The Jinchang Municipal Science and Technology Bureau is a municipal government department at the county level. It also serves as the Jinchang Municipal Foreign Experts Bureau. Its principal responsibilities are as follows:

(1) Formulating the city's innovation-driven development strategy, as well as plans and policies for scientific and technological advancement and the introduction of foreign expertise, and overseeing their implementation and supervision. Drafting regulations and systems pertaining to the science and technology sector.

(2) Coordinate the advancement of the city's innovation system and science and technology institutional reforms. Collaborate with relevant departments to refine technological innovation incentive mechanisms and lead their implementation. Optimise the research system framework by formulating plans and policies for the reform, development, and strategic placement of research institutions, overseeing their execution, and organising innovation performance management for such institutions. Foster the development of new research and development entities. Promote the enhancement of corporate technological innovation capabilities and undertake tasks related to advancing the integration of military and civilian technological development. Advance the establishment of science and technology development strategy and major science and technology decision-making advisory systems.

(iii) Lead the establishment of a unified Jinchang municipal science and technology management platform and coordination, evaluation, and supervision mechanisms for research project funding. Collaborate with relevant departments to propose policy measures for optimising the allocation of science and technology resources, promote the development of a diversified science and technology investment system, and manage municipal-level fiscal science and technology programmes (special projects, funds, etc.) while overseeing their implementation. Manage the department's budgetary estimates, final accounts, and audit supervision.

(iv) Formulate and implement citywide plans and policies for fundamental and applied fundamental research, coordinating major initiatives in these areas. Oversee the strategic layout and implementation of innovation bases, platforms, and major scientific infrastructure such as the Jinchang Engineering Technology Research Centre, while organising applications for national and provincial innovation bases and platforms. Promote the development of research support capabilities and the open sharing of scientific resources.

(v) Investigate major issues concerning the promotion of economic and social development through science and technology across the city. Coordinate the research, development, and innovation of fundamental and key common technologies. Lead the organisation of major technological breakthroughs and the demonstration of application outcomes.

(vi) Organise the formulation of plans, policies, and measures for high-tech development and industrialisation, as well as for scientific and technological innovation in agriculture, rural areas, and social development. Conduct analyses of technological development needs in key fields. Organise major research and development tasks and oversee their implementation.

(vii) Lead the development of technology transfer systems, formulate policies and measures for the transfer and commercialisation of scientific and technological achievements and the promotion of industry-academia-research collaboration, and oversee their implementation. Coordinate and promote the creation of scientific and technological intellectual property. Guide the development of science and technology service industries, technology markets, and science and technology intermediary organisations.

(viii) Coordinate the construction of the scientific and technological innovation system and optimise the allocation of scientific and technological resources. Promote regional innovation development, the rational layout of scientific and technological resources, and the development of collaborative innovation capabilities. Advance the construction of science and technology parks.

(9) Oversee the establishment of the science and technology supervision and evaluation system and manage related scientific and technological assessments. Advance reforms to the scientific and technological evaluation mechanism and coordinate the development of research integrity. Implement scientific and technological innovation surveys and the scientific and technological reporting system, and guide the city's scientific and technological confidentiality work.

(10) Formulate plans, policies, and measures for regional scientific and technological exchanges and the opening-up of innovation capabilities. Undertake matters related to academy-local cooperation. Organise international scientific and technological cooperation and exchanges of scientific and technological talent, and guide relevant departments and localities in their external scientific and technological cooperation and talent exchange activities.

(11) Oversee the city's recruitment of foreign talent and expertise. Formulate citywide plans for attracting foreign experts, establish and refine mechanisms for recruiting foreign experts and teams, and oversee their implementation. Provide liaison services for foreign experts working in Jinhua and manage foreign nationals employed within the city. Develop annual plans for overseas training programmes and supervise their execution.

(12) Collaborate with relevant departments to formulate plans and policies for scientific and technological talent development, establish sound evaluation and incentive mechanisms for scientific and technological personnel, implement talent programmes, and advance the development of innovation-driven talent pools. Draft plans and policies for science popularisation and communication, and promote major science outreach activities, scientific creation initiatives, and the establishment of science popularisation demonstration bases.

(13) Organise nominations for the Gansu Provincial Science and Technology Awards and the Gansu Provincial Foreign Experts Dunhuang Award.

(14) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Science and Technology.

(15) Transformation of Functions. The Municipal Science and Technology Bureau shall strengthen, optimise, and coordinate capacity building in science and technology management and service functions across the city. Improve the institutional framework and organisational system for scientific and technological innovation, enhance macro-level management and coordination, reduce micro-level management and specific approval matters, and strengthen ex-post supervision and research integrity. Shift focus from R&D management to innovation services, and deepen reforms in the management of science and technology programmes. Strengthen the planning, reform, development, macro-management, and performance evaluation of scientific research institutions. Further refine the evaluation mechanism for scientific and technological personnel, establishing a comprehensive evaluation system and incentive policies oriented towards innovation capability, quality, contribution, and performance. Coordinate the development of the city's scientific and technological talent pool and the introduction of foreign expertise.
