Jiangkou County is located in the northeastern part of Guizhou Province and the central part of Tongren City. It is a key national ecological function zone and an important ecological barrier in the middle and upper reaches of the Yangtze River. The county administers 6 towns, 2 townships, and 2 sub-districts, covering a total area of 1,869 square kilometres with a total population of 250,000. It is home to 19 ethnic groups, including Han, Tujia, Miao, Dong, and Qiang, with ethnic minorities accounting for 60.84% of the population. In 2024, the county's gross domestic product reached 9.496 billion yuan, representing a year-on-year increase of 5.1%.

In recent years, Jiangkou County has fully leveraged its ecological advantages, focusing on developing its mountainous resources, managing its water resources effectively, cultivating its ‘money-making trees,’ and playing its ecological card, charting a path of ‘ecological industrialisation and industrial ecologicalisation.’ The county has been awarded titles such as China's Low-Carbon Tourism Demonstration Zone, China's Top Ten Ecological Tourism Scenic Areas, one of China's 100 Most Beautiful Places, and National Forest Tourism Demonstration County. It is one of the first batch of national all-round tourism demonstration zones and has ranked first in the city's comprehensive ecological civilisation construction assessment for four consecutive years from 2018 to 2021.

Focusing on the ‘mountain strategy.’ Jiangkou boasts神奇的山, with Mount Fanjing within its borders designated as China's 53rd World Heritage Site and 13th World Natural Heritage Site. Leveraging the ‘golden brand’ of Mount Fanjing, the county focuses on three key elements—resources, visitor sources, and services—and the goal of creating an international ecological tourism destination. It has implemented the ‘300 Project,’ which includes initiatives such as ‘One Million Students Explore Mount Fanjing,’ ‘100 Universities Partner with Mount Fanjing,’ and ‘100 Events Support Mount Fanjing.’ It is also efficiently advancing the development of the Yuliangxi International Ecological Tourism Resort and the Mount Fanjing National Tourism Resort. The ecological tourism development pattern of ‘Mount Fanjing in the east and Yuliangxi in the west’ is taking shape at an accelerated pace.

Making the most of water resources. Jiangkou boasts the cleanest water, with four major rivers and 99 streams within its borders, and groundwater reserves of 450 million cubic metres, including over 100 million cubic metres of cold water reserves, all of which are classified as Class II or higher water quality. Leveraging its abundant and high-quality water resources, the Nongfu Spring and Watsons drinking water production lines were completed and put into operation in July 2019 and January 2019, respectively. A 600,000-ton-per-year small-molecule water production line and a 300,000-ton-per-year Pingzhai mineral water production line are expected to be completed and put into operation by the end of the year. Currently, the second phase of the Nongfu Spring project is under construction, aiming to build a 5 billion-yuan-level healthy drinking water industry. In 2023, the total output value of Nongfu Spring Fanjingshan Company reached 1.07 billion yuan, representing a year-on-year increase of 287.68%.

Cultivating the ‘money tree.’ Jiangkou County has abundant forest resources, with a forest coverage rate of 77%, ranking second in the province and first in the city. The county is exploring the development of a three-dimensional integrated utilization model combining forest-based planting, forest-based养殖, and forest-based carbon sequestration. It has been designated as a national pilot county for comprehensive forest health and wellness development and is one of the eight counties nationwide where the Forest Guardian System has been effectively implemented. Leveraging its abundant forestry resources, Jiangkou County has combined the construction of the 425,200-mu national reserve forest project with efforts to optimise and adjust the structure of forest tree species. It has completed the replacement of 1.5 million high-quality tree species such as camphor trees, mountain ash trees, and elm trees, and has been designated as a model base for the provincial national reserve forest project.

Playing the ‘ecological card’. Jiangkou boasts excellent ecological conditions, earning it the reputation of ‘China's Natural Oxygen Bar’ and ‘Air Canister.’ It is a national pilot county for ecological compensation, a provincial pilot county for the mechanism to realise the value of ecological products, and a provincial pilot county for green finance. It has innovatively launched the ‘Fanjing Ecological Account,’ actively establishing a comprehensive service centre for realising the value of ecological products, and constructing platforms for the development and trading of ecological products. This initiative promotes the digitisation of ecological data and the industrialisation of data, effectively bridging the gap between ecology, finance, and the economy. From 2018 to 2022, the county's GEP reached 37.231 billion yuan, 41.866 billion yuan, 36.043 billion yuan, 36.459 billion yuan, and 33.018 billion yuan, respectively. In 2024, the county ranked first in the province in the evaluation results of the green financial reform and innovation development pilot county construction. This year, mainstream media such as the People's Daily, CCTV's Comprehensive Channel News 30 Minutes, and Guizhou News Broadcast have extensively reported on the experience and practices of the ‘Fanjing Ecological Account.’
