(i) Implementing and enforcing the guidelines, policies, laws and regulations concerning transport work issued by national and provincial transport authorities, as well as the municipal Party committee and government; formulating development strategies, guidelines and policies for the city's road, waterway and urban-rural transport sectors, and overseeing their implementation.


(2) Undertake planning and coordination tasks concerning the integrated transport system, collaborating with relevant departments to formulate comprehensive transport system plans; be responsible for drafting development plans, medium-to-long-term programmes, and annual schedules for the city's road and waterway transport sectors, and oversee their implementation; manage the layout planning of road transport terminals citywide; formulate development plans for the logistics industry and supervise their execution; handle statistical analysis, development forecasting, economic performance assessment, and information guidance for the city's transport sector.


(3) Oversee the regulation of the city's road and waterway transport markets; Organise the formulation of relevant policies, access systems, technical standards, and operational norms for road and waterway transport, and oversee their implementation; guide the management of urban and rural passenger and freight transport, and the taxi industry across the city; formulate transport pricing in conjunction with relevant departments; organise the transport of key materials and emergency passenger and freight transport for disaster relief and festive periods.


(4) Oversee the supervision and management of the city's transport infrastructure construction market; manage the industry aspects of highway engineering quality supervision, engineering quotas, project costs, and engineering tendering and bidding.


(v) Organise the construction, maintenance, and management of comprehensive transport infrastructure including highways and waterways; oversee preliminary work (including preliminary design), implementation, and final acceptance of key transport infrastructure projects; manage the construction and operation of passenger and freight transport terminals; coordinate emergency repairs for traffic disruptions caused by natural disasters such as flood damage to roads; participate in reviewing and implementing workfare transport construction projects and transport poverty alleviation initiatives.


(vi) Oversee the allocation, utilisation, and supervision of funds for transport construction and related projects; compile and monitor the implementation of departmental budgets and final accounts for the transport sector; manage the financing of transport construction projects; conduct financial oversight and internal audits within the transport industry.


(vii) Guide institutional reforms within the city's transport sector; oversee administrative law enforcement, supervision of enforcement, administrative litigation, administrative reconsideration, and legal education concerning transport regulations.


(viii) Oversee national defence transport support, civilian transport capacity mobilisation, scientific and technological management, energy conservation and emission reduction, information technology development and management, and comprehensive social security management within the city's transport sector.


(9) Overseeing the safety production supervision and management of road transport, waterway transport, and highway-waterway engineering projects; guiding and implementing emergency management within the highway and waterway sectors; conducting safety production inspections of production and operation units in the transport sector in accordance with the law.


(10) Guiding the development of talent pools and the advancement of spiritual civilisation within the city's transport sector.


(11) Undertaking other matters assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Transport.
