Chongzuo Municipal Civil Affairs Bureau Functional Information
(a) Implementing and enforcing relevant national guidelines and policies and the work deployment of higher-level civil affairs departments and the municipal party committee and municipal people's government, formulating draft government regulations, policies and plans for the development of the city's civil affairs undertakings, setting standards and organizing their implementation and supervision and inspection.
(ii) To formulate policies for the supervision and management of the city's social organizations, such as social groups and social service agencies, and to organize and implement them. Undertake registration management and law enforcement supervision of Chongzuo municipal-level social organizations and social service agencies in accordance with the law, and guide and supervise county-level civil affairs departments in carrying out registration management and law enforcement supervision of social organizations and social service agencies. Responsible for the identification of citywide charitable organizations and citywide public fund-raising qualification approval work.
(c) To formulate the city's social assistance policies and standards, coordinate the construction of social assistance systems, and be responsible for the minimum subsistence guarantee for urban and rural residents, the assistance and sustenance of persons in special hardship, temporary assistance, subsistence allowances for frontier people, and assistance for vagrants and beggars with no means of subsistence.
(d) To formulate policies and standards for the city's administrative divisions, management of administrative boundaries and toponymic management, and to organize and study the establishment of the city's administrative divisions, naming, changing and relocating government sites for review and approval. It organizes and guides the survey and management of administrative boundaries at county and township levels, is responsible for the unified supervision and management of the city's geographical names, and is in charge of the naming of important natural geographic entities and border geographical names, as well as the review and approval of name changes.
(E) to formulate the city's marriage management policy and organize the implementation, and promote the reform of marriage customs.
