Zunyi Municipal Housing and Urban-Rural Development Bureau Functional Information
I. Organization
Zunyi Housing and Urban-Rural Development Bureau is a working department of the Municipal People's Government, for the county level, plus Zunyi City Landscaping Bureau.
Internal organizations: office, personnel regulations, urban and rural construction management, real estate industry, construction industry management, housing security, landscaping and greening (municipal construction).
Directly under the institutions: Zunyi construction industry service center, Zunyi real estate service center, Zunyi landscaping (municipal construction) service center.
Second, the main functions
(A) implementation of national, provincial and municipal housing and urban and rural construction guidelines and policies and laws and regulations; the formulation of the city's housing and urban and rural construction of medium- and long-term development planning and annual plans, proposed housing and urban and rural construction of major issues and policy measures and supervise the implementation.
(ii) Assuming the responsibility for safeguarding the housing of low-income urban families. Formulate the city's housing security development planning and annual plan and organize the implementation, in conjunction with relevant departments to do a good job of the central, provincial and municipal funds related to affordable housing, low-cost housing arrangements and supervision and management work; guide the city's affordable housing, low-cost housing construction.
(C) bear the responsibility of promoting the reform of the housing system. Formulate the housing system suitable for the city; guide the city's housing construction and housing system reform, supervise and guide the reform of the housing system of municipal units as well as enterprises and institutions above the city's fund-raising management and use of housing funds; formulate the city's housing construction planning and organization and implementation.
(d) Assume responsibility for regulating the order of housing and urban and rural construction management. (E) assume responsibility for regulating the order of the real estate market. Formulate real estate development, housing transactions, housing rental, real estate agency services, housing acquisition and compensation management, property management and other real estate market regulatory measures and supervise the implementation; the urban planning area of the property transaction market, rental market, development and sales market for macro-guidance and industry management.
(F) to implement the state-owned land and housing expropriation and compensation laws, regulations and policies. Responsible for the development of the city's building energy efficiency, science and technology, engineering construction standardization and other planning and supervision of the implementation; organization, coordination and supervision and guidance of the city's building energy efficiency work and the promotion of new building materials.

(M) guide housing and urban and rural construction of investment; housing and urban and rural construction system responsible for statistical management; guidance, supervision of urban and rural construction funds and the use of urban maintenance funds; housing and urban and rural construction of foreign exchanges and cooperation.
(XIV) comprehensive management of housing and urban and rural construction industry education and training.
