Jinchang Municipal Market Supervision Administration

The Jinchang Municipal Market Supervision Administration implements the guiding principles, policies, and decision-making requirements of the Central Committee of the Communist Party of China, the Provincial Party Committee, and the Municipal Party Committee concerning market supervision and management. In the course of fulfilling its duties, it upholds and strengthens the Party's centralised and unified leadership over market supervision and management. Its principal responsibilities are: overseeing comprehensive market supervision; administering unified registration of market entities and related administrative licensing for market regulation; organising and directing comprehensive administrative law enforcement in market regulation, investigating and handling major violations, and standardising administrative law enforcement practices; conducting unified anti-monopoly enforcement; supervising market order; managing macro-level quality control; overseeing product quality and safety supervision; supervising the safety of special equipment; coordinating comprehensive food safety supervision and administration; overseeing food safety supervision and administration; managing metrology activities; managing standardisation activities; managing inspection and testing activities; managing, supervising, and coordinating certification and accreditation activities; advancing science and technology, informatisation, publicity, and international exchange and cooperation in market supervision and administration; supervising the safety of pharmaceuticals (including traditional Chinese and ethnic medicines, hereinafter the same), medical devices, and cosmetics; managing standards for pharmaceuticals, medical devices, and cosmetics; managing quality control for pharmaceuticals, medical devices, and cosmetics; Responsible for post-market risk management of pharmaceuticals, medical devices and cosmetics; responsible for supervisory inspections and quality sampling of pharmaceuticals, medical devices and cosmetics, and for investigating and penalising illegal activities in the operation and use of pharmaceuticals, medical devices and cosmetics in accordance with the law; responsible for implementing the ‘streamlining administration, delegating power, and improving services’ reform policies for pharmaceuticals, medical devices and cosmetics, refining measures to facilitate review and approval services, encouraging innovation and development in pharmaceuticals and medical devices, and promoting high-quality development of the Gansu pharmaceutical industry; responsible for building regulatory capacity for pharmaceuticals, medical devices and cosmetics; Implementing national laws, regulations, and policies concerning the protection of intellectual property rights, including trademarks, patents, and geographical indications of origin; formulating and implementing municipal development plans, policies, and systems for intellectual property affairs; coordinating matters related to foreign intellectual property; and undertaking other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Market Supervision Administration.
