Tongren Municipal Bureau of Ecology and Environment

(1) Responsible for establishing and improving the city's environmental protection system. Implementing and enforcing national and provincial environmental protection policies, laws, regulations, and rules; guiding environmental protection work in districts (counties, development zones), towns (townships); Supervise the implementation of various environmental protection standards and corresponding control indicators issued by the state and province; draft and implement the city-wide environmental protection plan; participate in the formulation of socio-economic development plans and programmes; organise the compilation of environmental functional zoning plans; organise the drafting and supervision of the implementation of pollution prevention and control plans for key regions and waterways, as well as environmental protection plans for drinking water sources.

(1) Responsible for the comprehensive implementation of the basic ecological and environmental protection system across the city. Collaborate with relevant departments to draft and implement city-wide ecological and environmental protection policies and plans, and draft local ecological and environmental protection laws and regulations. Collaborate with relevant departments to compile and supervise the implementation of ecological and environmental protection plans for key regions, waterways, and drinking water sources, as well as water functional zone planning; implement ecological and environmental protection standards and technical specifications.

(2) Responsible for the overall coordination and supervision of major ecological and environmental issues in the city. Lead the coordination of investigations and handling of major environmental pollution accidents and ecological destruction incidents; guide and coordinate the emergency response and early warning work of district (county, high-tech zone, development zone) governments (administrative committees) for major sudden ecological and environmental incidents; lead the implementation of the ecological and environmental damage compensation system; coordinate the resolution of cross-regional environmental pollution disputes; and coordinate the ecological and environmental protection work of key regions and waterways in the city.

(3) Supervise and manage the implementation of emission reduction targets across the city. Organise the formulation and supervision of measures to implement total pollutant emission control and the pollutant discharge permit system, propose the names and control indicators of pollutants subject to total emission control, inspect and supervise the completion of pollutant emission reduction tasks in various regions, and implement the ecological and environmental protection target responsibility system.

(4) Responsible for proposing the scale and direction of fixed-asset investment in the ecological environment sector across the city, as well as opinions on the allocation of municipal fiscal funds. Approves and approves fixed-asset investment projects within the scope of the plan and annual plan in accordance with prescribed authority, and cooperates with relevant departments to ensure their implementation and supervision. Participates in guiding and promoting the development of the circular economy and ecological environmental protection industries.

(5) Responsible for the supervision and management of environmental pollution prevention and control across the city. Formulate and supervise the implementation of management systems for the prevention and control of air, water, soil, noise, light, odour, solid waste, chemicals, motor vehicles, and other pollutants. In conjunction with relevant departments, supervise and manage the ecological and environmental protection of drinking water sources, organise and guide comprehensive ecological and environmental整治 work in urban and rural areas, and supervise and guide the management of agricultural non-point source pollution. Supervise, manage, and guide regional air environmental protection work, and organise and implement the regional air pollution prevention and control collaboration mechanism.

(6) Guide, coordinate, and supervise ecological protection and restoration work across the city. Organise the compilation of ecological protection plans, and supervise natural resource development and utilisation activities that impact the ecological environment, as well as important ecological environment construction and ecological damage restoration work. Organise the formulation of ecological environment supervision systems for various types of nature reserves and supervise their implementation. Supervise wildlife protection, wetland ecological environment protection, desertification prevention and control, and other work. Guide, coordinate, and supervise rural ecological environment protection; supervise the environmental safety of biotechnology; lead work related to biological species (including genetic resources); coordinate biodiversity protection efforts; and participate in ecological protection compensation work.

(7) Be responsible for the supervision and management of nuclear and radiation safety across the city. Formulate measures to implement relevant policies, plans, and standards; lead the coordination mechanism for nuclear safety work; participate in nuclear accident emergency response; and be responsible for radiation environmental accident emergency response work. Supervise and manage the safety of nuclear facilities and radioactive sources, and oversee pollution prevention and control in nuclear facilities, nuclear technology applications, electromagnetic radiation, and the development and utilisation of radioactive mineral resources.

(8) Oversee and manage environmental access across the city. Conduct environmental impact assessments on behalf of the municipal government for major economic and technological policies, development plans, and major economic development projects. Undertake environmental impact assessment-related work for major development regions, plans, and projects in accordance with regulations. Strictly enforce the requirements of the environmental access list.

(9) Responsible for ecological and environmental monitoring across the city. Oversee the implementation of ecological and environmental monitoring systems, standards, and related specifications. Coordinate with relevant departments to uniformly plan the setup of ecological and environmental quality monitoring stations, and organise and implement ecological and environmental quality monitoring, pollution source supervisory monitoring, greenhouse gas emission reduction monitoring, and emergency monitoring. Organise investigations and evaluations of ecological and environmental quality conditions, as well as early warning and prediction. Organise the construction and management of the local ecological and environmental monitoring network and ecological and environmental information network. Establish and implement an ecological and environmental quality announcement system, and uniformly release comprehensive reports on local ecological and environmental conditions and major ecological and environmental information.

(10) Responsible for the city's climate change response work. Organise the formulation of measures to implement major strategies, plans, and policies for climate change response and greenhouse gas emission reduction, and coordinate climate change response-related work.

(11) Coordinate and cooperate with environmental protection inspections. Establish and improve the city's mechanism for receiving environmental protection inspections, coordinate and cooperate with central and provincial environmental protection inspections, and guide and supervise the rectification of environmental protection issues across the city.

(12) Be responsible for unified ecological and environmental supervision and law enforcement throughout the city. Organise and carry out ecological and environmental protection law enforcement inspections throughout the city, and investigate and handle ecological and environmental violations. Be responsible for the construction and business operations of the city's comprehensive ecological and environmental protection law enforcement team.

(13) Organise, guide, and coordinate ecological and environmental publicity and education work throughout the city. Formulate and implement ecological and environmental protection publicity and education guidelines, and promote the participation of social organisations and the public in ecological and environmental protection. Conduct ecological and environmental science and technology work, organise major ecological and environmental scientific research and technological engineering demonstrations, and promote the construction of an ecological and environmental technology management system.

(14) Be responsible for international cooperation and exchange activities related to ecological and environmental protection across the city. Coordinate and implement the city's obligations under relevant international ecological and environmental treaties, and participate in handling foreign-related ecological and environmental affairs.

(15) In conjunction with departmental responsibilities, carry out related work on military-civilian integration, poverty alleviation, and development; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for the promotion of innovation-driven development. Be responsible for work safety and fire safety within this department and industry sector; carry out work related to big data development and application and government data resource management in accordance with regulations, and promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.

(16) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Ecology and Environment.

(17) Adjustments to responsibilities.

1. The responsibilities of the former Municipal Environmental Protection Bureau, as well as the responsibilities of the Municipal Development and Reform Commission for climate change response and emissions reduction, the responsibilities of the former Municipal Land and Resources Bureau for supervising and preventing groundwater pollution, the responsibilities of the former Municipal Water Affairs Bureau for compiling water functional zone plans, managing pollutant discharge outlets, and protecting river basin water environments, and the responsibilities of the former Municipal Agricultural Commission for supervising and guiding agricultural non-point source pollution control, shall be transferred to the Municipal Ecology and Environment Bureau.

2. The administrative functions previously undertaken by subordinate public institutions of the Municipal Ecology and Environment Bureau shall be transferred back to the bureau. Matters related to name changes and other institutional restructuring shall be separately stipulated.

(18) Functional transformation. The Municipal Ecology and Environment Bureau shall exercise unified oversight and comprehensive administrative enforcement responsibilities for ecological and urban-rural pollution emissions, fulfill its regulatory duties, fully implement the action plans for air, water, and soil pollution prevention and control, and completely prohibit the import of foreign waste. It shall establish an ecological and environmental governance system led by the government, with enterprises as the main body, and with the participation of social organisations and the public. It shall implement the strictest ecological and environmental protection system, strictly adhere to ecological protection red lines and environmental quality bottom lines, resolutely fight the battle against pollution prevention and control, ensure ecological security, and build a prosperous and ecologically beautiful new future for Guizhou Province, with Tongren as a chapter in this story.

(13) Handle other matters assigned by the Municipal People's Government and the Provincial Department of Ecology and Environment.
