Pursuant to the Notice on Issuing the Jiayuguan Municipal People's Government Institutional Reform Plan, approved by the General Office of the CPC Gansu Provincial Committee and the General Office of the Gansu Provincial People's Government, the Municipal Water Resources Bureau shall be renamed the Municipal Water Affairs Bureau, concurrently serving as the Municipal Drought Relief and Flood Control Headquarters Office, the Municipal Water Conservation Office, and the Municipal Soil and Water Conservation Bureau. The Municipal Water Affairs Bureau is the functional department of the Municipal Party Committee and Municipal Government responsible for overseeing water administration throughout the city.

I. Functional Adjustments


(1) Strengthen the prevention and control of soil erosion, organising the supervision, monitoring, and comprehensive management of soil erosion.


(2) Enhance the conservation, protection, and rational allocation of water resources, ensuring the security of urban and rural water supply, and promoting the sustainable use of water resources.


(3) Strengthen river management, safeguarding water engineering facilities and the safety of people's lives and property.


II. Principal Responsibilities


(1) Oversee the dissemination of water legislation and the enforcement of water administration laws. Implement relevant laws and regulations governing the water sector, including the Water Law of the People's Republic of China, the Soil and Water Conservation Law of the People's Republic of China, and the Flood Control Law of the People's Republic of China. Formulate municipal water sector policies, water conservancy regulations, and water management systems. Develop city-wide water conservancy development plans and medium-to-long-term strategies.


(2) Exercise unified management over the city's water resources; Organise the formulation of the city's overall water resources master plan, comprehensive plans, and specialised plans; organise the assessment of water resources, soil and water conservation, and flood control aspects for the city's overall national economic plan, urban planning, and construction projects; implement the water abstraction permit system and water resources fee collection system; organise the formulation of water consumption quota standards and publish water resources bulletins.


(3) Draft the city's water resources protection plan in accordance with relevant national laws, regulations, and standards on resource and environmental protection.


(iv) Overseeing water administration supervision and law enforcement across the city, investigating and handling cases of water-related offences.


(v) Collecting and managing water resource fees, soil and water conservation damage compensation fees, soil and water conservation damage prevention fees, river sand extraction fees, and water supply fees for water conservancy projects within its jurisdiction in accordance with the law; supervising and inspecting the collection, management, and utilisation of water-related fees.


(6) To administer city-wide water abstraction permits, water conservation permits, and river sand extraction permits.


(7) To oversee city-wide water conservation efforts. To formulate water conservation policies, prepare water conservation plans, establish relevant standards, and organise, manage, and supervise water conservation initiatives.


(viii) Overseeing the management of the water conservancy engineering sector. Guiding the construction of small and medium-sized water conservancy projects across the city; approving preliminary designs and annual construction plans for such projects; managing tendering processes and quality control for water conservancy construction projects; organising law enforcement inspections for water conservancy construction projects; overseeing the operation and scheduling of water conservancy facilities; guiding township water supply, drainage, and rural water conservancy work; organising and coordinating fundamental agricultural water conservancy construction across the city.


(9) Overseeing soil and water conservation. Organising the formulation of citywide soil and water conservation plans, developing and implementing engineering measures for soil and water conservation; organising monitoring and comprehensive prevention and control of soil erosion; implementing work in key prevention and protection zones, key supervision zones, and key remediation zones for soil and water conservation across the city; approving or conducting preliminary reviews of soil and water conservation plans for development-oriented production and construction projects citywide, and forwarding them for further processing.


(10) Oversee the administrative management and technical guidance of rivers and river embankments citywide; resolve river governance disputes; formulate annual plans for river channel and embankment planning, engineering construction, and annual maintenance; establish and improve river management regulations; strengthen inspection and maintenance of river channels and embankments; organise and implement river sand extraction operations; manage water conservancy scenic areas and river ecological water conservancy landscapes.


(11) Oversee irrigation in irrigation districts, rural drinking water for people and livestock, water supply projects for small towns in mountainous areas, and water supply safety management for the Shuangquan water regulation project.


(12) Organising, coordinating, supervising, and guiding city-wide drought relief and flood control efforts; implementing flood control and drought mitigation operations for rivers and key water conservancy projects; compiling and overseeing the implementation of flood control contingency plans; undertaking the daily operations of the Municipal Flood Control and Drought Relief Headquarters.


(13) Undertaking other tasks assigned by the Municipal Party Committee and Municipal Government.
