Weining Yi, Hui, and Miao Autonomous County is an important gateway at the junction of Guizhou and Yunnan provinces in northwestern Guizhou, covering a total area of 6,298 square kilometres. A three-dimensional transportation network comprising one airport, three railways, and six expressways is being rapidly developed, positioning Weining as an important regional hub city at the junction of Guizhou and Yunnan provinces and a secondary centre city of Bijie. Weining is endowed with abundant natural resources. The county boasts a diverse array of natural resources, including 365,960 acres of farmland, 416,850 acres of forestland, and 21,190 acres of grasslands and grassy slopes. Combined with its regional climate characterized by low latitude, high altitude, strong sunlight, and significant temperature fluctuations, Weining has earned the reputation as the ‘Potato Capital of the South,’ ‘Herbal Medicine Capital,’ ‘Livestock Capital,’ Cool Vegetable Capital,‘ and ’Buckwheat Capital." In 2023, it was successfully approved as a National Modern Agricultural Industrial Park. The region is rich in mineral resources, including coal, iron, lead, zinc, copper, gold, silver, and over 30 other varieties. The estimated reserves of coal resources reach 6.4 billion tons, iron ore reserves amount to 100 million tons, and lead-zinc reserves total 600,000 tons. Green energy holds great potential. The region boasts the highest solar and wind energy resources in Guizhou Province, with a total installed capacity of clean energy from water, wind, and solar sources reaching the scale of ten million kilowatts. Currently, 3.93 million kilowatts have been developed, forming a ‘2+2+2’ new industrialisation development layout. The region is accelerating the construction of ‘three major industrial bases’ and striving to achieve the ‘double thousand, double hundred’ goals, with new energy installed capacity and power generation remaining the highest in the province. The master plan for Caohai has been successfully approved by the National Forestry and Grassland Administration. The area has been designated as the ‘Guizhou Province Highland Sports Training Base’ and has hosted events such as the Caohai Half Marathon and the Caohai Highland 10,000-Meter Race. The "Sunshine Weining · Romantic Caohai" regional brand is gaining increasing recognition, making it the top choice in Southwest China for summer retreats, leisure, holidays, health and wellness, and sports. Its development is closely watched by all parties. As an important component of Bijie's efforts to build a demonstration zone for implementing the new development philosophy, Weining has attracted significant attention from all levels of government and society. The provincial party committee's top leaders and the municipal party committee's top leaders have taken direct responsibility for supporting Weining, while the Central Committee of the China Democratic League, China Merchants Group, Guangzhou Panyu District, and the Provincial Party Committee's Office have provided long-term, dedicated assistance. In 2024, the regional gross domestic product (GDP) reached 35.343 billion yuan, an increase of 4.4%; the added value of above-scale industrial enterprises reached 1.18 billion yuan, an increase of 9.4%; fixed-asset investment reached 5.96 billion yuan, an increase of 11.6%; and the total retail sales of consumer goods increased by 4.5%. general public budget revenue reached 1.232 billion yuan, up 4.1%; tax revenue reached 1.697 billion yuan, up 11.5%; per capita disposable income for urban and rural residents reached 40,901 yuan and 15,418 yuan respectively, up 4.2% and 7.2% respectively. The development goals are: regional GDP growth of approximately 6.5%, with primary, secondary, and tertiary industry added value growing by approximately 4.5%, 16.4%, and 5.0%, respectively; total output value of agriculture, forestry, animal husbandry, and fisheries growing by approximately 4.5%; added value of above-scale industrial enterprises growing by approximately 19.0%; fixed-asset investment growing by over 10.0%; a growth rate of approximately 7.5% for the total retail sales of consumer goods; a growth rate of over 3.5% for general public budget revenue; a growth rate of approximately 4.0% for tax revenue; and a growth rate of 5.0% and over 7.0% respectively for the per capita disposable income of urban and rural residents.
