According to the Notice of the Office of the CPC Guizhou Provincial Committee and the Office of the Guizhou Provincial People's Government on Issuing the Institutional Reform Plan for Tongren City and Its Affiliated Counties (Districts) and the Implementation Opinions of the CPC Tongren Municipal Committee and the Tongren Municipal People's Government on the Institutional Reform of Tongren City, the Tongren Municipal Bureau of Culture, Sports, Radio, Television, and Tourism is established as a functional department of the municipal people's government, classified as a county-level unit. Its primary responsibilities are to implement the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee of the Communist Party of China, and the Municipal Committee of the Communist Party of China regarding cultural, sports, broadcasting, television, and tourism work. In carrying out its duties, it must uphold and strengthen the Party's centralised and unified leadership over cultural, sports, broadcasting, television, and tourism work.
Its primary responsibilities are:
(1) To research and draft policies and measures for culture, sports, broadcasting, television, and tourism, and to draft local regulations on cultural relics protection for the entire city. To formulate and implement development plans for the coordinated development of the city's cultural, sports, broadcasting, television, and tourism industries, and to promote the integrated development of these industries. To advance institutional and mechanistic reforms in the fields of culture, sports, broadcasting, television, and tourism across the city.
(2) Manage major cultural, sports, and tourism activities across the city, guide the construction of key projects and facilities in the fields of culture, sports, broadcasting, television, and tourism, organise the promotion of the city's overall tourism image, promote international and domestic market promotion and cooperation in the cultural, sports, broadcasting, television, and tourism industries, and formulate and implement market development strategies for these sectors.
(3) Guide and manage the city's literary and artistic undertakings, guide artistic creation and production, support literary and artistic works that embody the core socialist values and have guiding, representative, and exemplary significance, and promote the development of all categories and forms of art.
(4) Promote the construction of the city's public service system for culture, sports, broadcasting, television, and tourism, deeply implement the cultural welfare project, and coordinate the standardisation and equalisation of basic public cultural services.
(5) Be responsible for coordinating the development of mass sports, competitive sports, and youth sports across the city. Implement the National Fitness Programme, guide and organise mass sports activities across the city, implement national physical exercise standards, promote the development of national physical fitness monitoring and social sports guidance teams, guide the construction of public sports facilities and implement supervision and management; coordinate the planning of sports training, sports competitions, and competitive sports project settings, organise major sports competitions, guide the development of outstanding athlete teams, and coordinate athlete social security work; implement the national athlete, referee, and coach technical grading system, guide amateur training work, and guide and promote youth sports work; Manage coaches, referees, and athletes across the city and oversee anti-doping efforts. Legally review the qualifications of sports associations across the city. Actively develop the sports industry, manage municipal sports funds, oversee the sale of sports lottery tickets across the city, and manage the use of sports lottery public welfare funds. Coordinate with the Municipal Senior Citizens' Sports Association.
(6) Provide professional guidance and industry supervision to all types of broadcasting and television institutions across the city, and manage online audio-visual programme service providers in collaboration with relevant departments. Guide the development of the television drama industry and the production of television dramas. Supervise and review the content and quality of broadcasting and television programmes and online audio-visual programmes. Guide and regulate the broadcast of broadcasting and television advertisements. Responsible for promoting the integration and development of broadcasting and television with new media, new technologies, and new business models, and advancing the integration of broadcasting networks, telecommunications networks, and the internet. Coordinate the construction of the China (Guizhou) Smart Broadcasting and Television Comprehensive Pilot Zone. Supervise the transmission, coverage, monitoring, and safe broadcast of broadcasting and television programmes, promote the construction of an emergency broadcasting system, and guide and coordinate safety and security work within the broadcasting and television system.
(7) Responsible for the protection of intangible cultural heritage throughout the city, and the implementation of national and provincial laws, regulations, and policies on cultural relics protection. Promote the development of cultural relics and museum affairs throughout the city, coordinate and guide cultural relics protection, museum, and archaeological work, promote the construction of a public service system for cultural relics and museums, and advance the protection, inheritance, popularisation, promotion, and revitalisation of intangible cultural heritage. Responsible for the supervision and management of cultural relics and museums. Promote the informatisation and standardisation of cultural relics and museums, and the conversion of scientific and technological achievements in cultural relics protection.
(8) Coordinate the planning of the city's cultural, sports, broadcasting, television, and tourism industries, and promote the innovative development of science and technology in these fields. Advance the informatisation and standardisation of the cultural, sports, broadcasting, television, and tourism industries. Organise and implement the census, exploration, protection, and utilisation of cultural, sports, broadcasting, television, and tourism resources to promote the development of these industries. Coordinate the development of all-round tourism, ecological tourism, and rural tourism, promote cultural tourism poverty alleviation and development, and participate in the implementation of the rural revitalisation strategy, the ‘Colorful Guizhou Park Province’ initiative, and the ‘China Hot Spring Province’ initiative; analyse and statistically report on the city's tourism economic indicators, monitor the operation of the tourism economy, and coordinate holiday tourism activities; guide the planning, development, and protection of key tourist attractions and key tourism products.
(9) Guide the development of the city's cultural, sports, broadcasting, television, and tourism markets; conduct industry supervision of the city's cultural, sports, broadcasting, television, and tourism markets; promote the construction of a credit system for the cultural, sports, broadcasting, television, and tourism industries; and legally regulate the cultural, sports, broadcasting, television, and tourism markets. Guide comprehensive law enforcement in the city's cultural market, organise investigations and handling of illegal activities in the city-wide and cross-regional cultural, sports, cultural relics, publishing, broadcasting, film, and tourism markets, supervise and handle major cases, and maintain market order.
(10) Guide and manage the city's cultural, sports, broadcasting, and tourism exchange, cooperation, publicity, and promotion work; organise large-scale cultural, sports, broadcasting, and tourism exchange activities with foreign countries; and promote the ‘going global’ of local culture.
(11) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; oversee safety production and fire safety within the department and industry sector; and, in accordance with regulations, manage the development and application of big data and the management of government data resources, promoting the standardised management, sharing, and openness of departmental government data resources in accordance with the law.
(12) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, Provincial Department of Culture and Tourism, Provincial Sports Bureau, and Provincial Radio and Television Bureau.
(13) Adjustment of responsibilities.
1. The cultural management responsibilities and broadcasting and television management responsibilities of the former Municipal Bureau of Culture, Radio, Television, and Press (Municipal Copyright Bureau), the responsibilities of the former Municipal Sports Bureau, and the responsibilities of the Municipal Tourism Development Committee have been integrated into the Municipal Bureau of Culture, Sports, Radio, Television, and Tourism.
2. The administrative responsibilities undertaken by subordinate public institutions have been transferred to the Municipal Bureau of Culture, Sports, Radio, Television, and Tourism.
(14) Functional transformation. Closely follow the Provincial Party Committee and Provincial Government's strategy of building a culturally distinctive Guizhou Province with ethnic characteristics and a ‘Colorful Guizhou Park Province,’ vigorously promote the spirit of the nation and the spirit of Guizhou in the new era, inherit, develop, and enhance excellent traditional rural culture, improve the rural public cultural and tourism service system, enhance service quality, and create cultural tourism brands.
