Anshun Public Security Bureau Functional Information
(a) Implementing and enforcing the guidelines, policies, laws, rules and regulations of the Party and the State concerning public security work, and deploying, guiding, supervising and inspecting the city's public security work.
(b) Grasp the situation affecting social stability and endangering domestic security and social order, analyse the situation, formulate countermeasures, report important information about the situation to the municipal party committee, the municipal people's government and the Public Security Bureau in a timely manner, and put forward proposals for dealing with the situation.
(c) Organising and guiding the investigative work of the city's public security organs. It investigates major criminal offences, offences against national security under the jurisdiction of the public security organs, and securities and futures offences involving the city, and coordinates the participation of public security organs around the city in the investigation of such cases.
(d) To be responsible and accountable for the management of public security in the city. It coordinates the handling of major public security accidents and mass incidents; guides and supervises local public security organs in investigating and dealing with acts endangering the public security order and carrying out public security administrative work in accordance with the law; and guides and supervises the public security work of local public security organs as well as the preventive work of mass public security organisations;
(e) Responsible for the city's entry and exit management work. Undertake and guide the city's citizens to enter and leave the country, foreigners holding ordinary passports, overseas Chinese, as well as compatriots in Hong Kong, Macao and Taiwan, residence, travel, employment and other administrative work; guide and undertake the city's public security work on foreign affairs.
(f) Responsible for the city's fire prevention work and assume corresponding responsibilities. Guiding, supervising and coordinating the fire supervision, fire prevention, fire fighting and public security emergency rescue work; assisting governments at all levels to implement the measures stipulated in the Fire Services Law of the People's Republic of China.
(VII) is responsible for the city's road traffic safety management and assume corresponding responsibilities. Guidance, supervision of public security organs around the maintenance of road traffic safety, road traffic order and ‘People's Republic of China Road Traffic Safety Law’ within the purview of motor vehicles, drivers management; according to law, the management of Anshun City, within the territory of the high-grade highway road traffic safety work.
(H) guidance and supervision of the city's public security organs of public information network security protection work; responsible for information security level protection work supervision, inspection, guidance; organisation and implementation of network monitoring and combating cybercrime work.
(ix) Preventing and dealing with the illegal and criminal activities of the city's cults.
(j) Organising, guiding and coordinating the prevention and detection of terrorist activities.
(xi) Guiding and supervising the execution of penalties undertaken by the city's public security organs in accordance with the law. Guidance and supervision of the city's public security organs of detention facilities, detention centers, compulsory isolation and drug treatment facilities, the management of sheltered education; guidance, supervision and hosting of minors sheltered reeducation approval work; guidance and supervision of the city's work of re-education through labour approval, hosting of Anshun City, re-education through labour approval of the Committee's specific work.
(XII) organise and implement the security guard work for the leaders of the Party and the State, important foreign guests and provincial leaders who come to the city, and assume the corresponding responsibilities.
(xiii) guidance, supervision of public security organs around the anti-drug work. Detect and investigate the city's major drug cases; to carry out the prohibition of trafficking, smoking, prohibition of seeds, prohibition of drug work.
(xiv) organising and implementing the work of public security science and technology, planning the construction of the command system, information technology and criminal technology of public security organs.
(xv) To formulate the implementation of police security programmes for the city's public security organs, such as equipment, clothing and funding; to guide and supervise the implementation of police security standards and systems for public security organs around the city.
(XVI) leadership and management of the city's public security firefighting, guard forces, in accordance with the prescribed authority of the city's People's Armed Police Force to carry out security and defence tasks to implement leadership and command.
(xvii) Implementing the guidelines and policies for the construction of the public security forces, formulating and implementing the supervision and management system of the city's public security forces, organising and guiding the work of the city's public security organs in supervising the cadres, investigating and handling or supervising major disciplinary cases of the public security forces in accordance with the stipulated authority, and guiding the construction of the public security force's ideological style and work style.
(XVIII) guide the city within the jurisdiction of the railway, forest and other departments of public security operations.
(xix) Undertake other matters assigned by the Municipal People's Government and the Public Security Bureau.
