Article 1 These Regulations are formulated pursuant to the Notice of the General Office of the CPC Gansu Provincial Committee and the General Office of the People's Government of Gansu Province on Issuing the Jiayuguan City Institutional Reform Plan (Gan Ban Zi [2019] No. 24).
Article 2 The Jiayuguan Municipal Forestry and Grassland Bureau (hereinafter referred to as the Municipal Forestry and Grassland Bureau) is a functional department of the municipal government. It is led and managed by the Municipal Natural Resources Bureau, operates at the deputy director-general level, and externally bears the additional designation of the Jiayuguan Municipal Greening Committee Office.
Article 3 The Municipal Forestry and Grassland Bureau implements the guiding principles, policies, and decisions of the Central Committee, Provincial Party Committee, and Municipal Party Committee concerning forestry and grassland affairs. In discharging its duties, it upholds and strengthens the Party's centralised and unified leadership over forestry and grassland work. Its principal responsibilities are:
(1) To implement national, provincial, and municipal policies, plans, and standards for forestry, grassland, and ecological conservation and restoration; to draft normative documents for the bureau; and to oversee the supervision and management of forestry, grassland, and ecological conservation and restoration across the city. Organise dynamic monitoring and evaluation of forest, grassland, wetland, desert, and terrestrial wildlife resources.
(2) Organise ecological conservation, restoration, afforestation, and greening initiatives across the city. Implement key ecological conservation and restoration projects for forests and grasslands; guide the cultivation of public welfare forests and commercial timber forests; supervise nationwide compulsory tree-planting campaigns and urban-rural greening efforts. Oversee pest control and quarantine measures for forestry and grassland ecosystems. Undertakes relevant work concerning forestry and grassland responses to climate change.
(3) Oversees the supervision and management of forest, grassland, and wetland resources across the city. Organises the formulation and supervises the implementation of the city's forest harvesting quotas. Manages forest land, drafts forest land protection and utilisation plans and organises their implementation, guides the management of national, provincial, and municipal public welfare forests, and administers state-owned forest resources. Oversees grassland grazing bans, grass-livestock balance, and grassland ecological restoration and management, supervising the development and utilisation of grasslands. Oversees wetland ecological conservation and restoration, formulates wetland protection plans, implements national wetland conservation standards, and supervises wetland development and utilisation.
(4) Establishes urban landscaping planning and construction targets; reviews and approves green space plans and construction programmes for development zones and projects; legally monitors implementation of urban greening targets. Manages trees and facilities within public green spaces, productive green spaces, protective green spaces, and scenic forest areas.
(v) Implement requirements of the city's comprehensive disaster prevention and mitigation plan. Organise the formulation of forest and grassland fire prevention plans and protection standards, guiding their implementation. Direct fire patrols, ignition source management, and fire prevention facility construction. Organise forest and grassland fire prevention activities including public education, monitoring and early warning, and supervision inspections. Where necessary, may request the Municipal Emergency Management Bureau to deploy relevant prevention and control work under the authority of the municipal emergency command body.
(vi) Overseeing desertification control across the city. Organising desert surveys, drafting sand control and desertification prevention plans, supervising the development and utilisation of desertified land, and coordinating sandstorm disaster forecasting and emergency response.
(vii) Managing terrestrial wildlife resources citywide. Organising surveys of terrestrial wildlife resources. Guides the rescue and breeding of terrestrial wildlife, the restoration and development of habitats, and the monitoring of disease sources and epidemics. Oversees the hunting or collection, captive breeding or cultivation, and commercial utilisation of terrestrial wildlife.
(viii) Oversees the management of all categories of nature reserves within the city. Compiles plans and relevant regulations for various nature reserves and organises their implementation. Undertakes tasks related to the construction and management of national parks in accordance with the division of responsibilities. Propose review recommendations for establishing or adjusting nature reserves at all levels and categories across the city, submitting them for approval through established procedures. Oversee applications for World Natural Heritage status and, in collaboration with relevant departments, applications for World Natural and Cultural Dual Heritage status. Manage matters pertaining to biodiversity conservation.
(9) Advance forestry and grassland reform initiatives across the city. Implement and supervise major reforms such as the collective forest tenure system and grassland management reforms. Implement policies and measures for rural forestry development and safeguarding the lawful rights and interests of forestry operators, while guiding the contracting of rural forest land. Carry out the Grain-for-Green Programme (including afforestation and grassland restoration), and oversee the protection of natural forests.
(10) Implement policies for the optimal allocation of forestry and grassland resources and timber utilisation across the city. Implement and supervise relevant local standards for the forestry industry, organising and guiding forestry industry development and forest product quality supervision.
(11) Organise surveys of forest seed and grass germplasm resources, establish germplasm repositories, oversee the breeding and promotion of superior varieties, regulate the production and operation of forest seedlings and grass seeds, and monitor their quality. Supervise the city's forestry and grassland biological germplasm resources, genetically modified organism safety, and plant variety protection.
(12) Oversee administrative law enforcement related to forestry and grasslands, and guide forestry production safety management.
(13) Oversee the management of central, provincial, and municipal funds and state-owned assets for forestry and grassland affairs. Propose recommendations for the security of budgetary investments, national, provincial, and municipal fiscal funds within the forestry and grassland sectors. Compile and implement the departmental budget. Review investment projects within the scope of national planning, provincial budgetary allocations, municipal budgetary allocations, and annual plans according to prescribed authority. Participate in formulating economic adjustment policies for the city's forestry and grassland sectors. Organise and implement ecological compensation initiatives for forestry and grassland areas.
(14) Oversee the promotion and application of forestry and grassland science and technology, education and training, and talent development across the city.
(15) Complete other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Forestry and Grassland Bureau.
(16) Functional Transformation. The Municipal Forestry and Grassland Bureau shall substantially enhance ecosystem protection efforts, implement key ecosystem conservation and restoration projects, strengthen coordinated oversight of forests, grasslands, and wetlands, vigorously advance national land greening initiatives, and safeguard ecological security. Unify the standardisation, consolidation, and integration of all types of nature reserves to establish a nature reserve system.
Article 4 The Municipal Forestry and Grassland Bureau shall establish the following internal departments:
(1) Office. (Tel: 0937-6225750) Responsible for the daily operations of the bureau. Undertakes information management, security, confidentiality, confidential matters, cadre personnel affairs, labour relations, petitions, government affairs disclosure, document drafting, supervision and follow-up. Responsible for Party building within the agency and the work of mass organisations such as the trade union, Communist Youth League, and Women's Federation. Oversees the implementation of forestry and grassland investments, departmental budgets, and special transfer payment funds. Responsible for statistical information, audit inspections, planning and finance of directly subordinate units, and state-owned asset supervision and management.
(2) Afforestation and Greening Section. (Tel: 0937-6397867) Responsible for tree planting and afforestation. Undertakes daily operations of the Municipal Greening Committee Office. Oversees forestry production, grain-for-green programmes, desertification control, and sand prevention and control. Drafts relevant regulations and measures, conducts legal reviews of normative documents. Manages administrative law enforcement, supervises and expedites major administrative cases.
(3) Forestry, Grassland and Nature Reserve Management Section. (Tel: 0937-6229657) Responsible for ecological conservation and restoration of forest, grassland and wetland resources, as well as the protection and utilisation management of forest tree seeds and grass seeds. Guides forestry industry development. Organises scientific research, technology promotion, informatisation, cooperation and exchange activities concerning forestry, grasslands and wetlands. Oversees the management of nature reserves, scenic areas, natural heritage sites, geoparks and other protected areas citywide. Organises surveys and assessments of terrestrial wildlife and plant resources for conservation purposes.
(4) Urban Landscape Section. (Tel: 0937-6226035) Oversees the implementation and management of urban landscaping plans citywide. Manages the development and maintenance of public green spaces, guiding urban greening, upkeep and conservation efforts.
Article 5: The Municipal Forestry and Grassland Bureau shall have a total of 9 staff positions approved under the public institution staffing system (with civil service status), including: - 1 Director - 2 Deputy Directors (one concurrently serving as Director of the Municipal Greening Committee Office at deputy division level) - 4 Section-level cadres.
Article 6: The establishment, responsibilities, and staffing matters of institutions affiliated with the Municipal Forestry and Grassland Bureau shall be separately stipulated.
Article 7: The Municipal Party Committee's Office of Institutional Compilation shall undertake the specific interpretation of these provisions. Any adjustments thereto shall be processed by the Municipal Party Committee's Office of Institutional Compilation in accordance with prescribed procedures.
Article 8: These provisions shall come into effect on 31 March 2019.
