Qiannan Buyi and Miao Autonomous Prefecture was established on August 8, 1956. Located in the south-central part of Guizhou Province, it sits at the strategic gateway connecting Southwest China to South China and Lingnan, serving as Guizhou's vital corridor for maritime access to the south. The prefecture spans a total area of 26,200 square kilometers and administers 12 counties (cities). As of 2024, its permanent resident population stands at 3.5012 million.

With a long history and rich cultural heritage, Qiannan belonged to the Zangke region during the Yin and Zhou dynasties, was part of Yelang during the Qin and Han dynasties, established Wanshou County during the Jin dynasty, became Zhuang Prefecture during the Tang dynasty, and saw the establishment of Duyun and Chengfan Prefectures during the Ming dynasty. During the Ming and Qing dynasties, it was administered by various prefectures and states including Guiyang, Duyun, Pingyue, Guangshun, and Dushan. This region stands as a crucible where Central Plains culture and ethnic minority traditions converge, fostering the parallel development of Confucian, Taoist, and Buddhist philosophies. The renowned Western Han scholar Yin Zhen established an academy here, pioneering state-sponsored education in Southwest China. The Ming Dynasty saw the spread and evolution of Neo-Confucianism (Wang Yangming's School). During the Qing Dynasty, the “Great Scholar of the Southwest,” Mo Youzhi, achieved remarkable academic accomplishments that illuminated Guizhou scholarship. The celebrated Qing Dynasty Guizhou opera artist Fu Yushu also hailed from this land.

This red soil has nurtured generations of heroes. Qiannan is a vital component of Guizhou's revolutionary heritage. Deng Enming, one of the founders of the Communist Party of China and a delegate to its First National Congress, was born in Libo. During the Long March, the Red Army successfully forded the treacherous Wujiang River at Wengan and conducted feint operations in Longli and Guiding, effectively shielding and supporting the crucial strategic transfer known as the “Four Crossings of the Chishui River.” The historic Houchang Conference was held here, hailed by Premier Zhou Enlai as “the eve of a great turning point,” laying vital groundwork for the successful convening of the Zunyi Conference. This land also gave rise to numerous outstanding figures: Dai Kan and Huang Qisheng, pioneers of the Protection of the Nation Movement; Leng Shaonong, hero of the Communist Party's clandestine front; revolutionary activist Shu Baochu; anti-Japanese martyr Teng Jiushou; aerial combat hero Quan Zhengxi; and Xiao Guobao, hailed as a “Matrousov-style bandit-suppression hero.” Heroic collectives shine equally brightly: the Tongzipo Farmers' Association guerrilla force that fought valiantly; the Shiban Village Shui ethnic group who spontaneously resisted Japanese aggression; and the Qiannan warriors who joined the National Revolutionary Army's newly reorganized 38th Division in their expedition to Burma against the Japanese.

Ecologically superb, magnificent Qiannan. Nestled within the Miao Ling and Ma Shan mountain ranges, Qiannan serves as a vital ecological barrier at the headwaters of the Yangtze and Pearl Rivers. With an average elevation of 997 meters, a forest coverage rate of 68.17%, an annual average temperature of 16.4°C, and annual precipitation of 1,250.7 millimeters, it exhibits a typical subtropical warm and humid monsoon climate. Here lies the Liupanshui Karst, a World Natural Heritage site hailed as the “Emerald on Earth's Waistband”; the world's largest single-dish (500-meter) spherical radio telescope, the “Chinese Sky Eye” (FAST), which probes the mysteries of the universe; the enigmatic Pingtang Tiankeng Cluster (the world's largest known concentration of sinkholes); and the “Celestial Script”奇石, ancient rocks bearing witness to millions of years of geological transformation. As the host of the 4th China Greening Expo, Qiannan boasts one national 5A-level tourist attraction, 15 4A-level tourist attractions, seven national forest parks, and eight national wetland parks (including three national pilot sites). It stands as a premier leisure destination in Southwest China and a leading hub for educational tourism in Western China.

Ethnic unity and cultural brilliance define Qiannan. Designated a National Model Prefecture for Ethnic Unity and Progress, it is home to China's only Shui Autonomous County—Sandu—and its sole Maonan Ethnic Township—Kapu. The region embodies the inclusiveness of the Buyi, the diversity of the Miao, the uniqueness of the Shui, the mystique of the Yao, and the distinctiveness of the Maonan. By 2024, Qiannan Prefecture boasts 78 Chinese Traditional Villages including Dongmeng, Zhenlei, Gaodong, and Zhangbu, alongside 38 National Ethnic Characteristic Villages such as Guiding Yinzhai, Huishui Haohua Hong, Sandu Gaodong, and Libo Yaoshan. It boasts one UNESCO Representative List of the Intangible Cultural Heritage of Humanity, 17 national-level items (19 sites), and 122 provincial-level items (129 sites). Examples include the Bouyei folk songs “Haohua Hong Tune,” “Duyun Maojian Tea Production Techniques,” “Shui Ethnic Group's Horse-Tail Embroidery,” “Drumming Dragons and Tigers · Long-Coat Dragons,” “Fengxiang Woodblock Printing Techniques,” and Yazu Pottery Firing Techniques.“ Ethnic festivals like the ”Third Day of the Third Month,“ ”Eighth Day of the Fourth Month,“ ”Sixth Day of the Sixth Month,“ ”Dragon Boat Festival,“ and ”Mao Festival“ are richly diverse. ”Shui Script on the Pen Tip,“ ”Maojian Tea on the Tongue,“ and ”Horse-Tail Embroidery on the Fingertips" serve as shining cultural calling cards for Qiannan.

Strategic Location and Abundant Resources. Qiannan occupies a unique geographical position: eastward to Hunan and Jiangxi connecting to Shanghai and Zhejiang; southward to Guangdong and Guangxi linking to Hong Kong and Macao; westward to Yunnan connecting to ASEAN; northward to Sichuan and Chongqing extending into Northwest China. Its territory features an extensive network of air, rail, road, and water transport. Adjacent to Longdongbao International Airport, it also operates Libo Airport. Three high-speed rail lines—Guigang-Guangzhou, Shanghai-Kunming, and Guiyang-Nanning—along with two rapid railways connecting Guizhou and Guangxi, and Hunan and Guizhou, traverse the region. It hosts China's first locally-operated freight railway built under the PPP model—the Weng'an-Ma'anshan Railway. Twenty expressways including Xiamen-Chengdu, Lanzhou-Haikou, Shanghai-Kunming, and Yinchuan-Baotou, along with numerous national and provincial trunk roads, form an interconnected network. Inland waterways connect directly to the Yangtze and Pearl Rivers, linking the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area. It ranks among Guizhou's regions with the most comprehensive multi-modal transportation infrastructure and highest road network density. Qiannan has identified 41 types of mineral resources including phosphate, aluminum, and coal. Its phosphate reserves exceed 1.919 billion tons, earning it the reputation as the “Phosphate Capital of Asia.” It serves as the core zone of Guizhou's “One Core, Two Zones” strategy for vigorously developing new energy materials and battery industries. The prefecture hosts six provincial-level economic development zones (including two with output exceeding 100 billion yuan), one provincial-level high-tech industrial development zone, and seven provincial-level specialized industrial parks. Its theoretical hydropower potential reaches 4.208 million kilowatts, with technically exploitable capacity at 1.805 million kilowatts, of which over 1.3 million kilowatts have been developed.

Since the establishment of the prefecture, and particularly since the 18th CPC National Congress, Qiannan has achieved rapid economic development, strengthened ethnic unity, maintained social stability, significantly improved people's livelihoods, secured a comprehensive victory in poverty alleviation, advanced all undertakings, and elevated its comprehensive economic strength to new heights. During the 13th Five-Year Plan period, its economic output rose from fifth to fourth place in the province, embarking on a new journey of development. In 2024, the annual regional GDP grew by 5.6%, reaching over 190 billion yuan, with primary, secondary, and tertiary industries growing by 3.9%, 7.8%, and 4.8% respectively. The added value of industrial enterprises above designated size increased by 9.8%, while the per capita disposable income of urban and rural residents grew by 4.5% and 7.0% respectively.

Now is the opportune moment for investment and enterprise development. During the 14th Five-Year Plan period, Qiannan will adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, thoroughly implement the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, and fully carry out the important directives from General Secretary Xi Jinping's inspection of Guizhou.
