Main responsibilities of the Human Resources and Social Security Bureau of Qiandongnan Prefecture:
(1) Implement national and provincial laws, regulations, and policies related to human resources and social security; formulate development plans and annual programs for human resources and social security across the prefecture, and organize their implementation and supervision.
(2) Formulate development plans for the human resources market, policies for the development of the human resources service industry, and policies for human resources mobility; establish a unified and standardized human resources market, provide human resources market services, and promote the rational mobility and effective allocation of human resources.
(3) Be responsible for promoting employment. Formulate integrated urban and rural employment development plans and policies, and take the lead in formulating employment policies for college graduates; improve the public employment and entrepreneurship service system and implement the employment assistance system; establish a vocational skills training mechanism for urban and rural workers, and work with relevant departments to formulate training plans and incentive policies for skilled talent and rural practical talent; support and guide entrepreneurship and employment efforts for groups such as college graduates, migrant workers, employment-challenged individuals, and laid-off or unemployed individuals; Provide guidance to relevant departments on the management of talent introduction for employment within the state in accordance with regulations; undertake the daily work of the Employment Interagency Coordination Meeting.
(4) Coordinate the establishment of a multi-tiered social security system covering both urban and rural areas. Formulate and implement policies and standards for urban and rural social insurance and supplementary insurance; implement policies and standards for pension, unemployment, work-related injury, and other social insurance and supplementary insurance; enforce basic pension insurance policies and regulations for government agencies, enterprises, public institutions, other social organizations, and members of society; handle the transfer and continuation of pension, unemployment, and work-related injury insurance relationships. Collaborate with relevant departments to draft and implement management and supervision systems for social insurance and supplementary insurance funds; collaborate with relevant departments to implement the universal social insurance enrollment plan and establish a unified social insurance public service platform; collaborate with relevant departments to compile the draft budget and final accounts for social insurance funds across the state. Participate in the drafting of implementation details for the collection, payment, management, and operation of social security funds across the state; supervise and manage the preservation and appreciation of social insurance funds in accordance with regulations.
(5) Conduct forecasts and warnings regarding employment, unemployment, and related social insurance funds, and provide information guidance; formulate contingency plans, implement preventive, regulatory, and control measures, and maintain stable employment conditions and overall balance in the revenue and expenditure of related social insurance funds.
(6) Review the public recruitment plans of county-level (city-level) public institutions and the introduction plans for high-level and urgently needed talent; Collaborate with relevant departments to guide the reform of the personnel system for public institutions, draft management regulations for staff members of public institutions and administrative support staff, oversee the recruitment and evaluation of staff members and administrative support staff at the state level, participate in comprehensive talent management and statistical work on staff members of public institutions, draft regulations on position setting management and continuing education for staff members of public institutions, and organize their implementation; take the lead in reforming the professional title qualification system and conducting statistical work on professional technical talent, and assist in the selection and cultivation of high-level professional technical talent.
(7) Implement reforms to the wage and income distribution system for public institution staff, as well as welfare and retirement policies for staff in enterprises and public institutions. Establish mechanisms for the normal increase and payment guarantee of wages for staff in enterprises and public institutions.
(8) Work with relevant departments to implement the national commendation and reward system and undertake the daily management of commendations and rewards.
(9) Coordinate the implementation of the labor and personnel dispute mediation and arbitration system and labor relations policies to protect the legitimate rights and interests of employees. Improve the labor relations consultation and coordination mechanism; supervise the implementation of policies to eliminate the illegal use of child labor and special labor protection policies for female workers and minors; organize and implement labor protection inspections; coordinate labor rights protection work; and investigate and handle major cases in accordance with the law.
(10) Implement and supervise the enforcement of management measures for work-related injury insurance payment standards, diagnostic and treatment projects, medication, and service facility scopes, as well as work-related injury insurance medical service agreement institutions.
(11) Collaborate with relevant departments to formulate policies and plans for migrant worker affairs, promote the implementation of relevant policies, coordinate the resolution of key and difficult issues, and safeguard the legitimate rights and interests of migrant workers.
(12) Assist in matters related to international exchange and cooperation in human resources and social security work.
(13) Accept and handle approval matters and other work matters delegated or entrusted by the state, provincial governments, and higher-level business departments.
(14) Accept petitions related to human resources and social security, and coordinate with relevant departments to handle major petitions and emergencies related to human resources and social security.
(15) In conjunction with departmental responsibilities, carry out work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for promoting innovation-driven development; be responsible for safety production and fire safety work within this department and industry sector; carry out relevant work related to big data development and application, as well as the management of government data resources in accordance with regulations, and promote the standardized management, sharing, and openness of government data resources within this department in accordance with the law.
(16) Complete other tasks assigned by the State Party Committee, the State Government, and the Provincial Department of Human Resources and Social Security.
(17) Adjustments to responsibilities.
1. Transfer the civil servant management responsibilities of the State Department of Human Resources and Social Security to the State Party Committee Organization Department.
2. Transfer the responsibilities for the resettlement of military officers from the State Human Resources and Social Security Bureau to the State Veterans Affairs Bureau.
3. Transfer the responsibilities for the management of foreign experts from the State Human Resources and Social Security Bureau to the State Science and Technology Bureau.
4. Transfer the responsibilities for urban employee and urban resident basic medical insurance and maternity insurance from the State Human Resources and Social Security Bureau and its affiliated institution, the State Social Insurance Bureau, to the State Medical Security Bureau.
5. Transfer the administrative responsibilities of the State Social Insurance Bureau, an affiliated institution of the State Human Resources and Social Security Bureau, other than those related to basic medical insurance and maternity insurance for urban employees and urban residents, to the State Human Resources and Social Security Bureau; transfer the administrative responsibilities of other affiliated institutions of the State Human Resources and Social Security Bureau back to the bureau; other institutional and organizational matters, such as name changes, shall be specified separately.
(18) Functional transformation. Deepen the reform of streamlining administration, combining deregulation with improved regulation, and optimizing services. Further reduce administrative approval items, standardize and optimize external service matters, reduce approval items such as occupational qualification licensing and recognition, implement a national occupational qualification directory list management system, and strengthen mid-term and post-term supervision. Innovate public service methods in areas such as employment and social security to enhance public service standards.
