Chongzuo Municipal Ethnic and Religious Affairs Commission

Article 1 These regulations are formulated in accordance with the spirit of the "Chongzuo City Institutional Reform Plan" and the Chongzuo City Institutional Reform Implementation Plan.

Article 2 The Municipal Ethnic and Religious Affairs Committee is a working department of the Municipal People's Government, and is at the level of a department and is under the leadership of the United Front Work Department of the Municipal Party Committee.

Article 3 The Municipal Ethnic and Religious Affairs Committee shall implement the principles, policies and decisions and arrangements of the Party Central Committee, the Autonomous Region and the Municipal Party Committee on ethnic, religious and overseas Chinese affairs, and in the process of performing its duties, adhere to and strengthen the Party’s centralized and unified leadership over ethnic, religious and overseas Chinese affairs in the process of performing its duties. The main responsibilities are:

(1) Organize and carry out investigations and research on major issues in ethnic, religious and overseas Chinese affairs, and put forward policy suggestions on ethnic, religious and overseas Chinese affairs. Supervise and inspect the implementation of ethnic, religious and overseas Chinese affairs policies and laws and regulations. Organize and carry out publicity and education on theories, policies, laws and regulations and basic knowledge of ethnic and religious affairs. Guide the work of ethnic and religious affairs involving overseas Chinese in all counties (cities, districts), and organize the training of ethnic and religious overseas Chinese affairs cadres.

(2) Responsible for coordinating and promoting the member units of the Municipal Ethnic Affairs Committee and other relevant departments to perform relevant responsibilities in ethnic work, promote the implementation and connection of ethnic policies in relevant fields of economic development and social undertakings, and provide business guidance for government departments in carrying out ethnic work.

(3) Responsible for drafting draft local normative documents on ethnic and religious affairs involving overseas Chinese. Protect the legitimate rights and interests of ethnic minorities, protect citizens' freedom of religious belief and normal religious activities in accordance with the law, and safeguard the legitimate rights and interests of the religious community. Guide the implementation of the Law on Regional Ethnic Autonomy.

(4) Research and put forward work suggestions for coordinating ethnic and religious relations, coordinate the handling of major issues in ethnic and religious relations, be responsible for the management of ethnic components in the city, participate in and coordinate the social stability work in ethnic minority settlement areas, promote the creation of ethnic unity and progress, and promote the common unity and struggle of all ethnic groups, and common prosperity and development. Assist the municipal people's government in properly handling mass incidents involving ethnic, religious and overseas Chinese communities and issues affecting social stability.

(5) Responsible for formulating plans for ethnic minority undertakings and overseas Chinese affairs, supervising and inspecting the implementation of the plan, participating in the formulation of development plans for ethnic minority and ethnic minority settlement areas and economic and social related fields of overseas Chinese farms and forestry farms, promoting the establishment and improvement of a comprehensive evaluation and monitoring system for the development of ethnic minority undertakings, and promoting the implementation of ethnic affairs service system and ethnic affairs management information construction.

(VI) Research and analyze the economic development and social undertakings of ethnic minorities, ethnic minority settlement areas and overseas Chinese agricultural and forestry farms, and put forward policy suggestions, and cooperate with poverty alleviation in ethnic minority settlement areas. Coordinate and guide the implementation of scientific and technological development, economic and technological cooperation, ethnic trade, and ethnic special needs production policies in ethnic minority settlement areas and overseas Chinese agricultural and forestry farms.

(7) Work with the financial department to supervise the funds for the development of ethnic minorities, special funds for temples and church maintenance, and overseas Chinese business expenses, and participate in the allocation, management and supervision of other special funds related to ethnic minority settlements. Responsible for the efforts, organization and implementation of overseas Chinese aid projects at home and abroad.

(8) Study issues in ethnic minority education, culture, science and technology, health, sports, radio, film and television, news and publishing, and put forward policy suggestions, work with the culture and tourism and sports departments to host the city's ethnic minority art performances and the city's ethnic minority traditional sports games, and organize participation in the district's ethnic minority art performances and the district's ethnic minority traditional sports games. Assist in the overall planning and top-level design of the "Zhuang Nationality March 3" event. Under the overall planning guidance of the education authority, we will study the reform and development of ethnic education and put forward policy suggestions to help solve the difficulties in ethnic education, and cooperate with the education authority to undertake matters related to educational assistance, ethnic education support and bilingual education in ethnic minority settlement areas. Guide the publication and distribution of ethnic books, newspapers, radio and films, and the collection, sorting, planning and publishing of ethnic ancient books.

(9) Responsible for the study, use, translation, research, development, rescue, protection and inheritance of ethnic minority languages and characters. Organize and carry out standardization, standardization and informatization of ethnic minority languages and characters. Cooperate with the autonomous region to carry out the examination and test of ethnic minority languages and characters. Responsible for guiding the study, use and translation of ethnic minority languages and characters.

(10) Responsible for education on patriotism and law-abiding, supporting socialism, safeguarding national reunification and national unity, and maintaining social stability for religious groups and religious people. Do a good job in consolidating and developing a patriotic united front for people in the same religious circle. Help religious groups carry out their work independently and independently within the scope of the Constitution and law, and help to select and train religious clergy.

(11) Responsible for religious administrative approval work, and focus on managing municipal religious groups. Work with relevant departments to do a good job in reviewing propaganda materials involving religious content. Cooperate with the political and legal departments to expose and crack down on illegal and criminal activities carried out using religion.

(12) Responsible for organizing and coordinating exchanges and cooperation with foreign countries and with Hong Kong, Macao and Taiwan in the field of ethnic and religious work, do a good job in external publicity work involving ethnic and religious affairs, and handle foreign-related matters related to ethnic and religious circles. Guide religious groups and religious figures to carry out foreign exchanges in accordance with the principle of independence, self-management and foreign affairs discipline, and resist the use of religion to infiltrate us from hostile forces abroad. Cooperate with relevant parties to handle religious foreign-related matters.

(13) Participate in the formulation of a plan for the construction of ethnic minority talent teams, be responsible for contacting ethnic minority cadres and assisting relevant departments in the training, education and use of ethnic minority cadres. Responsible for the training and training of representatives of religious circles and representatives of returned overseas Chinese and their families. Organize and carry out and guide the education and training of cadres in this system.

(14) Research and solve relevant problems of the entry and exit of overseas Chinese and returned overseas Chinese and their families. Responsible for approving overseas Chinese to settle down.

(15) Complete other tasks assigned by the Municipal Party Committee and Municipal People's Government.
