Tongren Municipal Bureau of Natural Resources Functional Information

 The Tongren Municipal Bureau of Natural Resources (hereinafter referred to as the Municipal Bureau of Natural Resources) is a functional department of the municipal people's government at the county level. The Municipal Bureau of Natural Resources implements the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee of the Communist Party of China, and the Municipal Committee of the Communist Party of China regarding natural resources work. In the course of performing its duties, it upholds and strengthens the Party's centralised and unified leadership over natural resources work. Its primary responsibilities are:


(1) Exercising the duties of the owner of state-owned natural resources assets, including land, minerals, forests, grasslands, wetlands, and water, as well as the duties of controlling the use of all territorial space. Drafting normative documents related to natural resources, territorial space planning, and surveying, and supervising and inspecting their implementation.


(2) Responsible for natural resource surveys, monitoring, and evaluation. Implement the indicator system and statistical standards for natural resource surveys, monitoring, and evaluation, and enforce the natural resource survey, monitoring, and evaluation system. Conduct basic surveys, special surveys, and monitoring of natural resources. Supervise and manage the results of natural resource surveys, monitoring, and evaluation, and release relevant information. Guide natural resource survey, monitoring, and evaluation work throughout the city.


(3) Responsible for the unified registration of natural resource ownership rights. Implement the systems, standards, and norms for unified registration of various types of natural resources and real estate, cadastral surveys, real estate surveying, dispute resolution, and application of results. Draft relevant policies and organise their implementation. Establish and improve a unified information management platform for natural resources and real estate registration across the city. Be responsible for the collection, organisation, sharing, and submission management of natural resources and real estate registration data. Guide and supervise the work of unified registration of natural resources and real estate across the city. Responsible for the unified registration of real estate within the scope of state-owned land in the central urban area.


(4) Responsible for the paid use of natural resource assets. Establish a statistical system for state-owned natural resource assets, and be responsible for the accounting of state-owned natural resource assets. Compile a balance sheet for state-owned natural resource assets and enforce evaluation standards. Draft policies for the allocation, transfer, leasing, valuation, and land reserve of state-owned natural resource assets, and supervise their implementation to reasonably allocate state-owned natural resource assets. Responsible for the management of natural resource asset valuation. Legally collect relevant asset revenues.


(5) Responsible for the rational development and utilisation of natural resources. Implement national and provincial natural resource development plans, organise the formulation of the city's natural resource development plan, enforce natural resource development and utilisation standards, implement the government-published natural resource pricing system, organise natural resource grading and pricing assessments, conduct natural resource utilisation evaluation and assessment, and guide the efficient and intensive use of natural resources. Responsible for natural resource market regulation. Organise research on policies and measures related to macroeconomic regulation, regional coordination, and urban-rural integration in natural resource management. Be responsible for the supply of state-owned land in the municipal district.


(6) Be responsible for establishing the city's spatial planning system and supervising its implementation. Lead the compilation and implementation of the main functional zone plan, and organise the compilation and supervision of the implementation of the national land space plan and related special plans. Conduct evaluations of the suitability of land development, and establish a monitoring, assessment, and early warning system for the implementation of land use planning. Organise the demarcation of control lines such as ecological protection red lines, permanent basic farmland, and urban development boundaries, and construct a production, living, and ecological space layout that conserves resources and protects the environment.


(7) Implement the land use control system. Organise and implement land use control, and compile, draft, and implement annual plans for the use of land and other natural resources. Within the scope of its statutory authority, it is responsible for the preliminary review of construction land and the approval and management of construction land use, and undertakes the review and approval of various land use applications submitted to the provincial and municipal governments. It organises and oversees the conversion of land use within the national territory. It is responsible for the management of land expropriation and requisition. It researches and drafts urban and rural planning policies and supervises their implementation, is responsible for the compilation and approval of the city centre planning, land site selection review, planning administrative permits, and participation in planning completion inspections.


(8) Responsible for coordinating ecological restoration of the city's land space. Lead the compilation and implementation of land space ecological restoration plans and oversee important ecological restoration projects. Responsible for comprehensive land space整治, land reclamation and restoration, and mine geological environment restoration and governance. Lead the formulation and implementation of ecological compensation systems, develop policies and measures for the rational use of social funds for ecological restoration, and propose important alternative projects.


(9) Responsible for implementing the strictest system for protecting farmland. Draft policies for farmland protection and be responsible for the protection of farmland quantity, quality, and ecology. Organise and implement evaluations of farmland protection responsibility targets and special protection of permanently protected farmland. Implement the farmland compensation balance system and supervise the implementation of the farmland compensation system.


(10) Be responsible for managing the geological survey industry and geological work. Compile geological survey plans and supervise and inspect their implementation. Manage municipal-level geological survey projects. Organise and implement municipal-level geological mineral exploration special projects. Coordinate and resolve geological survey disputes. Be responsible for coordinating, guiding, and supervising geological environment supervision and management and geological disaster prevention and mitigation across the city. Supervise and manage issues such as excessive groundwater extraction and resulting ground subsidence. Be responsible for the supervision and management of fossilised remains.


(11) Be responsible for implementing the requirements of the comprehensive disaster prevention and mitigation plan, organising the compilation of the city-wide geological disaster prevention and mitigation plan and guiding its implementation, and enforcing national protection standards. Organise, guide, coordinate, and supervise geological disaster investigations, evaluations, and surveys of potential hazards, including preliminary surveys, detailed surveys, and inspections. Guide the implementation of community-based monitoring and prevention, professional monitoring, and early warning systems. Guide the implementation of geological disaster engineering mitigation measures. Provide technical support for geological disaster emergency response efforts.


(12) Be responsible for mineral resource management. Manage mineral resource reserves and inquiries regarding overlying mineral resources. Administer mining rights within the scope of authority. In conjunction with relevant departments, it is responsible for the regulation and related management of specific mineral species and advantageous mineral resources subject to protective mining. It supervises and guides the rational use and protection of mineral resources.


(13) It is responsible for surveying and mapping geographic information management. It is responsible for basic surveying and mapping and surveying and mapping industry management. It is responsible for surveying and mapping qualifications and credit management, and supervises and manages geographic information security and market order. It is responsible for geographic information public service management. It is responsible for the protection of surveying and mapping markers.


(14) Promote scientific and technological development in the field of natural resources. In accordance with the strategic plan for scientific and technological innovation and talent cultivation in the field of natural resources, formulate and implement relevant plans and programmes. Enforce industry technical standards, procedures, and specifications. Organise and implement important scientific and technological projects and innovation capacity building. Promote the informatisation of natural resources and public services for information and data. In accordance with regulations, carry out work related to the development and application of big data and the management of government data resources, and promote the standardised management, sharing, and openness of government data resources in accordance with the law.


(15) Carry out external exchanges and cooperation in the field of natural resources. Undertake work related to external exchanges and cooperation in the field of natural resources.


(16) Based on authorisation, supervise the implementation of major policies, decisions, and laws and regulations of the Party Central Committee, the State Council, the Provincial Party Committee, the Provincial Government, the Municipal Party Committee, and the Municipal Government regarding natural resources and territorial space planning by local governments. Be responsible for natural resources-related letters and visits and stability maintenance. Supervise, guide, and coordinate local natural resources administrative law enforcement and letters and visits work.


(17) Be responsible for the daily work of the Municipal Urban Planning Management Committee Office.


(18) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; be responsible for work safety and fire safety within this department and industry.


(19) Exercise unified leadership and management over the Municipal Forestry Bureau.


(20) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Department of Natural Resources.


(21) Adjustment of responsibilities.


1. The responsibilities of the former Municipal Land and Resources Bureau, the responsibility of the Municipal Development and Reform Commission for organising and compiling the main functional zone planning, the responsibilities of the Municipal Urban and Rural Planning Bureau, the responsibility of the Municipal Water Resources Bureau for water resources investigation and rights registration management, the responsibility of the former Municipal Agriculture Commission for grassland resources investigation and rights registration management, and the responsibility of the Municipal Forestry Bureau for forest, wetland, and other resources investigation and rights registration management have been transferred to the Municipal Natural Resources Bureau.


2. The administrative responsibilities undertaken by subordinate public institutions shall be transferred to the Municipal Natural Resources Bureau.


(22) Functional transformation. Implement the Central Committee's requirements for the unified exercise of the duties of the owner of state-owned natural resources assets and the unified exercise of duties related to the control of land use and ecological protection and restoration. Strengthen institutional design, leverage the regulatory role of land use planning, enhance the protection and rational development and utilisation of natural resources, and establish a mechanism combining source protection with comprehensive restoration and governance throughout the entire process to achieve overall protection, systematic restoration, and comprehensive governance. Innovate institutional measures combining incentives and constraints to promote the efficient and intensive use of natural resources. Further streamline and delegate relevant administrative approval matters, strengthen regulatory efforts, fully leverage the decisive role of the market in resource allocation, better play the role of the government, strengthen the constraining role of natural resource management rules, standards, and systems, and promote the convenient and efficient registration and assessment of natural resource rights.
