The Tongren Municipal Forestry Bureau (hereinafter referred to as the Municipal Forestry Bureau) is a functional department of the municipal people's government, classified at the county level, and is under the unified leadership and management of the Municipal Natural Resources Bureau.
The Municipal Forestry Bureau implements the policies and decisions of the Central Committee of the Communist Party of China, the Provincial Committee, and the Municipal Committee regarding forestry and grassland work. In the course of fulfilling its duties, it upholds and strengthens the Party's centralised and unified leadership over forestry and grassland work. Its primary responsibilities are:
(1) Overseeing and managing forestry, grassland, and ecological conservation and restoration. Formulating policies, plans, and standards for forestry, grassland, and ecological conservation and restoration, and implementing them; conducting dynamic monitoring and evaluation of forest, grassland, wetland, stone desertification, and terrestrial wildlife resources.
(2) Organising and implementing ecological protection and restoration and afforestation and greening work in forestry and grassland. Implementing key ecological protection and restoration projects in forestry and grassland; guiding the cultivation of public welfare forests and commercial forests; guiding and supervising mass tree-planting campaigns and urban-rural greening work; guiding pest control and quarantine work in forestry and grassland; undertaking related work on forestry and grassland responses to climate change; undertaking related work on forestry ecological civilisation construction.
(3) Supervise and manage forest, grassland, and wetland resources. Compile and oversee the implementation of forest harvesting quotas; manage forest land, draft and implement forest land protection and utilisation plans, guide the demarcation and management of public welfare forests, and legally manage state-owned forest resources; oversee grassland grazing bans, grassland-livestock balance, and grassland ecological protection and restoration efforts, and supervise the development and utilisation of grasslands; oversee wetland ecological protection and restoration efforts, draft wetland protection plans and relevant local standards, and supervise the development and utilisation of wetlands.
(4) Oversee the prevention and control of stone desertification. Organise surveys on stone desertification, draft prevention and control plans and relevant local standards, and oversee the development and utilisation of stone desertified land.
(5) Responsible for the supervision and management of terrestrial wildlife resources. Organise surveys of terrestrial wildlife resources, guide the rescue and breeding of terrestrial wildlife, the restoration and development of habitats, and the monitoring of disease sources and epidemics. Supervise and manage the hunting or collection, breeding or cultivation, and operation and utilisation of terrestrial wildlife, and supervise and manage the import and export of wildlife in accordance with the division of responsibilities.
(6) Oversee the management of all types of nature reserves. Draft plans and local standards for all types of nature reserves; manage natural resource assets and control land use in nature reserves directly owned by the municipal government; propose review recommendations for the establishment or adjustment of nature reserves and submit them for approval in accordance with procedures; review applications for World Natural Heritage sites and, in conjunction with relevant departments, review applications for World Natural and Cultural Dual Heritage sites; oversee work related to biodiversity conservation.
(7) Responsible for promoting forestry and grassland reform-related work. Drafting reform opinions on collective forest rights systems, state-owned forest farms, and grasslands, and supervising their implementation; drafting policies and measures for rural forestry development and protecting the legitimate rights and interests of forestry operators, and guiding rural forest land contracting and management work; implementing afforestation and grassland restoration programs, and responsible for natural forest protection work.
(8) Draft policies on the optimal allocation of forestry and grassland resources and wood utilisation; draft local standards for the forestry industry and supervise their implementation; organise and guide the supervision of forest product quality; draft and implement development plans for the forestry industry.
(9) Guide the basic construction and development of state-owned forest farms; organise surveys of forest tree seed and grass seed genetic resources; establish genetic resource repositories; oversee the breeding and promotion of superior varieties; regulate the production and operation of forest tree seedlings and grass seeds; and supervise the quality of forest tree seedlings and grass seeds; oversee the management of forestry and grassland biological genetic resources, genetically modified organism safety, and plant variety protection.
(10) Be responsible for implementing the relevant requirements of the comprehensive disaster prevention and mitigation plan, organise the compilation of forest and grassland fire prevention plans and protection standards and guide their implementation, and guide the conduct of fire prevention patrols, fire source management, and fire prevention facility construction. Organise and guide state-owned forest farms, forest areas, and grasslands in conducting fire prevention publicity and education, monitoring and early warning, and supervision and inspection. When necessary, request the Municipal Emergency Management Bureau to deploy relevant prevention and control work in the name of the municipal emergency command agency.
(11) Supervise and manage central, provincial, and municipal-level funds and state-owned assets for forestry and grassland affairs; propose suggestions for budgetary investments, national, provincial, and municipal fiscal funds for forestry and grassland affairs; review investment projects within the municipal planning and annual plan in accordance with the authority granted by the municipal government; participate in the formulation of economic regulation policies for forestry and grassland affairs; and implement ecological compensation work for forestry and grassland affairs.
(12) Be responsible for forestry and grassland science and technology, education, and foreign cooperation work; guide the construction of the city's forestry and grassland talent team; organise and implement forestry and grassland foreign exchange and cooperation affairs; and undertake the implementation of international conventions on wetlands, endangered wild animals and plants, etc.
(13) In conjunction with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation and development, and other related work; Increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for safety production and fire safety within this department and industry sector; carry out relevant work related to big data development and application, as well as the management of government data resources in accordance with regulations, and promote the standardised management, sharing, and openness of government data resources within this department in accordance with the law.
(14) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, National Forestry and Grassland Administration, and Provincial Forestry Bureau.
(15) Adjustment of responsibilities.
1. Transfer the responsibilities of the former Municipal Forestry Bureau (excluding those transferred to the Municipal Natural Resources Bureau), the grassland supervision and management responsibilities of the former Municipal Agricultural Committee, and the responsibilities related to the management of nature reserves, scenic spots, natural heritage sites, and geological parks from the former Municipal Land and Resources Bureau, Municipal Housing and Urban-Rural Development Bureau, Municipal Water Conservancy Bureau, and other departments to the Municipal Forestry Bureau. 2. Transfer the responsibilities related to forest fire prevention and the Forest Fire Prevention Command to the Municipal Emergency Management Bureau, and transfer the responsibilities for the investigation and registration of forest and wetland resources to the Municipal Natural Resources Bureau.
3. Transfer the administrative responsibilities undertaken by subordinate public institutions to the Municipal Forestry Bureau.
(16) Functional transformation. Significantly increase efforts to protect ecosystems, implement ecosystem protection and restoration projects, and strengthen the coordinated supervision and management of forests, grasslands, and wetlands. Vigorously promote national land greening to ensure national ecological security. Accelerate the establishment of a natural protected area system, and uniformly advance the standardisation, consolidation, and integration of various types of natural protected areas.
