Tongren City Comprehensive Law Enforcement Bureau

The primary responsibilities of the Tongren City Comprehensive Urban Management Bureau are as follows:

(1) Implement and enforce national, provincial, and municipal policies, laws, and regulations regarding comprehensive urban management and urban governance, as well as relevant provisions concerning the centralized exercise of administrative penalty authority at the national and provincial levels. Establish industry management standards and regulations, and conduct supervisory inspections.

(2) Develop the city's comprehensive urban management and urban governance development strategies, master plans, medium- and long-term development plans, and specialised plans, and conduct supervisory inspections.

(3) Guide districts (counties) in conducting administrative approval work related to urban comprehensive law enforcement and urban management; research and promote advanced urban management technologies and management models; and provide training and education for urban management and urban comprehensive law enforcement personnel across the city.

(4) Guide, supervise, and evaluate the city's urban appearance and order, construction waste transportation, and smart city management; be responsible for the approval of large outdoor advertising facilities in the city centre and the municipal smart city management coordination work.

(5) Guide, supervise, and evaluate the construction, management, and maintenance of municipal public utilities across the city; participate in the approval, design review, and project acceptance of municipal public utility projects in the city centre; be legally responsible for the supervision and management of the gas industry and the approval of gas-related administrative permits.

(6) Guide, supervise, and evaluate the construction, management, and maintenance of urban greening and wetland projects across the city; participate in the approval, design review, and acceptance of urban greening projects in the city centre; approve administrative permits for the felling, transplantation, and relocation of ancient and famous trees in accordance with the law; and supervise the management of the urban greening industry.

(7) Guide, supervise, and evaluate the operation and management of environmental sanitation and the construction of environmental sanitation facilities across the city.

(8) Guide districts (counties) in exercising administrative penalty authority and corresponding administrative enforcement authority in the fields of urban appearance and environmental sanitation management in accordance with the law.

(9) Guide districts (counties) in exercising administrative penalty authority and corresponding administrative enforcement authority in the field of urban greening management in accordance with the law.

(10) Guide districts (counties) in exercising administrative penalty authority and corresponding administrative enforcement authority in the field of municipal management in accordance with laws, regulations, and rules.

(11) Guide districts (counties) in exercising all administrative penalty authority and corresponding administrative enforcement authority in the field of housing and urban-rural development in accordance with laws, regulations, and rules.

(12) Guide districts (counties) in exercising administrative penalty authority and corresponding administrative enforcement authority in the field of environmental protection in accordance with laws, regulations, and rules, including social life noise pollution, construction noise pollution, and noise pollution caused by mountain excavation and blasting in urban areas. (13) Guide districts (counties) in exercising administrative penalty authority and corresponding administrative enforcement authority in the field of environmental protection in accordance with laws, regulations, and rules, including oil fume pollution from catering and service industries, open-air barbecue pollution, smoke and odour pollution from the burning of asphalt and plastic waste in urban areas, smoke pollution from the open-air burning of straw and fallen leaves, and pollution from the ignition of fireworks and firecrackers.

(13) Guide districts (counties) to exercise administrative penalty authority and corresponding administrative enforcement authority in the field of industrial and commercial management in accordance with laws, regulations, and rules, including unauthorised outdoor business operations and illegal installation of outdoor advertising signs in public spaces.

(14) Guide districts (counties) to exercise administrative penalty authority and corresponding administrative enforcement authority in the field of traffic management in accordance with laws, regulations, and rules, and impose penalties on behaviours such as occupying urban roads and illegal parking of vehicles.
