The Jinchang Municipal Education Bureau is situated at No. 6 Yan'an West Road, Jinchuan District, Jinchang City, falling within the jurisdiction of Changtai Li Community, Xinhua Road Subdistrict, Jinchuan District. Its primary responsibilities encompass implementing the Party and state's educational policies and directives; overseeing teaching and learning management across all levels and types of schools citywide; developing the teaching workforce; managing educational funding; conducting educational supervision; advancing teaching research and development; promoting educational informatisation; and overseeing language and script initiatives. Internal departments comprise seven units: the Office (Youth League Working Committee), Finance and Audit Section, Basic Education Section (Language and Script Work Committee Office), Vocational and Adult Education Section, Personnel Section (Teacher Affairs Section), Education Supervision Office, and School Safety, Stability and Emergency Management Section. Additionally, it houses the Secretariat Section of the Municipal Party Committee Education Work Leading Group and the Party Committee of the Agency. Four public service departments are established: Municipal Admissions Committee Office, Municipal Education Research Institute, Municipal Education Information Centre, and Municipal Student Financial Aid Service Centre. The bureau oversees nine educational institutions: Gansu Radio and Television University Jinchang Branch, Jinchang Polytechnic Secondary Specialised School, Jinchang No. 1 Middle School, Jinchang No. 2 Middle School, Jinchang Jinchuan Senior High School, Jinchang Longshou Senior High School, Jinchang Municipal Kindergarten, Jinchang Special Education School, and Jinchang Municipal Demonstration Comprehensive Practice Base. The Municipal Education Bureau has received provincial and municipal honours including: ‘Advanced Collective in Provincial Basic Education and Literacy Work’; Municipal Advanced Unit for Ideological and Political Work; Advanced Unit in National Civilised City Creation, National Hygienic City Creation, and National Model City for Disabled Persons' Work; Significant Contribution Award in National Youth Sunshine Sports Activities Competition; and Provincial Advanced Collective in the ‘Three Regions’ Talent Support Plan for Teaching Assistance.


Primary Responsibilities


(1) Implementing the Party and state's educational policies, guidelines, and regulations; drafting local education legislation and regulatory frameworks, and overseeing their implementation.


(2) Coordinating the planning and management of all levels and types of education citywide; guiding educational and teaching reforms across all schools; compiling, analysing, and publishing fundamental education statistics.


(3) Promote balanced development of basic education and advance educational equity. Provide macro-level guidance and coordination for compulsory education, and oversee general secondary education, pre-school education, and special education. Establish fundamental teaching requirements and basic conditions for basic education, and comprehensively implement quality-oriented education.


(4) Guide city-wide educational supervision. Organise and direct supervision, inspection, evaluation, and acceptance processes for all educational sectors. Oversee assessments of basic education development levels and quality.


(v) Directs the development and reform of employment-oriented vocational education; oversees the establishment of specialisations, teaching guidance, and evaluation in secondary vocational education; and guides the development of teaching materials and career guidance in secondary vocational education.


(vi) Manages the department's educational funding; participates in formulating policies on education funding mobilisation, appropriations, and infrastructure investment; and compiles statistics on the city's educational expenditure.


(vii) Direct ideological and political work, moral education, physical education, health education, arts education, and national defence education across all levels and types of schools.


(viii) Oversee municipal teacher affairs; collaborate with relevant departments to implement the teacher qualification system; jointly formulate municipal teacher recruitment policies and organise recruitment processes; guide talent development within the education system.


(ix) Manage enrolment and academic record administration for all types of higher education and secondary specialised education.


(10) Formulate and implement the city's long-term educational informatisation plan, promoting the widespread application of modern educational technology in teaching and learning.


(11) Organise and guide international exchanges and cooperation in education across the city; oversee management of study abroad programmes, international student recruitment, Sino-foreign cooperative education initiatives, and schools for children of foreign nationals; guide the promotion of the Chinese language; and conduct educational cooperation and exchanges with Hong Kong, Macao, and Taiwan.


(12) Comprehensively manage and plan the city's educational research activities, provide guidance on teaching and learning practices, curriculum reform initiatives, and instructional operations across all levels and types of educational institutions.


(13) Formulate and implement medium- to long-term development plans and annual programmes for educational informatisation citywide; oversee the development of an informatised environment within the city's education system and manage educational equipment statistics.


(14) Draft citywide plans for language and script work; oversee the supervision and management of standards for the Chinese language and minority languages and scripts; guide the promotion of Putonghua and the training of Putonghua instructors.


(15) Oversee credit-based student loans and financial aid for disadvantaged students; manage student registration, employment guidance, and national grants for secondary vocational and technical school students citywide.


(16) Coordinate and guide safety and comprehensive management across all schools (including kindergartens) citywide in accordance with the law.


(17) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Education.
