Liuzhi Special Zone is located in the west of Guizhou, is ‘China's cool city’ Liupanshui City, the eastern gate, the 1960s because of the national delineation of the coal base, the development of coal resources, the construction of railways and support for the ‘three lines of construction’ and set up, is the country's only to ‘SAR’ named county-level administrative region. It is currently the only county-level administrative region in the country named ‘Special Administrative Region’. The district has a land area of 1799.48 square kilometres, with 9 townships, 6 townships and 3 streets under its jurisdiction, 253 villages (residence), with a registered population of 750,300 and a resident population of 536,200.
Liuzhi Special Administrative Region has beautiful mountains and rivers, pleasant climate, rich resources and strong ethnic customs. Liuzhi natural conditions are superior. Is a subtropical monsoon warm humid climate, summer without heat, winter without cold, abundant rainfall, the average annual temperature of 15.6 ℃, the average annual sunshine of 1252.4 hours, the annual total cumulative temperature of 5700 ℃, the total annual solar radiation of 3614.6 megajoules / square metre, the annual precipitation of 1476.4 millimetres, frost-free period of 294 days. The terrain is high in the northwest and low in the southeast, with broken topography, strong cutting, high mountains and deep valleys, and many rivers. The main mountain ranges include Wumeng Mountain Range and Miaoling Mountain Range, with an average altitude of 1,350 metres. The development of karst landforms is obvious, karst stone buds, caves, funnels, blind valleys, volcano abound, dissolved depressions, butterfly-shaped depressions are scattered.
Liuzhi has obvious transport advantages. It is 158 kilometres from Guiyang, the provincial capital, and 98 kilometres from Liupanshui city centre. Area traffic in all directions, crisscrossing, Guikun and Zhu six electrified railway across the six branches, yellow barrel grouping station is Zhu six double line railway and Long (Sichuan Longchang) hundred (Guangxi Baise) railway cross intersection; National Highway G356 and Provincial Highway S214 running through the north and south; Liupanshui to Zhenning Expressway was opened to traffic, the six branches of the Nayong to the eye of the Long, six branches of the Anlong, Puding to the Panshian Expressway construction, six branches of the Highway network in all directions; the successful creation of ‘four good rural roads’ provincial demonstration county; An six high-speed rail was opened to traffic, ‘four horizontal and two vertical multi-connections’ of the railway, highway network gradually formed, has become an important material distribution centre and transport hub in western Guizhou.
Liuzhi is rich in water energy and minerals. It is located in the watershed of Yangtze River basin and Pearl River basin, with Sheep River in the upper reaches of Beipanjiang River in the south, Sanchuan River in the upper reaches of Wujiang River in the north, and Baishui River in the east, which is the source of Huangguoshu Waterfall. With the large water drop, the area is extremely rich in water energy resources, with a theoretical reserve of 243,900 kilowatts of hydroelectric resources, of which 177,800 kilowatts can be developed. There are more than 20 kinds of mineral resources such as coal, iron, sulfur, arsenic, lead, zinc, fluorite, icosahedron, barite, crystal stone, gypsum, limestone, silica, clay, etc. There are 3.3 billion tonnes of proven coal reserves, and the coal beds are rich in coalbed methane which can be exploited and utilized, with a reserve of 65 billion cubic metres.

Liuzhi is rich in biological resources. There are more than 20 kinds of wild animals such as cats, goats, yellow muntjacs, beavers, mountain rabbits and wild boars in the whole area. Natural forest area of 47,133 hectares, the main species of fir, horsetail pine, Huashan pine, Yunnan pine, elm, green kong, poplar, rowan, willow fir, toon, heather, and walnut, chestnut, lacquer, oleander, ginkgo and other more than 40 kinds of wild herbs such as eucommia, asparagus, half-summers, honeysuckle and so on 87 families and 158 kinds of, the forest coverage rate of 58 per cent. Crop varieties are also relatively rich, with rice, corn, wheat and potatoes as the main food crops and rapeseed as the main cash crops. There are 69,300 acres of grass, pasture varieties of eight species, with good conditions for the development of animal husbandry.
Liuzhi tourism resources are unique. Liuzhi is a unique tourism area integrating ethnic culture and customs, natural scenery, and scenic spots and monuments. In the south, there are the famous national 4A level Sheep River tourist attractions, Guizhou Province, the key small towns and historical and cultural towns of the ancient town of Langdai, the Moon River Yelang Buyei Cultural Ecological Park, Huade River Provincial Forest Park, the mysterious old Wangshan (Gulang Mountain), the southeast of the waterfalls on the Baishui River, waterfalls source forest park scenic area and to fall away from the Doling Cave as the centre of cave landscapes, the northern part of the Asia's first eco-museum Suojia Ecological Museum, the province's characteristic demonstration of small towns. In 2024, the GDP will reach 18.499 billion yuan, an increase of 5.9% year-on-year; the total retail sales of consumer goods will increase by 2.9%; and the per capita disposable income of urban and rural residents will increase by 4.4% and 7.1% respectively.
