Functions and Responsibilities of the Jinchang Municipal Bureau of Industry and Information Technology:
1. Responsible for advancing the city-wide industrial technology innovation system, guiding and coordinating the work of enterprise (industry) technology centres; directing industry-specific technological innovation, technical advancement, and industry-academia-research collaboration; organising major science and technology initiatives; coordinating the advancement of key national, provincial, and municipal high-tech industrialisation projects; Drafts and implements development plans for high-tech industries; guides industry quality management; oversees applications for senior professional titles in industrial, information technology, software manufacturing, and production-oriented service sectors, as well as evaluations for entry-level and intermediate engineering professional qualifications. Undertakes duties of the Municipal National Defence Information Mobilisation Office. Executes specific tasks for the Municipal Committee for Military-Civilian Integration Development.
2. Oversee industrial transfer reception and investment promotion activities; formulate municipal policies, measures, and annual plans for industrial transfer reception; conduct preliminary assessments and feasibility studies for major industrial projects under consideration; provide coordination services for established projects, liaising with relevant departments to resolve construction challenges and ensure timely, high-quality completion; Collaborates with relevant departments in managing, utilising, and inspecting provincial-level and above industrial and information technology special funds and grants; proposes arrangements for municipal-level fiscal funds promoting industrial development; conducts statistical analysis of municipal industrial fixed-asset investment and provides timely recommendations; undertakes daily operations of the Municipal Government's Industrial Transfer Reception Office; administers municipal salt industry affairs.
3. Coordinate citywide emergency management for electricity supply; guide industrial enterprises in safety production management and participate in investigations and handling of major safety incidents; oversee circulation safety within the civil explosives industry; manage emergency response and reporting for civil explosives; coordinate production, stockpiling and distribution of essential materials and relief supplies during natural disasters; oversee safety production in the electronic information industry, software services sector and telecommunications operators.
4. Formulate and implement the city's development strategy and plans for the production-oriented service sector; draft relevant support policies, standards, and specifications for production-oriented services; analyse, monitor, track, and guide the development and operational trends of the city's production-oriented service sector; advance the construction of functional zones for production-oriented services across the city; Certify and manage municipal-level industrial design centres, conduct preliminary reviews and forward applications for national and provincial-level industrial design centres, and promote the development of service-oriented manufacturing; oversee investment and financing services within the city's industrial and information technology sectors; manage the establishment of industrial enterprise credit systems; and oversee the development of ‘integrity enterprises’ among industrial and information technology enterprises citywide.
5. Provide guidance and coordination services for the development of industrial enterprises and small and medium-sized enterprises (SMEs) citywide; formulate and implement citywide development plans and policy measures for SMEs; monitor the operational performance of SMEs citywide; Collaborate with relevant departments on enterprise restructuring and reform; guide and assist enterprises in establishing modern corporate systems; provide guidance on production management, operational management, and corporate culture development; handle the recommendation and application processes for advanced enterprises and entrepreneurs within its remit; oversee talent training for industrial, information technology, and SME enterprises citywide; guide and promote the development of a socialised service system for SMEs; manage matters related to the non-public industrial economy.
6. Organise the formulation and revision of city-wide policies and measures to advance industrial and information technology development; compile medium-to-long-term development plans and annual schedules for industrial and information technology sectors; establish and periodically update the city's industrial development project database; conduct preliminary reviews and forward projects within the ‘Catalogue of Government-Approved Investment Projects’ requiring approval by the industrial and information technology department; coordinate city-wide industrial and information technology restructuring and industrial upgrading; draft city-wide plans for emerging industrial restructuring and medium-to-long-term development; Implement the spirit of the Administrative Licensing Law, execute the ‘two concentrations and two fulfilments’ work mechanism, and handle the acceptance, response, and delivery of administrative approval matters; undertake the daily operations of the Municipal Industrial Strength Strategy Leading Group Office and the National New Industrial Industrialisation Demonstration Base Construction Office.
7. Compile and implement medium-to-long-term development plans for the integration of industrialisation and informatisation; guide and coordinate the development and utilisation of industrial information resources and the cultivation of key enterprises; coordinate the implementation of national and local industrial information technology standards; Coordinate major telecommunications market matters involving public interest; participate in planning the city's information infrastructure development and coordinate the interconnection of cross-sectoral, cross-departmental public service networks, promoting the convergence of telecommunications, broadcasting, television and computer networks; coordinate industry management and market supervision of the electronic information industry, software services sector and telecommunications operators; advance the construction of the city's industrial and information technology public service platform.
8. Monitor and analyse operational dynamics within the industrial and information sectors; coordinate resolution of major economic issues and propose corresponding countermeasures; undertake industrial operation forecasting and early warning; conduct industrial damage investigations and safeguard industrial security within manufacturing and telecommunications; participate in anti-monopoly initiatives; liaise with central and provincial enterprises stationed in Jilin; manage daily operations of the Municipal Government's Joint Conference Office for Reducing Enterprise Burdens; coordinate and ensure supply of key production factors for priority industries and enterprises, including crude oil, refined petroleum products, coal, electricity, and natural gas; Formulates railway transport plans and coordinates emergency dispatches for key enterprises and critical materials; manages coordination of enterprise railway sidings and privately owned rolling stock; develops industrial modern logistics sector development plans and guides enterprise logistics development; organises and coordinates city-wide agricultural product railway transport operations; establishes power production operation control targets, guides and coordinates power dispatch, resolves issues concerning generation, supply and consumption, and supervises safe power supply operations in accordance with the law; Participate in power sector reform, planning formulation, and power market cultivation.
9. Formulate circular economy development plans and implementation schemes for industry and telecommunications; establish and administer the industrial circular economy assessment framework; coordinate stakeholder interests across the industrial circular economy value chain and resolve major development challenges; guide the establishment of circular economy industrial bases and parks; propose major industrialisation demonstration projects for circular economy technologies; advance technological development, demonstration, and promotion of circular economy practices; Oversee monitoring and assessment of industrial energy conservation and consumption reduction; advance comprehensive resource utilisation citywide; formulate and implement medium-to-long-term and annual plans for energy conservation and resource utilisation in industry and telecommunications; develop supportive policies to promote cleaner production; oversee industrial capacity elimination of outdated production methods; manage project databases for circular economy, resource utilisation, energy conservation, cleaner production, capacity elimination, and small enterprise closures; Undertake the daily operations of the Municipal Industrial Circular Economy Coordination Leading Group Office; oversee the management and market regulation of the city's coal market; organise and implement industrial energy conservation supervision and management.
