Zunyi Ethnic and Religious Affairs Commission Functional Information
(a) Implementing the Party's guidelines and policies on nationalities and religions, and carrying out the implementation of laws and regulations on nationalities and religions; studying and proposing policies and recommendations for forging a firm sense of the Chinese national community and strengthening the construction of the Chinese national community; organizing and carrying out investigations and research into major issues relating to nationalities and religions in the city, and reflecting the situation to the Municipal Party Committee, the Municipal People's Government and the relevant departments and making recommendations.
(b) Coordinating and coordinating the work of forging a strong sense of Chinese national community and publicizing and educating on national and religious policies, laws and regulations and basic knowledge; coordinating and guiding the implementation of the Regional Ethnic Autonomy Law; contacting national autonomous areas, organizing and guiding relevant celebrations in national autonomous areas, and undertaking and guiding activities to commend progress in national unity.
(c) Coordinating the handling of major issues in ethnic and religious work; contacting representatives of ethnic minorities and religious communities, doing a good job in the work of ethnic minority cadres in accordance with the division of labor, coordinating the education and training of representatives of religious communities, promoting the development of ethnic undertakings in an all-round manner, and consolidating and developing the patriotic united front with religious communities.
(d) It is responsible for summarizing and analysing ethnic and religious dynamics and information, and making policy recommendations; it puts forward proposals for coordinating ethnic and religious relations, coordinates and cooperates in dealing with major matters in ethnic relations and religious emergencies, and participates in coordinating the work of social stabilization in ethnic areas, so as to safeguard ethnic unity and religious harmony.
(v) Participating in the formulation of development plans in economic and social-related fields for ethnic minorities and ethnic areas, promoting the establishment and improvement of a comprehensive evaluation and monitoring system for the development of ethnic minority undertakings, and advancing the construction of an ethnic affairs service system and informationization for the management of ethnic affairs.
(vi) Studying problems in economic development and social undertakings of ethnic minorities and ethnic areas and putting forward special policy recommendations; participating in coordinating the development of science and technology and economic and technical cooperation in ethnic areas and other related work; managing the work of ethnic minority languages and writing systems, and guiding the collection and collation of ethnic antiquities.
(vii) Participating in the formulation of plans for the construction of ethnic minority talent teams, contacting ethnic minority cadres, and assisting the relevant departments to do a good job of training, educating and utilizing ethnic minority cadres and religious workforces.
(viii) Coordinating and promoting the fulfillment of duties related to ethnic work by the relevant departments, promoting the implementation and convergence of ethnic policies in areas related to economic development and social undertakings; responsible for providing operational guidance on the city's ethnic work; safeguarding the lawful rights and interests of ethnic minorities, protecting citizens' freedom of religious belief and normal religious activities in accordance with the law, and safeguarding the lawful rights and interests of the religious community.
(ix) To perform the duties of management of religious affairs, deal with major incidents in religious affairs, prevent illegal and unlawful activities using religion, resist infiltration activities using religion outside the country, and guide the religious affairs departments of county (city and district) governments to perform their management functions in accordance with the law.
(j) Undertakes administrative law enforcement and supervision of religious affairs; guides religious groups in carrying out their activities in accordance with the law and regulations, supports religious groups in strengthening their self-construction, promotes self-education on patriotism, love of socialism, support for the unification of the motherland and national unity in the religious community, and is responsible for handling the related affairs and administrative licensing and supervision that need to be resolved or coordinated by the government in respect of religious groups.
(k) It is responsible for guiding the relevant departments and religious communities in their religious interactions with foreign countries, as well as with Hong Kong, Macao and Taiwan, and for participating in foreign propaganda work involving religions.
(xii) Completing other tasks assigned by the Municipal Party Committee, the Municipal People's Government and the Provincial Ethnic and Religious Affairs Commission.
