Anshun Human Resources and Social Security Bureau Functional Information

(a) Implementing national and provincial human resources and social security laws, regulations and policies; studying and drafting local policies or normative provisions on human resources and social security; formulating the city's human resources and social security development plan and annual plan, and organising its implementation and supervision and inspection; undertaking the comprehensive management and analysis of the city's human resources and social security statistics.

(ii) Responsible for promoting employment. It formulates employment development plans for urban and rural areas and implements the employment assistance system; improves and implements the vocational qualification system and establishes a vocational training system for urban and rural workers in an integrated manner; formulates policies on the cultivation and incentives for highly-skilled talents and rural practical talents in conjunction with the relevant departments; assumes responsibility for matters relating to foreigners' work in China in accordance with the provisions of the law; improves the system of public employment services, establishes a unified and standardised human resources market and promotes the rational flow and effective allocation of human resources. (b) To improve the public employment service system, establish a unified and standardised human resources market, and promote the reasonable flow and effective allocation of human resources.

(c) Coordinating the establishment of a social security system covering urban and rural areas. To organise the implementation of policies and standards for old-age, industrial injury and unemployment insurance and their supplementary insurance; to carry out the implementation of basic old-age insurance policies for institutions, enterprises, public institutions and other social organisations, and members of the community; to implement policies for the transfer of relevant insurance relations; to formulate, in conjunction with relevant departments, a system for the management and supervision of the relevant social insurance and its supplementary insurance funds and organise the implementation thereof; and to organise the preparation of a draft of the city's pre-budget and final accounts of the relevant social insurance funds; (c) To supervise and manage the preservation and enhancement of the value of the relevant social insurance funds in accordance with the regulations.

(d) To be responsible for forecasting and early warning and information guidance of the relevant social insurance funds for employment, unemployment and work-related injuries, to formulate response plans, to implement prevention, regulation and control, and to maintain the stability of the employment situation and the overall balance of income and expenditure of the relevant social insurance funds.

(e) Implementing and enforcing policies related to the reform of the wage and income distribution system for organ workers and institutions, and establishing a mechanism for the normal growth of wages and guarantee of payment for personnel of enterprises and institutions; implementing policies on the welfare and retirement of personnel of enterprises and institutions, and on the macro-regulation and control of the wages and income of employees of enterprises, and perfecting the minimum-wage system and the mechanism for guaranteeing the payment of wages; and taking part in the appraisal of model labourers.

(f) Guiding the reform of the personnel system of institutions in conjunction with relevant departments, organising the implementation of policies on personnel management of institutions; formulating and organising the implementation of measures for the management of workforce in institutions; implementing policies on the redeployment of personnel in institutions and on the resettlement of special personnel; co-ordinating the open recruitment and employment of personnel in institutions, as well as the management of positions; participating in the management of talents, and carrying out policies on the management of professional and technical personnel, as well as on their continuing education. (f) To take the lead in promoting the deepening of the reform of the title system, and to be responsible for the selection and cultivation of high-level professional and technical talents.

(vii) In conjunction with relevant departments, organise the implementation of the national honour system, government rewards and commendation system. It organises and implements policies on rewards and punishments for personnel in institutions; it is responsible for the statistical management of information on personnel in institutions.

(viii) To formulate, in conjunction with relevant departments, work plans for rural migrant workers; to be responsible for the implementation of policies and measures related to rural migrant workers; to coordinate the resolution of key problems and difficulties; and to safeguard the legitimate rights and interests of rural migrant workers.

(ix) Implementing national and provincial laws, regulations, rules and policies on labour disputes and personnel arbitration, coordinating the implementation of the labour dispute and personnel arbitration system; improving the coordination mechanism for labour relations; supervising the implementation of policies on the elimination of the illegal use of child labour and on the special labour protection policies for female and underage workers; organizing the implementation of labour inspections, coordinating the work of workers in defending their rights and investigating and dealing with relevant cases in accordance with the law.

(j) Implementing policies on work-related injury insurance and formulating policies, plans and standards for work-related injury insurance in the city; improving the city's policies on work-related injury prevention, recognition and rehabilitation; formulating standards for the appraisal of the city's work-related injury disability rating; and organising and formulating the city's management methods for the work-related injury insurance fund and the standards for designated medical institutions, pharmacies, rehabilitation institutions, and institutions that install auxiliary aids and appliances.

(xi) Receiving letters and visits involving human resources and social security, and coordinating with relevant departments to deal with major letters and visits and emergencies related to human resources and social security.

(xii) Combined with departmental responsibilities, do a good job in poverty alleviation and development and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, and provide protection for the promotion of innovation-driven development; be responsible for production safety and fire safety in this department and this industry sector; do a good job in the development and application of big data and the management of government data resources related to the work in accordance with the provisions of the law to promote the department's standardised management of data resources for governmental affairs, sharing and openness.

(xiii) Complete the work tasks assigned by the municipal party committee, the municipal government and the provincial human resources and social security office.
