Pursuant to the ‘Three Fixes’ plan for institutional reform in Lanzhou City, the Lanzhou Municipal Forestry and Grassland Bureau serves as a functional department of the municipal government. Its principal responsibilities encompass implementing Party and state laws, regulations, and policies concerning forestry, grasslands, and urban landscaping; formulating and executing citywide industry development plans and programmes; coordinating urban and rural land greening initiatives; spearheading the protection of forest lands, grasslands, green spaces, wetlands, nature reserves, and terrestrial wildlife; and guiding the development of forestry and grassland ecological industries.

The bureau's headquarters comprises 14 approved functional departments with 48 administrative positions. It oversees 13 subordinate units.
