Hezhou Municipal Transport Bureau Functional Information
(a) Implementing the guidelines and policies, laws and regulations of the State, autonomous regions and municipalities relating to the work of transport, industry planning and standards, organising the formulation and supervision of the implementation of the city's highway, waterway and other industry development of the overall planning, special planning, medium- and long-term development planning; organising the drafting of normative documents for the work of transport; participating in the formulation of the strategy and planning for the development of the logistics industry; guiding the highway, waterway and other related institutional reforms. (ii) Undertake work related to the city's comprehensive transport industry.
(2) To undertake planning and coordination work related to the city's comprehensive transport system, organise the preparation of comprehensive transport system planning in conjunction with relevant departments, guide and coordinate the planning and management of transport hubs, and participate in the work of urban transport and other special planning.
(C) bear the city's road and waterway transport industry regulatory responsibility. Guiding and supervising the implementation of relevant policies, access systems, technical standards and operational norms of road and waterway transport; responsible for organising and leading the management of urban and rural passenger transport.

Formulate the city's highway and waterway construction related policies, systems and technical standards and supervise the implementation; organise and coordinate the construction of highway and waterway transport infrastructure quality, safety and production supervision and management; guide the management and maintenance of transport infrastructure construction; supervise the bidding and tendering activities of transport construction projects.
(e) To assume responsibility for organising, guiding, coordinating and supervising the management of traffic road administration, transport administration, port and navigation law enforcement; to guide the security of port facilities; to be responsible for the management of port planning and the use of shoreline in accordance with the provisions of the law.
(F) is responsible for proposing the scale and direction of investment in fixed assets in the city's highways and waterways, and the arrangement of governmental financial funds; approving and endorsing fixed asset investment projects within the city's planning and the scale of the annual plan in accordance with the stipulated permissions; being responsible for the disbursement and supervision of transport funds under the authority of the Bureau, formulating the policies on fees and charges related to highways and waterways and overseeing their implementation, and being responsible for the management of toll roads and making policy recommendations on finance, land, price, and so on. (viii) Guiding the city's transport information construction, monitoring and analysing the operation; carrying out related statistical work and releasing relevant information; guiding environmental protection, scientific and technological development, project costing and energy conservation and emission reduction of highway and waterway industries; guiding the industry's education, training and spiritual civilisation work. Organise and guide the comprehensive governance of the transport industry and maintenance of stability.
(IX) Supervision of the Authority's organs, directly under the cause of state-owned assets; organisation and implementation of internal audit work in the transport industry.
(J) organisation, coordination and participation in the management of the transport industry, the use of foreign capital, foreign exchange and cooperation work.

Adjustment of duties:
(A) cancelled duties
1. Administrative approvals that have been announced for cancellation by the Municipal People's Government.
2. Cancellation of road maintenance fees, waterway maintenance fees, road transport management fees, road passenger and freight surcharges, waterway transport management fees, waterborne passenger and freight surcharges, and other six traffic regulations and fees management duties.
(ii) transferred to the responsibilities
1. The responsibilities of the former Municipal Bureau of Transportation and the former Municipal Administration of Urban Passenger Transportation are integrated into the Municipal Bureau of Transportation.
2. Municipal Development and Reform Commission's railway construction management responsibilities into the Municipal Bureau of Transport.
3. the former Municipal Bureau of Agriculture (Municipal Bureau of Fisheries, Animal Husbandry and Veterinary Medicine) of the inspection and supervision and management of fishing vessels into the Municipal Bureau of Transport.
4. the administrative functions of the institutions belonging to the Municipal Bureau of Transport are transferred to the Municipal Bureau of Transport.
5. Hezhou City, in addition to the jurisdiction of the ordinary national and provincial trunk highways, administrative licensing, administrative rulings, administrative confirmation of administrative functions other than the following road management responsibilities transferred to the Municipal Bureau of Transportation: publicity, implementation of highway management laws, rules and regulations; protection of road property, dealing with highway damage claims; implementation of the road inspection; management of highway construction on both sides of the control area; maintenance of highway maintenance operations on-site order; participation in the delivery of highway projects, completion inspection and inspection. acceptance of the delivery and completion of highway projects; managing over-limit transport and investigating and dealing with various cases of violation of road administration laws, rules and regulations in accordance with the law; and other duties stipulated by laws and regulations.
