flood control and drought relief command institutions for river basins.


(2) The Municipal Natural Resources Bureau is responsible for implementing the relevant requirements of the comprehensive disaster prevention and mitigation plan, organising the compilation of the Tongren City Geological Disaster Prevention Plan and guiding its implementation; organising, guiding, coordinating and supervising geological disaster investigations, evaluations and surveys of potential hazards; guiding the implementation of community-based monitoring and prevention, professional monitoring and early warning work; guiding the implementation of geological disaster engineering control work; and providing technical support for geological disaster emergency rescue work.


(3) The Municipal Water Affairs Bureau is responsible for implementing the relevant requirements of the comprehensive disaster prevention and mitigation plan, organising the compilation of the Tongren City Flood and Drought Disaster Prevention and Control Plan, and guiding its implementation; undertaking water condition and drought condition monitoring and early warning work; organise the compilation of flood prevention, drought resistance, and emergency water allocation plans for important rivers, lakes, and water conservancy projects in Tongren City, submit them for approval in accordance with procedures, and organise their implementation; provide technical support for flood emergency response and rescue operations; and undertake the scheduling of important water projects during typhoon defence periods.


(4) The Municipal Forestry Bureau is responsible for implementing the relevant requirements of the comprehensive disaster prevention and mitigation plan, organising the compilation of the Tongren City Forest and Grassland Fire Prevention and Control Plan, and guiding its implementation; Guiding the implementation of fire prevention patrols, fire source management, and fire prevention facility construction; organising and guiding state-owned forest farms, forest areas, and grasslands in conducting fire prevention publicity and education, monitoring and early warning, and supervision and inspection.


(5) When necessary, the Municipal Natural Resources Bureau, Municipal Water Affairs Bureau, Municipal Forestry Bureau, and other departments may request the Municipal Emergency Management Bureau to deploy relevant prevention and control work in the name of the municipal emergency command centre.


2. Division of responsibilities with departments responsible for municipal-level material reserves in terms of disaster relief material reserves.


(1) The Municipal Emergency Management Bureau is responsible for applying to the higher-level competent department for the use of disaster relief materials, proposing the municipal-level disaster relief material reserve requirements and decision-making on their use, organising the compilation of the municipal-level disaster relief material reserve plan, variety directory, and standards, and determining the annual procurement plan in conjunction with departments responsible for municipal-level material reserves and organising its implementation. It issues instructions for use and organises the distribution of materials as needed.


(2) Departments responsible for municipal-level material reserves manage the storage of municipal-level disaster relief materials in accordance with the municipal-level disaster relief material plan, list of types, standards, and annual procurement plan. The Municipal Emergency Management Bureau is responsible for the daily management of the provincial disaster relief material reserve warehouse in Tongren.
