The Jiayuguan Municipal Bureau of Agriculture and Rural Affairs implements the guiding principles, policies, and decisions of the Central Committee, Provincial Party Committee, and Municipal Party Committee concerning agriculture, rural areas, and farmers. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over these matters. Its principal responsibilities are:
(1) To implement the Party's agricultural and rural policies and relevant national laws and regulations.
(2) To coordinate the advancement of rural social undertakings, public services, culture, infrastructure, and governance. To spearhead efforts to improve the rural living environment. Guiding the development of rural spiritual civilisation and outstanding agricultural culture.
(3) Proposing policy recommendations for deepening the reform of the city's rural economic system and consolidating and improving the basic rural management system.
(4) Guiding the development of distinctive rural industries, agricultural product processing, and leisure agriculture across the city.
(5) Overseeing the supervision and management of all agricultural sectors including crop cultivation, animal husbandry, fisheries, and agricultural mechanisation.
(6) Overseeing the supervision and management of agricultural and livestock product quality and safety.
(vii) Organise agricultural resource zoning across the city.
(viii) Oversee the supervision and management of relevant agricultural and livestock production materials and inputs.
(ix) Manage agricultural and livestock disaster prevention and mitigation, and the control of major crop pests and diseases.
(x) Manage agricultural and livestock investment across the city.
(xi) Promote the reform of the city's agricultural science and technology system and the development of an agricultural innovation system.
(12) Overseeing agricultural and rural talent development across the city.
(13) Organising and implementing agricultural foreign cooperation initiatives.
(14) Formulating city-wide poverty alleviation and development plans, implementing relevant policies, and undertaking supervision, performance evaluation, project implementation and management for targeted assistance programmes.
(15) Supervising the livestock industry, feed and fodder sector, poultry and livestock slaughter industry, veterinary drug and veterinary instrument sectors.
(16) Overseeing livestock and veterinary sectors including herd monitoring, technology dissemination, system development, standardised production, livestock and poultry quality safety, environmental protection in animal husbandry, animal disease prevention and epidemic management, as well as planning and arranging investment projects related to animal husbandry and veterinary medicine.
(17) Undertaking other tasks assigned by the Municipal Party Committee, Municipal Government, Municipal Rural Work Leading Group, Provincial Department of Agriculture and Rural Affairs, and Provincial Poverty Alleviation and Development Office.
