Hechi Municipal Civil Affairs Bureau Functional Information

(a) Implementing and enforcing national laws and regulations on civil affairs, formulating development plans and relevant policies for the city's civil affairs, drafting relevant normative documents and organizing their implementation, supervision and inspection.

(b) Assume responsibility for the registration, management, supervision and inspection of citywide social organizations and social service institutions in accordance with the law, be responsible for the approval of qualifications for public fund-raising and the identification of municipal charitable organizations, and be responsible for the party building of citywide social organizations without operational supervisory units.

(C) Leads the formulation of the city's social assistance (excluding medical assistance, the same below) planning and policies, improves and perfects the urban and rural social assistance system, is responsible for urban and rural residents' minimum subsistence guarantee, special hardship assistance and sustenance, temporary assistance, and urban and rural low-income families' assistance, and guides the city's work of checking the economic status of residents' families.

(d) Formulating and guiding the implementation of the city's urban and rural grass-roots mass self-governance construction and community governance policies, guiding the construction of grass-roots power, community service systems, and the urban and rural community governance system and governance capacity, putting forward proposals to strengthen and improve grass-roots power and democratic politics, and promoting the construction of grass-roots democratic politics.

(e) To be responsible for the establishment, abolition, adjustment, renaming and change of boundaries of administrative areas above townships (including street offices) and the examination and approval of the relocation of government sites; to be responsible for the survey and management of administrative boundaries at the municipal level, and to organize and guide the survey and management of administrative boundaries of counties below the county level; to be responsible for the examination and approval of the naming and renaming of the city's important natural geographic entities, and the standardization of the setting up and management of the city's topographical signs; and to be responsible for the establishment and management of the city's geographical names. Setting and management of the city's toponymic signs, responsible for the city's standard toponymic library material validation work.

(f) To formulate development plans, policies and standards for the city's social welfare undertakings and organize their implementation; to organize and guide the management of welfare institutions and the issuance of welfare lottery tickets; to promote the development of charitable undertakings; to organize and guide the work of social donations; to be responsible for the life and protection of the rights and interests of the elderly, the special-needs persons, orphans, children left behind in the countryside, children in difficulty, the handicapped, and other special groups, and to guide the city's work of adoption.

(VII) is responsible for promoting marriage and funeral reform, formulate the city's funeral development planning, policies and standards and supervise the implementation, guide the city's construction and management of cemeteries, ecological burial and funeral home construction and management, responsible for the homeless vagrants and beggars rescue management work, guidance on marriage, funeral, vagrants and beggars rescue service organizations management, according to law, the city's jurisdiction to deal with the residents and Hong Kong, Macao, Taiwan, expatriates and foreigners, coordinate and promote and cooperate with the relevant departments to do a good job of protecting the rights and interests of the disabled in employment, and coordinate and do a good job of welfare work for the disabled.

(viii) To formulate, in conjunction with the relevant parties, the city's social work development plans, policies and professional norms, and to promote the city's social work, social work personnel development and related volunteer workforce development work.

(ix) Assuming the duties of guiding, coordinating and supervising the business work of the counterpart career service organizations as required by regulations.

(j) To accomplish other tasks assigned by the municipal party committee and the municipal people's government.
