Tongren Municipal Housing and Urban-Rural Development Bureau Functional Information

The Tongren Municipal Housing and Urban-Rural Development Bureau is a constituent agency of the municipal government at the county level. Its primary responsibilities include:


(1) Implementing and enforcing the policies, regulations, and laws governing housing security and urban-rural development administration.


(2) Assuming responsibility for ensuring housing security for low-income urban households. Drafting and guiding the implementation of city-wide housing security policies; collaborating with relevant departments to draft and guide the implementation of city-wide plans for the development of public rental housing, including annual plans; coordinating with relevant departments to arrange and supervise the implementation of national, provincial, and municipal funds for public rental housing.


(3) Assuming responsibility for promoting housing system reform. Formulating housing policies suitable for the city's conditions; guiding housing construction and housing system reform across the city; supervising and guiding housing system reform work in municipal government agencies; formulating the city's housing construction plan and guiding its implementation; and proposing policy recommendations on major issues related to housing and urban-rural development across the city.


(4) Assume responsibility for regulating the management order of housing and urban-rural development (excluding urban management). Draft local regulations, rules, and related policies on housing and urban-rural development; participate in consultations and arguments on draft laws, regulations, and rules; handle administrative reconsideration and litigation related to housing and urban-rural development; conduct legal reviews of normative documents; guide legal system construction and legal education across the city's housing and urban-rural development system; and handle relevant administrative licensing matters.


(5) Assume responsibility for establishing a scientific and standardised engineering construction standard system. Promote the use of standardised design manuals for engineering construction standards; guide engineering cost management work across the city; supervise and inspect engineering cost pricing activities in the construction market; publish engineering cost information and handle engineering pricing disputes; guide and supervise the implementation of various engineering construction standards and quotas.


(6) Assume responsibility for supervising and regulating the real estate market and standardising market order across the city. Collaborate with relevant departments to formulate real estate market supervision policies; formulate industry development plans and policies for the real estate sector; formulate regulations and rules for real estate market development, real estate development, real estate transactions, housing rentals, housing area management, real estate ownership management, real estate appraisal management, real estate brokerage management, property management, housing expropriation and compensation, and urban hazardous building safety management, and organise their implementation; review qualifications related to the real estate industry.


(7) Oversee the supervision and management of the construction industry across the city. Formulate development strategies and regulations for the construction industry (including indoor and outdoor architectural decoration and renovation, as applicable) and construction engineering services, and organise their implementation; coordinate the participation of engineering survey and design consulting institutions and construction companies in domestic and international engineering contracting and construction labour cooperation.


(8) Supervise and manage the construction market and standardise the behaviour of all market participants. Guide construction activities across the city and oversee bidding activities for housing construction and municipal engineering projects; formulate and implement regulations governing the behaviour of all market participants, bidding for housing and municipal engineering projects, physical construction markets, survey and design, construction supervision, construction permits, contract management, project management, engineering guarantees, and engineering risks; guide the construction of a construction market integrity system.


(9) Oversee the quality and safety of housing and municipal engineering projects across the city. Implement regulations on construction quality, safety production, and completion acceptance filing; guide emergency management for construction production safety accidents in housing and municipal engineering projects, and organise and participate in investigations and handling of construction quality and safety accidents; draft technical standards for the construction industry and engineering survey, design, and consulting services; compile urban and rural disaster prevention and mitigation plans; and guide seismic design and prevention work for housing buildings and their ancillary facilities, as well as urban municipal facilities.


(10) Assume responsibility for guiding urban construction, formulate policies and plans for urban construction, and guide their implementation; guide the construction, safety, and emergency management of urban public utilities (including: urban roads, urban bridges, underground utility tunnels, sponge city construction, urban public toilets, public parking lots, urban parks, urban squares, etc.); Organise the construction of projects such as urban ring roads, main roads, large-scale public facilities, key public venues, and important facilities spanning districts within the municipal area; and be responsible for urban construction statistics management.


(11) Assume responsibility for regulating and guiding the construction of towns and villages (including towns, townships, and villages). Formulate policies for town and village construction and organise their implementation; guide the construction of town and village infrastructure projects and the promotion of standardised design drawings for rural housing; guide efforts to improve the living environment in towns and villages; be responsible for the construction of housing in towns and villages and the renovation of dilapidated rural housing; guide the relocation (reconstruction) of towns and villages affected by disasters and those in areas of national key construction projects.


(12) Responsible for promoting and implementing policies related to survey and design in the housing and urban-rural development sector, advancing building energy conservation, wall material innovation, and urban emissions reduction. Drafts and implements science and technology development plans and policies for housing and urban-rural development; compiles and implements science and technology project plans in the construction sector; oversees the conversion of scientific and technological achievements and the promotion and application of new technologies in the construction sector; Collaborate with relevant departments to formulate policies and plans for building energy conservation and wall material innovation, and organise their implementation; implement major building energy conservation projects, and be responsible for the evaluation, recognition, and promotion of new wall materials; guide building energy conservation and urban emissions reduction efforts across the city; and guide earthquake-resistant design work for housing construction and municipal engineering projects across the city.


(13) Guide and coordinate the application process for historical and cultural cities, towns, villages, and districts; guide the protection, development, and supervision of historical and cultural cities, towns, villages, and districts.


(14) Comprehensive management of education and training in the construction industry across the city; formulate and implement development plans for education and talent development in the construction industry across the city; guide and organise continuing education, vocational (employment, professional) qualification training, and examinations for professional and technical personnel in the construction industry across the city; Guide the work of social organisations in the housing and urban-rural development industry across the city.


(15) Be responsible for compiling the medium- and long-term development plan for the urban-rural development industry across the city; be responsible for statistical management work in the housing and urban-rural development system, and carry out external exchanges and cooperation in the field of housing and urban-rural development; be responsible for the collection and utilisation of information related to housing and urban-rural development, as well as technical consulting services; guide the electronic government and urban construction archives work of the housing and urban-rural development system across the city.


(16) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for safety production and fire safety work within this department and industry sector; carry out work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources within this department in accordance with the law.


(17) Undertake other tasks assigned by the Municipal Party Committee, the Municipal People's Government, and the Provincial Housing and Urban-Rural Development Department.
