Institutional functions
1. Responsible for the supervision and management of forestry and grassland and their ecological protection and restoration. Execute the policies, planning and standards of higher levels on forestry and grassland and their ecological protection and restoration. Draft relevant local rules and regulations. Organise dynamic monitoring and evaluation of forest, grassland, wetland, rocky desertification and terrestrial wildlife resources.

3. Responsible for the supervision and management of forest, grassland and wetland resources. Organise the preparation and supervise the implementation of forest harvesting limit. Responsible for the management of forest land, formulate and organise the implementation of forest land protection and utilisation planning, guide the delineation and management of public welfare forests, and manage state-owned forest resources in accordance with the law. It is responsible for grassland grazing ban, grass-animal balance and grassland ecological protection, restoration and management, and supervises and manages the development and utilisation of grassland. Responsible for the ecological protection and restoration of wetlands, the formulation of wetland protection planning and related local standards, supervision and management of the development and use of wetlands.
4. Supervise and manage the prevention and control of rocky desertification. Organise the investigation of rocky desertification, organise the formulation of rocky desertification prevention and control planning and relevant local standards, supervise and manage the development and use of rocky desertified land.
5. Supervise and manage terrestrial wildlife resources. 6. Supervise and manage all kinds of nature reserves. Formulate various types of nature reserves planning and related local standards. 7. Responsible for promoting forestry and grassland reform-related work. Guiding and supervising the implementation of reform opinions on collective forest right system, state-owned forest farms and grasslands. It formulates local policies and measures related to rural forestry development and safeguarding the legitimate rights and interests of forestry operators, and guides the contracting of rural forest land. Carry out the return of farmland (pasture) to forests and grasslands, responsible for the protection of natural forests.
8. To formulate policies on the optimal allocation of forestry and grassland resources and the use of timber, to formulate relevant local standards for the forestry industry and supervise their implementation, and to organise and guide the supervision of the quality of forest products. Formulate forestry industry development plan and organise its implementation.
9. direct the basic construction and development of state-owned forest farms, organise the census of forest and grass seed and germplasm resources, organise the establishment of germplasm resource banks, be responsible for the selection, breeding and promotion of good seeds, manage the production and operation of forest and grass seedling, and supervise the quality of forest and grass seedling. 10. direct the work of forest public security, supervise and manage the forest public security team, guide the investigation and handling of major forestry offences in the city, be responsible for the supervision of related administrative law enforcement, and guide the governance of social security in forest areas.
11. Responsible for implementing the relevant requirements of comprehensive disaster prevention and mitigation planning, organising the preparation of forest and grassland fire prevention and control planning and protection standards and guiding their implementation, and guiding the development of fire prevention patrols, fire source management, and fire prevention facilities construction. Organise and guide the state-owned forest forest and grassland to carry out publicity and education, monitoring and early warning, supervision and inspection of fire prevention work. 12.
