Anshun City Civil Affairs Bureau Functional Information

Institutional functions
(1) To implement national and provincial laws and regulations, guidelines and policies and decision-making arrangements relating to civil affairs; to formulate policies, measures, plans and standards for civil affairs work and organise their implementation.

(b) Carrying out registration management and law enforcement supervision of municipal social organisations in accordance with administrative authority, and guiding the registration management and law enforcement supervision of social organisations in counties (districts).

(c) Organising and implementing social assistance policies and standards, coordinating the construction of social assistance systems, and being responsible for the minimum subsistence guarantee for urban and rural residents, assistance and sustenance for people in special hardship, temporary assistance, and assistance for vagrants and beggars with no means of subsistence. It also co-ordinates the identification, monitoring and regularisation of low-income populations.

(d) Organise and implement policies and standards for administrative divisions, administration of administrative boundaries and toponymic management, organise and study proposals for the adjustment of the city's administrative divisions, and take the lead in the establishment, naming, alteration and relocation of administrative divisions of the city's townships and above in accordance with management authority. (viii) Undertake the specific work of the Municipal Working Committee on Ageing. It organises the formulation and coordinates the implementation of policies and measures to actively respond to population ageing. Guiding and coordinating the protection of the rights and interests of the elderly in the city. Organise the formulation of policies on social participation of the elderly in the city and organise their implementation.

(ix) To formulate and coordinate the implementation of policies and measures to promote the development of the city's elderly services. It co-ordinates and promotes, supervises, guides and oversees the supervision and management of elderly services, formulates plans, policies, measures and standards for the construction of an elderly service system and organises their implementation, and undertakes the welfare of the elderly and the assistance of the elderly in special difficulties.

(j) To organise and formulate the city's policies and measures on children's welfare, the protection of abandoned and de facto unsupported children, children's adoption, children's rescue and protection, and standards, and to improve the system of care and services for left-behind children in rural areas as well as the system of protection for children in difficult circumstances.

(xi) Organising and formulating policies and measures to promote the development of charitable undertakings in the city, supervising and inspecting charitable activities in the city in accordance with the law, guiding the work of social donations, and being responsible for the management of the city's welfare lottery.

(XII) Combined with departmental responsibilities, responsible for production safety in the sector and industry.

(xiii) Completing the tasks assigned by the municipal party committee, the municipal government and the provincial Civil Affairs Bureau.
