The Jinchang Municipal Education, Culture and Health Committee was established in October 1981. In June 1983, the Jinchang Municipal Health Bureau was established with county-level administrative status. In December 2014, the Municipal Health Bureau and the Municipal Population and Family Planning Commission were merged to form the Jinchang Municipal Health and Family Planning Commission. In March 2019, the Jinchang Municipal Health and Wellness Commission was established, comprising one Director, three Deputy Directors, and eleven section-level leadership positions (including one full-time Deputy Secretary of the Party Committee). In June 2023, following reforms to the disease control system, the Municipal Disease Prevention and Control Bureau was added as a subsidiary entity. In May 2024, the Municipal Administration of Traditional Chinese Medicine was also added as a subsidiary entity. The approved staffing complement is 19 personnel, with one Director and three Deputy Directors; The Municipal Disease Prevention and Control Bureau has one Director (at deputy county-level, concurrently serving as Deputy Director); the Municipal Traditional Chinese Medicine Administration Bureau Director is concurrently held by a Commission leader. There are 11 section-level leadership positions (including one full-time Deputy Secretary of the Party Committee). Currently, there are 19 staff on the approved staffing table; one Director (concurrently serving as Director of the Municipal Traditional Chinese Medicine Administration Bureau), four Deputy Directors (one concurrently serving as Director of the Municipal Disease Control Bureau), and nine section-level cadres. Ten functional departments (offices) are established internally: Office (Finance Section), Personnel and Education Section, Disease Prevention and Control Management Section, Maternal and Child Health and Primary Healthcare Section, Medical Administration Section (System Reform Section), Public Health Supervision Section, Traditional Chinese Medicine Development Section, Public Health Section, Health Emergency Response Section, Population Monitoring and Family Development Section. Additionally, a Party Committee Office is established. Seven subordinate units: Municipal Patriotic Health Campaign Committee Office, Municipal People's Hospital, Municipal Centre for Disease Control and Prevention (Municipal Health Supervision Institute), Municipal Maternal and Child Health Hospital, Municipal Central Blood Station, Municipal Health Service Centre, Municipal Health Education Institute. Two units under commission administration: Municipal Central Hospital (Jinchuan Company Staff Hospital), Municipal Rehabilitation Centre Hospital. Two mass organisations: Municipal Family Planning Association, Municipal Red Cross Society.
Primary responsibilities include: implementing Party and state laws, regulations, and policies on health and healthcare; coordinating the allocation of health resources; advancing city-wide medical and healthcare system reforms; formulating and implementing disease prevention plans, immunisation programmes, and interventions for public health issues severely impacting public wellbeing. Overseeing health emergency response; developing and coordinating policies addressing population ageing, advancing elderly healthcare systems, and promoting integrated medical and elderly care services; Implementing national pharmaceutical policies and the essential medicines system; publicising, implementing, and tracking evaluations of national food safety standards; conducting monitoring, investigation, assessment, and supervision of public health matters within its remit; overseeing infectious disease prevention and control; establishing and improving a comprehensive health supervision system; formulating and supervising the implementation of management measures for medical institutions and healthcare services; managing family planning services citywide; developing and implementing grassroots healthcare and maternal-child health development plans and policies; advancing scientific and technological innovation in health and healthcare; Oversee health education, health promotion, and information technology development; formulate and implement citywide development plans for traditional Chinese medicine; provide medical care for individuals designated at municipal level for special health protection, and undertake medical support for major city conferences and events; safeguard public health rights, uphold patients' fundamental rights during medical treatment, and protect the lawful rights of the elderly; guide the operational work of the Jinchang Family Planning Association; undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Health Commission.
