Qianxinan Prefecture Bureau of Natural Resources To thoroughly implement the policies and guidelines of the Central Committee of the Communist Party of China and the Provincial Committee regarding natural resources work, as well as the decisions and arrangements of the Prefectural Committee and the Party Leadership Group of the Department regarding natural resources work, and to uphold and strengthen the centralized and unified leadership of the Party over natural resources work, in accordance with the Notice issued by the Office of the Qianxinan Prefectural Committee of the Communist Party of China and the Office of the Qianxinan Prefectural People's Government on the Issuance of the “Provisions on the Functional Configuration, Internal Organizational Structure, and Staffing of the Qianxinan Prefecture Bureau of Natural Resources” (Qianxinan Party Office Notice [2019] No. 53), the Notice of the Party Leadership Group of the Provincial Department of Natural Resources on the Issuance of the Implementation Rules for the “Three Fixations” Provisions of the Provincial Department of Natural Resources (Qian Natural Resources Party Document [2019] No. 4), the Qianxinan Prefecture Party Committee Organization Department's “Approval on the Establishment of Internal Institutions of the Prefecture Natural Resources Bureau and Related Matters” (Qianxinan Organization Department Document [2021] No. 55) Notice on Adjusting the Institutional and Staffing Matters of the Qiandongnan Prefecture Natural Resources Bureau and Its Affiliated Public Institutions (Qian Dongnan Compilation Office Notice [2024] No. 39) Approval on Adjusting the Primary Responsibilities of the Prefecture Natural Resources Bureau and Related Matters (Qian Dongnan Compilation Office Document [2024] No. 45) and other relevant documents, these implementation rules are hereby formulated.
Article 1 The Party Leadership Group of the Qianxinan Prefecture Natural Resources Bureau, under the leadership of the Party Committee of the Provincial Department of Natural Resources and the Qianxinan Prefecture Party Committee, plays a leading role in the work of natural resources throughout the prefecture. The Party Secretary presides over the overall work of the Party Leadership Group, is responsible for convening and presiding over Party Leadership Group meetings, organizing Party Leadership Group activities, signing Party Leadership Group documents, and fulfilling the primary responsibility for Party governance and comprehensive strict governance of the Party. Party group members, in accordance with the decisions of the Party group and within their authorized scope, are responsible for relevant work, exercise related powers, and fulfill their responsibilities for Party conduct and clean governance.
Article 2 The director leads the overall work of the State Natural Resources Bureau, convenes and presides over director's office meetings, and signs the bureau's normative documents and other important documents. Deputy directors and deputy county-level or above cadres assist the director in his work, handle assigned work according to their divisions of labor, and are responsible for safety production in their respective fields; they also handle other work or special tasks entrusted to them by the director.
Article 3 The full-time deputy secretary of the Party Committee assists the secretary of the Party Committee and the deputy head of the Party Construction Work Leading Group, and is responsible for the daily work of the Party Construction Work Leading Group Office.
Article 4 The Chief Engineer and Chief Planner assist the bureau leadership in their work in accordance with the work arrangements of the bureau's Party Leadership Group. They also complete other work tasks assigned by the bureau's Party Leadership Group and leadership.
Article 5 The Office is the functional department of the State Natural Resources Bureau responsible for the daily operations of the agency, financial and asset management, scientific and technological development, and external exchanges and cooperation. Its main responsibilities are:
(1) Responsible for the daily operations of the agency, formulating relevant work systems and organizing their implementation.
(2) Coordinating and providing support for important meetings and activities such as the annual natural resources work conference of the entire prefecture, Party Leadership Group meetings, director's office meetings, and special meetings convened by the bureau's top leadership; coordinating the travel and research activities of the bureau's top leadership and their participation in meetings and activities; coordinating the reception of inspections, research, and guidance from higher authorities; arranging for relevant departments to participate in meetings and activities; and coordinating duty schedules.
(3) Organize the drafting of reports for natural resources work conferences and speeches by leaders, submit comprehensive reports, and prepare drafts of important documents.
(4) Responsible for handling official documents, reviewing official documents, and managing archives. Responsible for managing the bureau's seals, issuing letters of introduction, and preparing official correspondence for external use. Organize the compilation of historical records and yearbooks. Responsible for security, confidentiality, and cryptography management. Be responsible for news and publicity work, and organize and carry out natural resources public opinion monitoring and handling work throughout the prefecture.
(5) Be responsible for supervision and inspection work. Supervise and inspect the implementation of major decisions and plans of higher authorities, important instructions and directives from leaders, and matters decided at bureau meetings, deployed in documents, and instructed by leaders. Organize the drafting of the bureau's annual key work task decomposition and implementation plan and supervise its implementation. Be responsible for target assessment-related work.
(6) Responsible for government information and government information disclosure work, and providing business guidance on government information and government information disclosure work for the natural resources system throughout the prefecture.
(7) Responsible for comprehensive statistics and professional statistics management for the department, organizing the formulation of statistical reporting systems and statistical indicators. Conducting statistical analysis and releasing comprehensive statistical information. Organizing and conducting analysis of the natural resources management situation.
(8) Draft policies and measures related to financial and asset management, as well as policies and systems related to budgeting, performance management, financial supervision, government procurement, state-owned assets, basic construction, special funds, and fund management.
(9) Undertake the collection and management of special natural resources revenues, special funds, and funds.
(10) Undertake the financial work of the agency. Be responsible for departmental budget management, departmental financial management and supervision, final accounts, government financial reports, government procurement, and centralized treasury payments.
(11) Be responsible for the financial and state-owned asset supervision and internal audit work of the bureau and its affiliated institutions. Supervise and manage basic construction, major investment projects, and major equipment.
(12) Undertake daily work related to rural revitalization, take the lead in formulating relevant policies and measures for rural revitalization related to natural resources, formulate annual work plans, and organize their implementation.
(13) Responsible for natural resources informatization construction and cybersecurity technical management. Responsible for the construction and management of the natural resources business informatization application system. Responsible for the organization, application, and management of informatization projects of the bureau. Organize the informatization construction and management of natural resources e-government, “Internet+,” and the bureau's official website, WeChat official account, Weibo, and mobile app across the prefecture. Responsible for natural resources network construction and information technology security management.
(14) Responsible for natural resources big data management. Draft and implement the development plan for natural resources big data. Organize the formulation of natural resource big data management systems and supervise their implementation. Be responsible for the “collection, utilization, and sharing” of natural resource big data, organize the construction of platforms for natural resource holographic big data, information exchange, and shared applications, and promote the integration, innovation, and shared application of natural resource big data.
(15) Coordinate and organize the deep integration of military and civilian development in the field of natural resources. Undertake foreign exchange and cooperation and foreign-related administrative licensing work in the field of natural resources.
(16) Be responsible for leading major risk prevention work.
Article 6 The Policy and Law Section is the functional department of the State Natural Resources Bureau responsible for organizing the drafting of relevant laws and regulations, law-based administration, legal education and publicity, deepening reform, and coordinating administrative reconsideration, administrative litigation, administrative adjudication, and administrative compensation work. Its main responsibilities are:
(1) To undertake the drafting of relevant single-issue regulations and rules within the legislative authority of the Qiandongnan Miao and Dong Autonomous Prefecture.
(2) Coordinating the revision of draft regulations and rules submitted by the legislative body for public comment.
(3) Conducting a review of natural resources regulations, rules, and normative documents, conducting legal reviews of administrative normative documents, and coordinating fair competition reviews for documents issued by the bureau.
(4) Promoting law-based administration within the natural resources system, and responsible for the construction and management of the bureau's legal counsel and public interest lawyer system.
(5) Undertake legal education work for the natural resources system throughout the prefecture, organize and carry out legal education and publicity for natural resources. Draft and implement plans for legal education and publicity for natural resources, and guide legal education and publicity work for natural resources throughout the prefecture.
(6) Coordinate administrative reconsideration, administrative litigation, administrative adjudication, and administrative compensation work. Guide and supervise administrative reconsideration and administrative litigation throughout the prefecture, and coordinate and cooperate with administrative public interest litigation-related work.
(7) Undertake legal reviews of contracts, agreements, etc. signed in the name of the bureau, and undertake legal reviews of major law enforcement decisions of the bureau.
(8) Coordinate comprehensive reform work in the field of natural resources, conduct research on major issues related to reform in the field of natural resources, formulate and coordinate the implementation of the bureau's comprehensive reform plan and annual arrangements. Coordinate and guide relevant reform pilot demonstration work, and coordinate the bureau's administrative approval system reform work.
(9) Take the lead in handling and responding to proposals from People's Congress representatives and CPPCC members.
(10) Take the lead in anti-gang and anti-crime work in the field of natural resources.
Article 7 The Natural Resources Survey, Monitoring, and Evaluation Division is the functional department of the State Natural Resources Bureau responsible for natural resources survey, monitoring, and evaluation. Its main responsibilities are:
(1) Implement policies, measures, plans, and programs related to natural resources survey, monitoring, and evaluation.
(2) Implementing the indicator system and technical standards for natural resources survey, monitoring, and statistical analysis and evaluation.
(3) Implementing the natural resources survey, monitoring, and evaluation system, regularly organizing and implementing statewide basic surveys, change surveys, dynamic monitoring, and statistical analysis and evaluation of natural resources such as land, water, forests, grasslands, and wetlands, and collaborating with relevant departments to conduct special land use surveys.
(4) Organizing and implementing specialized surveys, monitoring, and evaluations of water, forest, grassland, wetland resources, and geographical conditions.
(5) Undertake emergency monitoring and specialized monitoring of key areas and specific objects.
(6) Organize and implement the collection, production, and shared application of natural resource remote sensing monitoring data.
(7) Undertake the submission, management, maintenance, publication, sharing, and utilization supervision of natural resource survey, monitoring, and evaluation results. Organize and implement natural resource survey, monitoring, statistics, and results analysis and evaluation. Be responsible for the quality management of survey and monitoring results.
(8) Guide natural resource survey, monitoring, and evaluation work throughout the prefecture.
Article 8 The Natural Resource Rights Registration Division is the functional department of the Prefectural Natural Resources Bureau responsible for the unified registration of various types of natural resources and real estate. Its main responsibilities are:
(1) Implement systems, standards, and norms for the unified registration of various types of natural resources and real estate, cadastral surveys, real estate surveying, dispute resolution, and the application of results.
(2) To guide and supervise the registration of ownership rights for all natural resources and natural ecological spaces, including waterways, forests, mountains, grasslands, wastelands, tidal flats, minerals, wetlands, national parks, nature reserves, and other natural protected areas. To be responsible for the registration of ownership rights for natural resources where the State exercises ownership rights through the State Council.
(3) Guide and supervise the registration of real estate, including land registration, housing registration, forest land registration, and grassland registration, throughout the prefecture, and standardize the operation of real estate registration windows. Organize and implement the registration of collective construction land, residential land, farmhouses, reclaimed land, and cooperative land.
(4) Implement natural resource and real estate registration policies, guide and supervise the resolution of ownership disputes, and undertake major ownership dispute resolution tasks assigned by higher authorities.
(5) Guide and supervise cadastral surveying work. Guide and supervise ownership surveys and surveying work for natural resources and real estate across the state. Organize and implement a cadastral census for natural resources and real estate across the state, conduct database construction, and establish and improve mechanisms for managing and dynamically updating results.
(6) Guide the establishment of a natural resources and real estate registration information management platform throughout the prefecture, and be responsible for the collection, collation, submission, sharing, and updating of various registration materials.
(7) Supervise and manage special seals, ownership certificates, registration certificates, and registration agent intermediary institutions and personnel for natural resources and real estate registration. Guide the construction of registration institutions and teams throughout the prefecture.
Article 9 The Natural Resources Development and Utilization Division is the functional department of the State Natural Resources Bureau responsible for fulfilling the duties of the owner of natural resources assets owned by the people, the rational development and utilization of natural resources, the efficient and economical use of natural resources, the implementation of the paid use of natural resources assets, and the monitoring and supervision of the natural resources market. Its main responsibilities are:
(1) Implement policies and systems for the management and revenue management of natural resources assets owned by the people.
(2) Organizing and implementing protection plans, usage standards, and usage regulations for state-owned natural resource assets; drafting the directory and evaluation methods for the state government to exercise ownership rights over natural resource assets on behalf of the state.
(3) Implementing the statistical system for state-owned natural resource assets; organizing and conducting value assessments and asset verification for state-owned natural resource assets; enforcing the standards, procedures, methods, criteria, and verification methods for value assessments of state-owned natural resource assets. Organize and carry out the inventory and statistics of state-owned natural resource assets. Carry out relevant work related to the state-owned natural resource asset information system and dynamic monitoring and supervision mechanism.
(4) Organize the compilation of the state-owned natural resource asset balance sheet and provide guidance on related work. Implement the state-owned natural resource asset reporting system, undertake the reporting work of the state government to the state people's congress on state-owned natural resource assets, and guide counties (cities) in establishing systems for governments to report on state-owned natural resource assets to their respective people's congresses.
(5) Draft and implement policies on the allocation, transfer, leasing, and valuation of state-owned natural resource assets. Implement the State-Owned Land Asset Disposal Measures, and guide the disposal of state-owned land assets and the management of the allocation of natural resource usage rights.
(6) Implement the state-owned land acquisition and reserve policy, supervise the implementation of the state-owned land revenue fund system, guide local state-owned land usage right acquisition and reserve work, and coordinate and supervise major state-owned land usage right acquisitions, recoveries, and reserves.
(7) Organize and conduct evaluations of state-owned natural resource assets, implement relevant evaluation standards, and establish a statewide evaluation and supervision system. Supervise the fulfillment of duties by authorized parties,委托 parties, occupiers, and users.
(8) Handle the disposal of state-owned land assets for restructured enterprises and the revitalization of idle and inefficient project assets, which are approved by the State Council.
(9) Implement the system of paid use of natural resource assets, policies on the market-based allocation of natural resources, and the paid use of collectively owned natural resources.
(10) Implement policies and evaluation standards for the efficient and intensive use of natural resources, and guide the efficient and intensive use of natural resources throughout the prefecture. Organize and supervise the implementation of standards, access directories, and negative lists for the development and utilization of natural resources.
(11) Draft and supervise the implementation of natural resource market transaction rules, guide the establishment of natural resource market transaction platforms, and organize and carry out natural resource market regulation. Undertake natural resource market supervision and management work, organize and carry out dynamic monitoring of the natural resource market, and establish a natural resource market credit system.
(12) Supervise the implementation of the government-announced natural resource pricing system, organize and carry out grading and pricing assessments of natural resources, and conduct monitoring of natural resource grades and prices throughout the prefecture. Supervise and manage natural resource evaluation and assessment intermediary institutions and personnel throughout the prefecture.
(13) Formulate policies for the management of construction land and the development and utilization of collectively-owned construction land, and supervise their implementation. Organize evaluations and assessments of construction land utilization, and promote the application of land-saving technologies and models. Organize and implement innovative demonstration projects for the development and utilization of natural resources. Undertake the standard review of land use matters approved by the provincial government and the review of land use in development zones.
Article 10 The Department of Territorial Space Planning is the functional department of the State Natural Resources Bureau responsible for establishing the spatial planning system. Its main responsibilities are:
(1) Implementing policies, systems, standards, and norms related to territorial spatial planning, and organizing the establishment of a spatial planning system.
(2) Implementing policies related to main functional zones, guiding counties (cities) in demarcating control lines such as ecological protection red lines, permanent basic farmland, and urban development boundaries, and constructing a production, living, and ecological space layout that is economical, efficient, and environmentally friendly.
(3) Organizing the compilation of the Qianxinan Prefecture Territorial Space Planning, implementing national spatial control constraints and mandatory requirements, and guiding the compilation of cross-county (city) administrative area and key regional planning.
(4) Organizing the compilation of relevant specialized planning, guiding and reviewing prefectural-level key specialized planning related to territorial space development and utilization.
(5) Undertake the review and approval of territorial spatial plans submitted for approval. Guide the compilation of county (city) territorial spatial plans.
(6) Be responsible for the formulation, approval, and acceptance of planning compilation project plans.
(7) Conduct evaluations of resource and environmental carrying capacity and the suitability of territorial spatial development. Implement a monitoring, assessment, and early warning system for the implementation of territorial spatial plans, and enforce controls on important control lines and key areas.
(8) Supervise and manage the planning industry, and implement the registration system for planners.
