The Tongren Municipal Bureau of Veterans Affairs is a constituent department of the municipal government, classified as a county-level agency, with four divisions and seven subordinate units under its jurisdiction.
Its primary responsibilities include:
(1) Formulating policies for the ideological and political work, management and support, and resettlement and preferential treatment of veterans across the city, and commending and highlighting the spirit of sacrifice and dedication of veterans to the Party, the nation, and the people.
(2) Overseeing the resettlement of military officers, non-commissioned officers, and soldiers transferred to Tongren City, as well as retired military personnel and non-military personnel, and managing services for veterans who choose self-employment or employment.
(3) Organising and guiding education and training for veterans, and coordinating support for veterans and their family members to engage in employment and entrepreneurship.
(4) Collaborate with relevant departments to formulate special support policies for veterans across the city and organise their implementation.
(5) Coordinate and implement housing support for retired military personnel transferred to Tongren City, other eligible veterans, and non-military personnel who have retired or left their positions, as well as medical care, social insurance, and other benefits for veterans.
(6) Organise and guide the service management and compensation work for disabled veterans across the city, formulate planning policies for medical, convalescent, and elderly care institutions for veterans, and guide their implementation. Handle matters related to disabled military personnel who are unsuitable for continued service. Organise and guide military supply service and support work.
(7) Organise and guide the city's military support and preferential treatment work. Be responsible for the preferential treatment and compensation of active-duty military personnel, veterans, military civilian personnel, and military dependents. Guide the implementation of preferential treatment policies for Nationalist Party veterans of the War of Resistance Against Japan and other relevant personnel. Undertake the daily work of the city's Military-Civilian Unity Work Leading Group Office.
(8) Responsible for the honouring and rewarding of martyrs and veterans, the management and maintenance of military cemeteries, and memorial activities. Legally responsible for the protection of heroes and martyrs, and review the list of martyr memorial buildings recommended for national, provincial, and municipal-level protection. Summarise, commend, and promote the advanced deeds of veterans, veteran-related work units, and individuals.
(9) Guide and supervise the implementation of relevant laws, regulations, and policies concerning veterans throughout the city, and organise efforts to protect the rights and interests of veterans and provide assistance to relevant personnel.
(10) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation; be responsible for safety production and fire safety within the department and industry sector; carry out work related to big data development and application, as well as the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources within the department in accordance with the law.
(11) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Veterans Affairs Bureau.
The Tongren Municipal Veterans Affairs Bureau has the following internal departments:

The Office is primarily responsible for party building, party integrity and discipline, ideology, party building within the agency, team building, personnel affairs, institutional restructuring, agency documents and correspondence, drafting of documents, information publicity, government information disclosure, performance target management, evaluation and commendation, agency finance, logistics support, labour funds, asset management, internal audit and statistics, rural revitalisation, work safety, united front work (ethnic and religious affairs, ethnic unity, etc.), spiritual civilization, health city creation, trade unions, retired cadres, care for the next generation, ecological environmental protection, deepening reforms, energy conservation and emissions reduction, property management, big data, government integrity, internet information work, and the 12345 hotline.
(2) Policy and Law Section (Petitions Office). Head: Zhou Yawan, Contact Number: 0856-5218771. Main responsibilities include major policy research and important project studies, major risk prevention and resolution, social stability construction, legal aid, legal education work (rule of law in the city), management of the Care Fund, ideological and political work for veterans, rights protection, summarisation and commendation, honorary awards, and petition stability maintenance.
(3) Transfer and Resettlement Division (Employment and Entrepreneurship Division). Head: Liu Huaxuan. Contact number: 0856-5218037. Main responsibilities include the transfer and resettlement of veterans, employment and entrepreneurship, education and training, insurance continuity, services for military-to-civilian transition cadres in enterprises, management of self-employed military-to-civilian transition cadres, and investment promotion work.
(4) Military Support and Preferential Treatment Division (Commemoration and Honour Division). Head: Chen Kun. Contact Number: 0856-5218089. This department is primarily responsible for military-civilian cooperation and preferential treatment, commemoration of martyrs, management of memorial facilities, disability assessment, national defence education, work with the Disabled Persons' Federation, streamlining administration and delegating power, military-civilian integration, conscription work, and securing funds from higher authorities.
The Tongren Municipal Veterans Affairs Bureau has one director, three deputy directors, two deputy county-level leaders, and three section-level leaders.
