 Main Responsibilities of the Tongren Municipal Human Resources and Social Security Bureau


(1) Implement national and provincial plans and policies for the development of human resources and social security; formulate and implement city-wide plans and policies for the development of human resources and social security, and conduct supervision and inspection.


(2) Formulate plans for the development of the human resources market and policies for human resources mobility; establish a unified and standardised human resources market to promote the rational flow and effective allocation of human resources.


(3) Be responsible for promoting employment, formulate integrated urban-rural employment development plans and policies, improve the public employment service system, and implement the employment assistance system; improve the vocational qualification system, and establish a unified vocational training system for urban and rural workers; take the lead in formulating employment policies for college graduates; collaborate with relevant departments to formulate policies for the cultivation and incentives of high-skilled talent and rural practical talent; and manage the employment of foreign and overseas personnel in the city.


(4) Coordinate the establishment of a social security system covering both urban and rural areas. Formulate and implement policies and standards for urban and rural social insurance and supplementary insurance; implement policies on the transfer and continuation of social insurance relationships and basic old-age insurance policies; collaborate with relevant departments to formulate management and supervision systems for social insurance and supplementary insurance funds; compile the draft budget and final accounts for the city's social insurance funds, and supervise and manage the preservation and appreciation of social insurance funds in accordance with regulations.


(5) Responsible for employment, unemployment, and social insurance fund forecasting, early warning, and information guidance; formulate contingency plans; implement preventive, regulatory, and control measures to maintain stable employment conditions and overall balance in social insurance fund revenues and expenditures.


(6) Implement policies on the distribution of wages and income for staff of public institutions and administrative support staff; collaborate with relevant departments to formulate the city-wide wage and income distribution system for staff of public institutions and administrative support staff; establish a mechanism for the normal increase and payment guarantee of wages for staff of public institutions and administrative support staff; implement policies on welfare and retirement for staff of public institutions and administrative support staff; formulate macro-control policies on the wages and income of enterprise employees; improve the minimum wage system and wage payment guarantee mechanism; participate in the evaluation of model workers.


(7) Implement personnel systems for public institutions, collaborate with relevant departments to guide reforms in personnel systems for public institutions, and formulate management policies for personnel in public institutions and administrative support staff; participate in talent management work, formulate policies for the management and continuing education of professional and technical personnel and organise their implementation; take the lead in promoting reforms to the title system, and be responsible for the selection and cultivation of high-level professional and technical talent; implement policies to attract overseas students to work or settle in Guizhou.


(8) Collaborate with relevant departments to implement systems related to commendations and awards, handle specific matters related to commendations and awards, and provide services to recipients of commendations and awards.


(9) Collaborate with relevant departments to formulate policies and plans for migrant workers, promote the implementation of relevant policies for migrant workers, coordinate the resolution of key and difficult issues, and protect the legitimate rights and interests of migrant workers.


(10) Coordinate the implementation of labour dispute and personnel arbitration systems; implement labour relations policies, improve labour relations coordination mechanisms; supervise the implementation of policies to eliminate the illegal use of child labour and special labour protection policies for female workers and minors; organise and implement labour inspections, coordinate labour rights protection work, and investigate and handle major cases in accordance with the law.


(11) Implement work injury insurance policies, plans, standards, and the management measures for the work injury insurance fund; implement policies regarding designated medical institutions, pharmacies, rehabilitation institutions, and assistive device installation institutions for work injury insurance; implement work injury prevention, recognition, and rehabilitation policies; and organise and implement work injury disability grading assessments across the city.


(12) Handle petitions related to human resources and social security; coordinate with relevant departments to address major petitions and emergencies related to human resources and social security.


(13) Undertake matters related to foreigners working in China in accordance with regulations.


(14) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for work safety and fire safety within this department and industry sector; carry out work related to big data development and application and government data resource management in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources within this department in accordance with the law.


(15) Undertake other tasks assigned by the municipal government and the provincial Human Resources and Social Security Department.


(16) Changes in responsibilities. The department's responsibilities for civil service management have been transferred to the Municipal Party Committee Organisation Department, foreign expert management responsibilities have been transferred to the Municipal Science and Technology Bureau, responsibilities for basic medical insurance and maternity insurance for urban employees and urban residents have been transferred to the Municipal Medical Insurance Bureau, and responsibilities for the transfer and placement of military officers have been transferred to the Municipal Veterans Affairs Bureau.


(17) Functional transformation. Deeply advance the reform of streamlining administration, combining deregulation with improved regulation, and optimising services. Further reduce administrative approval items, standardise and optimise external handling procedures, implement approval items such as occupational qualification licensing and recognition, implement a national occupational qualification directory list management system, strengthen mid-term and post-term supervision, innovate public service methods in areas such as employment and social security, enhance information sharing, and improve public service standards.
