(i) Formulate and implement the city's national economic and social development strategies, medium-to-long-term plans, and annual programmes; coordinate economic and social development; analyse economic trends; propose objectives and policies for national economic development, price regulation, comprehensive balancing, and optimisation of major economic structures; recommend the integrated application of various economic instruments and policies; and, on behalf of the Municipal Government, submit reports on the city's national economic and social development plans to the Municipal People's Congress.
(2) Monitor the city's economic and social development trends, undertake forecasting, early warning and information guidance responsibilities, study major issues concerning economic operations, aggregate balance and economic security, and propose relevant policy recommendations.
Undertake overall guidance and comprehensive coordination to advance the city's economic system reform, study major issues concerning economic system reform and opening up, organise the formulation of comprehensive economic system reform plans, review specialised economic system reform plans, and guide and coordinate comprehensive supporting reform pilot projects across the city.
(iii) Draft and implement policies and management catalogues governing commodity prices, service charges, and fees subject to government pricing or government-guided pricing across the city, exercising supervision and management in accordance with the law; formulate and adjust commodity prices, service charges, and fee standards; organise citywide inspections of prices and charges; investigate and penalise price violations and monopolistic practices in accordance with the law; Organise citywide price cost investigations and audits, market price monitoring, financial price appraisals in cases, price certification, and price assessments; undertake qualification reviews for citywide price assessment institutions and personnel; guide citywide price and fee management work, and oversee the use and management of the citywide price adjustment fund.
(iv) Undertake responsibilities for planning major projects and productive forces layout, proposing the total scale of fixed asset investment across society; allocate municipal budgetary construction funds, research, determine and manage major construction projects, coordinate solutions to issues arising in major project construction, and organise inspections of major construction projects; approve, authorise, and review major construction projects, foreign capital utilisation projects, and overseas investment projects within prescribed authority; Overseeing the city's government-funded projects, including those wholly or partially utilising central and provincial budgetary investments, municipal budgetary and extra-budgetary funds, nationally approved funds (bonds), and foreign loans where the government assumes repayment or guarantee responsibilities. This encompasses approving feasibility studies, preliminary designs, and cost estimates, as well as conducting final acceptance inspections. Guiding private investment directions and directing the development of the city's engineering consultancy sector.
(v) Advancing strategic economic restructuring. Organise the formulation of comprehensive industrial policies; coordinate major issues concerning the development of primary, secondary and tertiary industries; ensure the integration and balance of relevant development plans and major policies; and facilitate alignment with national economic and social development plans and programmes.
(6) Coordinate major issues in agricultural and rural socio-economic development; jointly formulate service industry development strategies and related policies with relevant departments; develop modern logistics industry development strategies and plans; and organise the formulation of strategies, plans and major policies for high-tech industrial development and industrial technological advancement.
(vii) Undertake the responsibility for organising the compilation of the main functional zone planning, coordinating its implementation, and conducting monitoring and evaluation; organise the formulation of the city's regional coordinated development strategies, plans, and major policies; research and propose strategies and major policies for urbanisation development and the sustainable development of resource-based cities, and coordinate their implementation; be responsible for the overall coordination of regional economic cooperation; coordinate the planning and guidance of the construction and development of the city's development zones.
(viii) Implement national energy policies and formulate municipal energy development plans; oversee management of the city's electricity, coal, petroleum, natural gas, new energy, and energy equipment sectors.
(ix) Analyse market supply and demand conditions, implement macro-control of grain supplies, and formulate municipal grain reserve and material stockpiling plans.
(10) Oversee the policy integration of social development with national economic development; formulate social development strategies, master plans, annual programmes, and population and family planning policies; participate in developing policies for science and technology, education, health, culture, broadcasting, tourism, sports, and civil affairs; advance social undertakings and public service systems; propose policy recommendations to promote employment, adjust income distribution, and improve the coordinated development of social security and the economy; guide and coordinate national economic mobilisation efforts across the city.
(11) Promotes sustainable development strategies and oversees comprehensive coordination of energy conservation and emission reduction. Organises the formulation and coordinated implementation of plans and policy measures for developing a circular economy, conserving energy resources, and promoting their comprehensive utilisation; participates in compiling ecological construction and environmental protection plans; coordinates major issues concerning ecological construction, energy resource conservation, and comprehensive utilisation; comprehensively coordinates environmental protection industries and promotes clean production; implements major strategies, plans, and policies for addressing climate change.
(12) Drafting relevant legislation concerning national economic and social development and economic system reform, and formulating departmental regulations; compiling and analysing fiscal and financial data, and participating in the formulation of fiscal and financial policies; guiding and coordinating city-wide tendering activities, and supervising tendering processes for major municipal construction projects.
(13) Proposing city-wide strategies, plans, aggregate balance targets, and structural optimisation policies for foreign capital utilisation; Propose the overall scale and investment direction for foreign capital utilisation in the city, and guide and supervise the use of foreign loan funds.
(14) Undertake the duties of the Office of the Municipal Public Resource Trading Management Committee.
(15) Be responsible for matters related to the cancellation, adjustment, and delegation of administrative approval items by the State Council and provincial and municipal governments.
(16) Undertake other matters assigned by the Municipal Party Committee, Municipal Government, and Provincial Development and Reform Commission (Provincial Price Bureau).
