Anshun City Medical Protection Bureau Functional Information
(a) Implementing national laws and regulations on medical security, local laws and regulations, and formulating policies, plans and standards for medical insurance, maternity insurance, medical assistance and other medical security systems, and organising their implementation.
(b) Organising the formulation and implementation of supervision and management measures for medical insurance funds, establishing and improving the safety prevention and control mechanism for medical insurance funds, and promoting the reform of payment methods for medical insurance funds.
(iii) Organising the formulation of policies on medical insurance financing and treatment, improving the mechanism of dynamic adjustment and regional transfer and balance, co-ordinating the standards of urban and rural medical insurance treatment, and establishing and improving the treatment adjustment mechanism that is appropriate to the level of financing. It organizes the formulation and implementation of reform programmes for the long-term care insurance system.
(d) Organizing the implementation of unified urban and rural medical insurance catalogues and payment standards for medicines, medical consumables, medical service items and medical service facilities, and establishing a dynamic adjustment mechanism.
(e) Organising the implementation of policies on the prices of medicines, medical consumables, medical service items and fees for medical service facilities, establishing a mechanism for reasonably determining and dynamically adjusting the prices of medical services paid for by medical insurance, promoting the establishment of a market-led mechanism for the formation of the prices of social medical services, and establishing a system for monitoring and releasing price information.
(f) Supervising the implementation of bidding and procurement policies for drugs and medical consumables, and guiding the construction of bidding and procurement platforms for drugs and medical consumables.
(vii) Formulating and organising the implementation of agreements and payment management methods for designated medical institutions, establishing and improving the medical security credit evaluation system and information disclosure system, supervising and overseeing the management of medical service behaviours and medical costs included in the scope of medical insurance, and investigating and dealing with violations of laws and regulations in the field of medical insurance in accordance with the law.
(viii) Being responsible for medical insurance management, public service system and information construction. It organises and implements the management of medical treatment in other places and the settlement of expenses. It establishes and improves the system of transferring and continuing medical insurance relations. Carry out foreign cooperation and exchange in the field of medical insurance.
(ix) To formulate policies related to the medical insurance treatment of retirees at the municipal level and supervise their implementation.
(j) Combined with departmental responsibilities, do a good job in military-civilian integration, poverty alleviation and development, and other related work; increase investment in science and technology, improve scientific and technological innovation capacity, and provide protection for the promotion of innovation-driven development; be responsible for the work of production safety and fire safety in this department and in the field of the industry; do a good job in the development and application of big data and the work related to the management of government data resources in accordance with the provisions of the law, and promote standardised management, sharing and opening of departmental data on government affairs in accordance with the law.
