Main Responsibilities of the Tongren Municipal Bureau of Justice
(1) Responsible for researching and implementing measures to carry out the central government's decisions and plans on comprehensively governing the country according to law and the provincial government's decisions and plans on comprehensively governing the province according to law at the municipal level. Organise and conduct policy research on major issues related to comprehensively governing the city according to law, coordinate with relevant parties to propose suggestions for the medium- and long-term planning of comprehensively governing the city according to law, and oversee the implementation of major decisions and plans on comprehensively governing the country according to law by the Central Committee of the Communist Party of China, the provincial Party committee, and the municipal Party committee.
(2) Undertake the responsibility of coordinating and planning legislative work. Coordinate with relevant parties to propose suggestions for legislative planning and annual legislative work plans, track and understand the implementation of legislative work plans by various departments, strengthen organisational coordination and supervision and guidance, and study and propose opinions and measures to ensure the coordination of legislation with reform decisions. Be responsible for soliciting suggestions for the formulation of regulations and rules from the public.
(3) Be responsible for drafting or organising the drafting of relevant local regulations and government rules. Review draft regulations and rules submitted by various departments to the municipal government. Coordinate legislative matters.
(4) Interpret municipal government regulations and conduct post-legislative assessments. Coordinate disputes and issues related to the implementation of regulations by counties (districts) and departments. Compile municipal government regulations, organise the translation and review of official foreign-language translations of municipal government regulations. Review and approve normative documents issued by county (district) governments. Organise and carry out the review and cleanup of regulations and normative documents.
(5) Assume responsibility for coordinating and promoting the construction of a rule-of-law government. Guide and supervise the lawful administration of government affairs by municipal government departments and county- and township-level governments. Be responsible for comprehensive coordination of administrative law enforcement, undertake tasks related to advancing administrative law enforcement system reform, and promote strict, standardised, fair, and civilised law enforcement. Be responsible for the municipal government's administrative reconsideration work, undertake the handling of administrative reconsideration and administrative litigation cases for the municipal government, and guide and supervise administrative reconsideration and administrative litigation work throughout the city. It guides administrative adjudication and administrative compensation work. The Municipal Government Administrative Review Office is located in the Municipal Bureau of Justice.
(6) It is responsible for reviewing the legality of administrative normative documents issued by the municipal government and the municipal government office prior to their issuance. It is responsible for the filing and review of administrative normative documents issued by municipal government departments and county (district) governments. It guides the supervision and management of administrative normative documents throughout the city. It organises and carries out the review of normative documents.
(7) It is responsible for the legal advisory work of the municipal government. Participate in the decision-making and argumentation of major projects of the Municipal People's Government, and provide legal consultation, legal review, and legal services for major economic and social management activities of the Municipal People's Government. Handle legal affairs involving the Municipal People's Government as a civil subject. The Legal Advisory Office of the Municipal People's Government is located within the Municipal Justice Bureau.
(8) Assume responsibility for the overall planning of the construction of a rule-of-law society. Be responsible for drafting plans for rule-of-law publicity and education, organising and implementing rule-of-law publicity work, and organising external rule-of-law publicity. Promote public participation in and promotion of rule-of-law construction. Guide the work of governance according to law and the creation of a rule-of-law society. Guide mediation work and the selection and management of people's jurors and people's supervisors, and promote the construction of judicial offices.
(9) Be responsible for guiding and managing community correction work. Guide the rehabilitation and resettlement of released prisoners.
(10) Be responsible for the management of judicial administrative drug rehabilitation facilities. Guide and supervise the enforcement of compulsory isolation drug rehabilitation and drug rehabilitation work within the system. Provide guidance, support, and assistance for community drug rehabilitation and community rehabilitation work.
(11) Responsible for formulating plans for the construction of a public legal service system and guiding their implementation, and coordinating the layout of legal service resources in urban and rural areas and regions. Guide and supervise the management of lawyers, legal aid, judicial appraisal, notary services, arbitration, and grassroots legal services.
(12) Responsible for organising and implementing the national unified legal profession qualification examination in Tongren. Responsible for managing the national unified legal profession qualification and certificate-related work across the city. Assist in pre-employment training for legal professionals.
(13) Responsible for managing police vehicles within the system, and guiding and supervising financial, equipment, facility, and venue support work within the system.
(14) Plans, coordinates, and guides work related to the construction of a legal talent team, and guides and supervises team building within the system. Guides and manages police work within the judicial administration system, and is responsible for police supervision work within the judicial administration system. Assists counties (districts) in managing judicial bureau leaders. Is responsible for relevant cadre management work in accordance with cadre management authority.
(15) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation. Increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development. Be responsible for safety production and fire safety within this department and industry sector. Carry out work related to big data development and application, as well as the management of government data resources in accordance with regulations.
(16) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Department of Justice.
