Anshun City Transport Bureau Functional Information
Anshun Municipal Bureau of Transport implements the guidelines, policies and decision-making arrangements of the Party Central Committee, the provincial party committee and the municipal party committee on transport work, and adheres to and strengthens the centralised and unified leadership of the Party on transport work in the course of fulfilling its duties. The main responsibilities are:
(a) implementation of the transport industry laws and regulations; the formulation of highways, waterways and other transport industry development planning, medium- and long-term planning and annual plans and supervise the implementation; guide the planning and management of integrated transport hubs; participate in the formulation of other transport and logistics development strategies and planning; responsible for highways, waterways and transport industry statistics and guide the construction of information technology in transport.
(b) To assume responsibility for road and waterway transport market supervision, formulate road and waterway transport-related policies and measures, access systems, technical standards and operational norms and supervise their implementation; responsible for proposing the scale and direction of investment in fixed assets in the city's highways and waterways, and the arrangement of national, provincial and municipal financial funds, and approving and endorsing fixed-asset investment projects within the scale of the annual plan in accordance with the prescribed authority.
(C) guide the reform of the transport system, cultivate and manage the transport market, and maintain equal competition order of road and waterway transport industry; guide the planning and management of urban and rural passenger transport and related facilities, and urban passenger transport (urban public transport and taxi) management; guide the operation of the urban metro and rail transit; guide the optimisation of the structure of the transport industry and the coordinated development of the transport industry; guide the comprehensive law enforcement and team building work in the transport industry. (d) To be responsible for the planning and management of roads, waterways and other related facilities, as well as the management of urban passenger transport (urban public transport and taxis).
(d) Responsible for the management of road and waterway transport, road transport, urban passenger transport, road administration, waterway transport and waterway administration, administrative examination and approval, administrative licensing, administrative rulings, etc.; guiding the road and waterway transport industry, production safety, fire safety and emergency management; organising and coordinating the transport of national key materials and emergency passenger and cargo transport, and undertaking the work of transport communications and information.
(E) undertake transport war preparation duties. Propose the layout of the national defence transport network; the development of national defence transport security plan, the organization and coordination of national defence transport; bear the city's military operations transport security, the organization of national defence transport team security work; responsible for civilian mobilization of national defence and national defence transport material reserves and mobilisation of related work.
(F) bear highway and waterway construction market supervision responsibility. Responsible for highway and waterway transport infrastructure construction, maintenance, technology, quality and safety supervision and cost management, organisation and implementation of national and provincial key highway and waterway transport project construction, supervision of the use of transport infrastructure construction funds.
(VII) is responsible for local key highway operation monitoring, coordination and vehicle overload control. The management of highway vehicle overloading test site set up; responsible for local highway management and law enforcement work.
(H) waterway traffic safety supervision responsibility. Responsible for waterborne traffic safety supervision, investigation and handling of waterborne traffic accidents, inspection of ships and waterway facilities, communication and navigation, water firefighting, rescue and salvage, transport of hazardous chemicals, prevention of pollution from ships, waterways, ports and shoreline management, etc., under the management of the crew training and assessment, quality and safety supervision of ship construction; undertake the supervision and management of the inspection of fishing vessels.
(IX) is responsible for automobile maintenance market, automobile driving school and driver training, as well as automobile comprehensive performance testing industry management.
(J) promote new technologies and products in transport science and technology, and promote scientific and technological progress in the industry, environmental protection and energy conservation and emission reduction.
(xi) Combined with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation and development and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, and provide protection for the promotion of innovation-driven development; be responsible for production safety and fire safety in this department and this industry sector; do a good job in the development of the application of big data and the management of government data resources related to the work in accordance with the provisions of the law to promote the department's standardised management of data resources for government affairs, sharing and openness. (xii) to undertake the work of the municipal party committee and the municipal government.

Municipal Bureau of Transportation under the Municipal Highway Management Office (Municipal Highway Road Management Detachment), Municipal Road Transportation Bureau, Municipal Local Maritime Bureau, Municipal Administration of Shipping, Municipal Transportation Construction Engineering Quality Supervision Station and other institutions to undertake the relevant administrative functions into the Municipal Bureau of Transportation organs, involving the change of name, and other institutional matters to be stipulated separately.
(XIV) Functional transformation. Accelerate the construction of integrated transport system, improve the integrated transport services convergence mechanism. Optimise the mode of transport services, and coordinate the coordinated development of urban and rural transport. Strengthening transport management and promoting transport transformation and upgrading. Strengthen the implementation of the production safety responsibility system. Coordinate and push forward the reform of transport ‘management and service’ and the construction of transport credit system.
(xv) Division of responsibilities. The Municipal Bureau of Transport shall take the lead in establishing a mechanism for coordinating the comprehensive transport system in conjunction with highway management, development and reform, railway, civil aviation and postal services.
