    Article 1 These Regulations are formulated pursuant to the Housing Provident Fund Administration Regulations (State Council Order No. 350) to further strengthen the management of the city's housing provident fund and rationalise its administrative functions.


Article 2 The Jinchang City Housing Provident Fund Management Centre (hereinafter referred to as the Municipal Housing Provident Fund Management Centre) is a public institution directly subordinate to the municipal government, operating at the county-level principal rank.


Article 3 The principal responsibilities, organisational structure, staffing levels, and other matters established by these Regulations shall serve as the fundamental basis for the Centre's institutional functions, authority, personnel allocation, and operational procedures.


Article 4 The Centre shall implement the policies, decisions, and directives of the Central Committee of the Communist Party of China, the Provincial Party Committee, and the Municipal Party Committee concerning housing provident fund work. In discharging its duties, it shall uphold and strengthen the Party's centralised and unified leadership over housing provident fund affairs. Its principal responsibilities are as follows:


(1) Implementing relevant national, provincial, and municipal laws, regulations, and policies concerning housing provident fund management, and ensuring the execution of decisions and resolutions made by the Municipal Housing Provident Fund Management Committee.


(2) Overseeing and inspecting the collection, withdrawal, disbursement, and repayment of personal housing loans within the city's housing provident fund system, and imposing administrative penalties in accordance with the law for any violations of regulations.


(3) Compiling the city's housing provident fund collection and utilisation plans, along with reports on plan implementation; preparing annual budget and final accounts reports for the housing provident fund; formulating distribution plans for the fund's appreciation income; and inspecting the execution of these plans.


(4) Recording employees' housing provident fund contributions, withdrawals, usage, transfers, and dormant accounts; approving and authorising employees' withdrawals and usage of the fund.


(v) Responsible for the financial accounting of the housing provident fund, auditing the authenticity, accuracy, and reliability of its accounting records, and publishing the audited financial reports to the public.


(vi) Responsible for the secure operation and preservation/appreciation of the housing provident fund, issuing personal housing loans from the fund, establishing a personal housing loan credit system, and ensuring the monthly recovery of loan principal and interest.


(vii) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and higher-level competent authorities.


Article 5 The Municipal Housing Provident Fund Management Centre comprises five functional departments: the Office, Planning and Finance Section, Business Management Section, Audit Section, and Information Technology Section, alongside four management divisions covering the municipal area, Jinchuan, Yongchang, and Hexi Fort, all at the section chief level.


(1) Office. Responsible for the Centre's daily operations. Oversees Party building, ideological work, Party conduct and integrity building, and cadre personnel management; handles confidential matters, archiving, publicity, petitions, drafting documents, supervision and follow-up, government information disclosure, finance, and logistical support; organises responses to proposals from the People's Congress and the CPPCC; coordinates internal and external working relationships and liaison activities; manages fixed assets, including allocation and disposal.


(2) Planning and Finance Section. Responsible for implementing housing provident fund financial management systems; compiling the city-wide annual budget, final accounts, and profit distribution plan for the housing provident fund; Manages the unit's annual budget and final accounts, routine administration, labour relations, and asset accounting; allocates and implements annual business targets for all management departments; oversees daily accounting, fund monitoring, and financial management of the city's housing provident fund; receives supervision and inspection of financial accounting from superior business departments and fiscal/audit authorities; conducts annual assessments of entrusted banks' housing provident fund operations; Manage the city-wide housing provident fund receipts, expenditures, and bank account transactions; propose and implement rational fund balancing and allocation strategies; prepare, submit, and conduct quantitative and qualitative analyses of financial accounting statements for the city-wide housing provident fund; manage bank accounts for the housing provident fund and unit funds, and organise the collation, binding, and archiving of accounting records; collect and submit financial information; oversee training and continuing professional development for unit accounting personnel.


(3) Business Management Section. Responsible for formulating medium- and long-term development plans for municipal housing provident fund operations; responsible for researching, formulating, refining, and implementing policies and systems governing housing provident fund management; responsible for timely formulating, adjusting, and issuing municipal policies on fund collection, withdrawals, and loans in response to national housing provident fund policy changes; responsible for guiding municipal housing provident fund operations management including collection, withdrawals, and loans; responsible for municipal housing provident fund policy publicity and advisory services; Responsible for responding to policy-related correspondence concerning the housing provident fund; responsible for formulating and implementing staff training programmes; responsible for receiving and processing applications from entities within the jurisdiction for deferral of contributions, reduction of contribution rates, or increase of contribution rates; responsible for the ‘streamlining administration, delegating power, and improving services’ reform of the housing provident fund; Overseeing the development of the housing provident fund credit system; guiding and supervising the enforcement activities of the department; handling the filing, investigation, drafting, delivery, and enforcement of penalty decisions for housing provident fund violations across the city, as well as the safekeeping of enforcement case files; compiling and reporting various housing provident fund operational data and business reports; collecting and submitting operational information.


(iv) Audit Section. Oversees the implementation of housing provident fund laws, regulations, and policies; monitors compliance with operational procedures, internal control systems, and risk management protocols; audits the execution of development plans, annual programmes, and budgetary forecasts for provident fund management; Conducting internal audits on city-wide housing provident fund collection, withdrawal, lending, distribution of investment income, and fixed asset management and utilisation; auditing the compliance and authenticity of all city-wide housing provident fund management policies, regulations, systems, procedures, operational protocols, and authority execution; investigating, pursuing accountability for, and conducting efficiency oversight of violations and breaches by city-wide housing provident fund staff. Auditing and supervising computerised management system control indicators; Conducting audit verification of fixed and demand deposits within the housing provident fund; conducting audit verification of accounting practices for the housing provident fund; overseeing city-wide housing provident fund loan risk prevention management, and reviewing, approving, and writing off non-performing loans; supervising the establishment and implementation of operational management system security protocols.


(5) Information Technology Section. Responsible for the city-wide housing provident fund informatisation and network construction; responsible for the secure operation, maintenance, and daily management of the city-wide housing provident fund management software, hardware systems, and network information; responsible for setting and managing system operation permissions for staff at all levels; responsible for the organisation and storage of various business data and electronic archives; responsible for training on city-wide housing provident fund information technology, e-government, and computer applications; responsible for promptly addressing issues arising during the operation of the city-wide housing provident fund management network to ensure the normal conduct of all business operations; Organises and implements the development of business systems including the Housing Provident Fund network information sharing platform and databases; oversees the operation and maintenance of the official portal website, online service hall, integrated monitoring system, self-service terminals, 12329 service hotline, SMS services, mobile application, and official WeChat account.


(VI) Municipal Directly-Administered Department, Jinchuan Management Department, Yongchang Management Department, Hexi Fort Management Department. Responsible for formulating and implementing housing provident fund collection and utilisation plans within their respective jurisdictions; responsible for催促 construction and催促 payment of housing provident funds within their jurisdictions; responsible for annual audits of housing provident fund contributions within their jurisdictions; responsible for inspecting violations of the State Council's Regulations on the Administration of Housing Provident Funds within their jurisdictions; Responsible for recording employees' housing provident fund contributions, withdrawals, and usage; responsible for reviewing and filing pre-sale property projects purchased through housing provident fund withdrawals or loans within their jurisdiction; responsible for accepting individual housing loan applications from employees within their jurisdiction, investigating and verifying loan documentation, approving and disbursing loans, and recovering loan principal and interest on schedule; responsible for implementing loan risk prevention measures, strengthening pre-loan review and post-loan management to ensure the safe operation of funds; Responsible for policy publicity, business consultation, and information enquiries within the jurisdiction, and for the timely acceptance and proper handling of public correspondence and visits; Responsible for implementing all resolutions and regulations of the Centre; Responsible for the organisation, binding, and archiving of housing provident fund business records; Responsible for the daily management of the Administrative Department concerning spiritual civilisation, integrity building, law-based administration, and security.


Article 6: The Municipal Housing Provident Fund Management Centre shall have 30 staff positions under the public institution staffing system. It shall have one Director and one Deputy Director. Ten section-level leadership positions shall be established.


Article 7: The Office of the Municipal Party Committee's Institutional Compilation Committee shall be responsible for interpreting these provisions. Any adjustments thereto shall be processed by the Office of the Municipal Party Committee's Institutional Compilation Committee in accordance with prescribed procedures.


Article 8: These provisions shall come into effect on 30 April 2021.
