Anshun City Ecological Environment Bureau Functional Information
Article 1 According to the Notice of the General Office of the CPC Guizhou Provincial Committee and the General Office of the Guizhou Provincial People's Government on the Issuance of the Reform Programme for the Institutions of Anshun City and the Counties (Districts) Under Their Jurisdiction (Qianqian Hall [2019] No. 8) and the Implementation Opinions of the CPC Anshun Municipal Committee and the People's Government of Anshun Municipality on the Reform of the Municipal Institutions of Anshun City (Anshifa [2019] No. 6), the present provisions are formulated.
Article 2 The Anshun Municipal Bureau of Ecology and Environment (hereinafter referred to as the Municipal Bureau of Ecology and Environment) is a working department of the Municipal People's Government, with the rank of department, and the implementation of dual management with the Provincial Department of Ecology and Environment as the main department.
Article 3 The Municipal Bureau of Ecology and Environment implements the guidelines, policies and decision-making arrangements of the Party Central Committee, the Provincial Party Committee and the Municipal Party Committee on ecological environmental protection, and adheres to and strengthens the Party's centralised and unified leadership of ecological environmental protection in the course of performing its duties. The main responsibilities are:
(a) comprehensively implement the basic ecological environment system. In conjunction with the relevant departments to formulate the city's ecological and environmental policies and measures, planning and organising the implementation of the drafting of local environmental protection laws and regulations. In conjunction with relevant departments to prepare and supervise the implementation of key areas, watersheds, drinking water sources of ecological environmental protection planning and water function zoning; implementation of ecological environmental standards, ecological environmental technical specifications.
(ii) Responsible for the co-ordination, supervision and management of ecological and environmental issues. Take the lead in coordinating the investigation and handling of environmental pollution accidents and ecological damage, guide and coordinate the emergency and early warning work of county (district) governments (management committees) on ecological and environmental emergencies, take the lead in guiding the implementation of the system of compensation for ecological and environmental damages, coordinate the settlement of disputes related to trans-regional environmental pollution, and co-ordinate and co-ordinate the work of ecological environmental protection of the city's key regions and watersheds.
(C) responsible for the supervision and management of the implementation of the city's emission reduction targets. (D) is responsible for proposing the scale and direction of investment in fixed assets in the field of ecological environment and the arrangement of financial funds, approving and endorsing fixed asset investment projects within the scope of planning and annual plan in accordance with the stipulated authority, and cooperating with the relevant departments to do a good job of organising, implementing and supervising the work. Participate in guiding the promotion of circular economy and ecological environmental protection industry development.
(E) is responsible for the supervision and management of environmental pollution prevention and control. Formulate measures to implement pollution prevention and control management system of air, water, soil, noise, solid waste, light, odour, chemicals, motor vehicles and supervise the implementation. Supervise and manage the ecological environmental protection of drinking water sources, organise and guide the comprehensive improvement of urban and rural ecological environment, supervise and guide the management of agricultural surface pollution. Supervision, management and guidance of regional atmospheric environmental protection work, organisation and implementation of regional air pollution prevention and control coordination mechanism.
(vi) Guiding, coordinating and supervising ecological protection and restoration work. Organise the preparation of ecological protection planning, and supervise natural resources development and utilisation activities, important ecological environment construction and ecological damage restoration work in accordance with the law. To organise the formulation of ecological environment regulatory systems for various nature reserves and supervise and inspect them. Supervise the protection of wild animals and plants, ecological environment protection of wetlands, and the prevention and control of stony desertification. Guiding and coordinating rural ecological environmental protection, supervising the environmental safety of biotechnology, coordinating and cooperating with the work of biological species (including genetic resources), organising and coordinating the protection of biodiversity, and participating in the work of ecological protection compensation.
(VII) is responsible for the supervision and management of nuclear and radiation safety. Responsible for the jurisdiction of the use of nuclear technology, electromagnetic radiation, associated radioactive mineral resources development and utilisation of radiation-related projects supervision and management. Coordinate with the provincial Department of Ecology and Environment to carry out the jurisdiction of radiation environmental quality monitoring and accident emergency monitoring; responsible for nuclear and radiation environmental accident emergency response; carry out radiation pollution prevention and control of publicity and education.
(H) is responsible for the supervision and management of ecological environment access. Entrusted by the municipal government, major economic and technological policy measures, development planning and major economic development plan preparation for environmental impact assessment; according to law, approval of major development and construction areas, planning, project environmental impact assessment documents; the development and organisation of the implementation of ecological environment access list.
(IX) is responsible for ecological environment monitoring work. Develop and implement ecological environment monitoring system and norms, relevant standards and measures and supervise the implementation. Organise and implement ecological environment quality monitoring, supervisory monitoring of pollution sources, greenhouse gas emission reduction monitoring, emergency monitoring; organise investigation and evaluation, early warning and prediction of ecological environment quality status, organise construction and management of ecological environment monitoring network and ecological environment information network, and promote the construction of ecological environment big data. Implementation of ecological environment quality announcement system, unified release of the city's ecological environment quality status report and major ecological environment information; responsible for self-monitoring of pollution sources, automatic monitoring of pollution sources of organisational coordination and comprehensive supervision; responsible for the key pollution source units of the mandatory cleaner production audit work.
(j) Responsible for responding to climate change. Organise the formulation and implementation of major strategies, planning and policy measures to address climate change and greenhouse gas emissions reduction, and comprehensively coordinate the response to climate change.
(XI) is responsible for ecological environment supervision and inspection. Authorised by the municipal government, the counties (districts) government (management committee), the relevant departments to implement environmental protection laws and regulations, standards, policies, planning, the implementation of the ‘party and government’, ‘one job, two responsibilities’ implementation, as well as the implementation of the responsibility for environmental quality Supervision and inspection. Establish and improve the ecological environmental protection inspection system, coordination, with the central and provincial ecological environmental protection inspectors, according to the authorisation of the counties (districts) government (management committee), the relevant departments to implement the central, provincial and municipal ecological environmental protection decision-making and deployment of the situation of supervision and accountability.
(XII) unified responsibility for comprehensive law enforcement of ecological environmental protection. (xiii) Organising, guiding and coordinating publicity and education on ecological and environmental protection. It formulates and organises the implementation of publicity and education programmes for ecological environmental protection, promotes the participation of social organisations and the public in ecological environmental protection; carries out scientific and technological work for the ecological environment, organises scientific research on the ecological environment and demonstration of technological projects, and promotes the construction of ecological and environmental technology management system.
(xiv) Undertake international cooperation and exchanges on ecological environment. It organises and coordinates the implementation of international treaties on ecological environment within the city, and participates in handling foreign ecological and environmental affairs.
(xv) Combined with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation and development, and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, and provide protection for the promotion of innovation-driven development; be responsible for production safety and fire safety in this department and in this industry area; do a good job in the development and application of big data and the management of government data resources related to the work, and promote the department's standardised management of data resources for government affairs, sharing and opening up in accordance with the law.
