Tongren Municipal Water Affairs Bureau Functional Information

The Tongren Municipal Water Resources Bureau is located at No. 166 Tongxing Avenue, Bijiang District, Tongren City. It is a national administrative institution, with 11 internal administrative departments, overseeing 2 deputy county-level institutions and 7 section-level institutions. The current leadership team of the Bureau consists of 7 members, with 94 staff members on duty.


Main Responsibilities:


(1) Ensure the rational development and utilisation of water resources, formulate overall plans and policies for water conservancy development, assist in drafting relevant local regulations and government rules, and organise the compilation of key water conservancy plans such as the city-wide water resources plan, comprehensive plans for major rivers, lakes, and reservoirs, and flood control plans.


(2) Coordinate and ensure the supply of water for domestic, industrial, and ecological purposes. Implement the strictest water resources management system, exercise unified supervision and management of water resources, formulate and oversee the implementation of long-term water supply and demand plans and water allocation schemes for the city and cross-district (county) regions. Manage water resources in important river basins, regions, and large-scale water diversion projects. Implement water withdrawal permits, water resources assessments, and flood control assessments, and guide the implementation of water resources usage fees. Guide water supply and urban-rural water supply work in the water resources industry, and coordinate with district and county water resources departments to accept business guidance from environmental protection and other departments.


(3) Formulate relevant systems for water resources engineering construction in accordance with regulations and organise their implementation. Propose suggestions on the scale, direction, and specific arrangements for water resources fixed-asset investment, and organise and guide their implementation. Assist in approving and approving fixed-asset investment projects within the scope of the plan and annual plan in accordance with the authority granted by the municipal government, propose suggestions on water resources funding arrangements, and supervise and manage project implementation.


(4) Guide water resource protection work. Organise the compilation and implementation of water resource protection plans. Assist in the protection of concentrated drinking water sources. Guide the development and utilisation of groundwater and the management and protection of groundwater resources. Organise and guide the comprehensive management of groundwater overexploitation areas.


(5) Be responsible for water conservation work. Formulate water conservation policies, organise the compilation of water conservation plans, and supervise their implementation. Organise and implement water use total control management systems, and guide and promote the construction of a water-saving society.


(6) Responsible for organising the compilation of city-wide urban water supply and drainage plans and managing the water supply and drainage industry; guiding the formulation of service standards for the city-wide water supply industry and conducting supervisory inspections; participating in the calculation of water supply and sewage treatment prices for urban areas; guiding and supervising the construction of urban water supply, drainage, and recycled water utilisation infrastructure; and exercising administrative supervision over drainage permits for sewage discharge in counties and above, and guiding districts and counties in the issuance of drainage permits.


(7) Guide the management, protection, and comprehensive utilisation of water conservancy facilities, water bodies, and their shorelines. Organise and guide the construction of water conservancy infrastructure networks. Guide the governance, development, and protection of rivers, lakes, and reservoirs. Guide river and lake water ecological protection and restoration, river and lake ecological flow and water volume management, and river and lake water system connectivity work.


(8) Guide and supervise the construction and operation management of water conservancy projects. Organise and implement the construction and operation management of important water conservancy projects across regions and river basins. Propose and coordinate the implementation of policies and measures related to the operation and subsequent construction of large, medium, and small-scale water conservancy projects, guide and supervise the safe operation of water conservancy projects, organise the acceptance of water conservancy projects, and urge and guide local governments to construct配套 water conservancy projects.


(9) Be responsible for soil and water conservation work. Draft soil and water conservation plans and supervise their implementation. Organise and implement comprehensive prevention and control of soil erosion, monitoring and forecasting, and regular public announcements. Be responsible for the supervision and management of soil and water conservation in production and construction projects. Guide the implementation of key soil and water conservation construction projects. Review and approve soil and water conservation plans for development and construction projects and supervise their implementation.


(10) Guide rural water conservancy work. Organise and implement the construction and renovation of large and medium-sized irrigation and drainage projects. Guide the construction and management of rural drinking water safety projects, and be responsible for the protection of drinking water sources for rural areas with populations of less than 1,000. Guide work related to water-saving irrigation. Guide rural water conservancy reform and innovation and the construction of a socialised service system. Guide the development of rural water energy resources, the renovation of small hydropower stations, and rural electrification through hydropower.


(11) Be responsible for investigating and handling major water-related violations, coordinating cross-regional (county) water-related disputes, and guide water administration supervision and water administration law enforcement. Organise and guide the safety supervision of reservoirs, hydroelectric dam projects, and rural hydroelectric power stations within its jurisdiction, along with their配套grid systems. Guide the supervision and management of the water conservancy construction market and implement supervision of water conservancy project construction.


(12) Conduct water conservancy science and technology and international cooperation work. Organise and implement quality supervision in the water conservancy industry, undertake water conservancy statistics work, and coordinate matters related to inter-city rivers.


(13) Implement the requirements of the comprehensive disaster prevention and mitigation plan, organise the compilation of flood and drought disaster prevention plans and protection standards, and guide their implementation. Undertake water condition and drought condition monitoring and early warning work. Organise the compilation of flood defence and drought mitigation dispatch plans and emergency water allocation plans for important rivers, lakes, reservoirs, and water engineering projects, submit them for approval in accordance with procedures, and organise their implementation. Provide technical support for flood emergency response and rescue operations. Undertake dispatch operations for important water engineering projects during typhoon defence periods.


(14) Coordinate the construction of a river chief system, clarify the responsibilities of river chiefs, and establish relevant systems for the river chief system; undertake the daily work of the municipal river chief system office and coordinate the implementation of various tasks related to the river chief system.


(15) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide guarantees for promoting innovation-driven development; be responsible for work safety and fire safety in this department and industry; Carry out work related to the development and application of big data and the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources in accordance with the law.


(16) Complete other tasks assigned by the Municipal Party Committee, the Municipal People's Government, the Provincial Water Resources Department, and the Provincial Housing and Urban-Rural Development Department.
