Article 1 In order to regulate the functional configuration, internal institutions and staffing of the Liupanshui Municipal Civil Affairs Bureau (hereinafter referred to as the Municipal Civil Affairs Bureau), and to promote the legalisation of institutions, functions, authorities, procedures and responsibilities, these provisions are formulated in accordance with the Regulations of the Communist Party of China on the Work of Institutional Establishment, the Circular of the General Office of the Guizhou Provincial Party Committee and the General Office of the Guizhou Provincial Government on the Issuance of <Liupanshui Municipal Institutional Reform Programme>, and the Opinions of the Communist Party of China (CPC) Liupanshui Municipal Committee and the Liupanshui People's Government on the implementation of institutional reform in Liupanshui City,’ etc., the formulation of these provisions.
Article 2 The Municipal Bureau of Civil Affairs (MBCA) is a working department of the municipal government and is at the county level.
Article 3 of the Municipal Health Bureau to organise the formulation and coordination of the implementation of policies and measures to actively respond to population ageing, and undertake the specific work of the Municipal Working Committee on Ageing and other responsibilities assigned to the Municipal Bureau of Civil Affairs. The office of the Municipal Working Committee on Ageing is located in the Municipal Civil Affairs Bureau.
The responsibilities of the Municipal Civil Affairs Bureau in formulating the city's urban and rural grassroots mass self-governance and community governance policies, guiding the construction of the urban and rural community governance system and governance capacity, promoting the construction of grassroots democracy and politics, formulating the city's social work policies and standards, and advancing the construction of social work talents and volunteers in conjunction with the relevant departments are transferred to the Department of Social Work of the Municipal Party Committee.
Article IV of the main responsibilities, institutional settings, staffing, etc., determined by the provisions of this regulation, is the Municipal Bureau of Civil Affairs agency duties and responsibilities of authority, staffing and the basic basis for the operation of the work.

The main responsibilities are:
(a) To formulate the city's civil affairs development planning, annual plans, policies and standards and organise their implementation.
(ii) To formulate and organise the implementation of registration and supervision and management of social organisations such as social groups and social service agencies in the city, and to carry out registration management and law enforcement supervision of social organisations in accordance with the law.
(3) To formulate policies and standards for social assistance in the city, coordinate the construction of social assistance systems in urban and rural areas, and be responsible for the minimum subsistence guarantee for urban and rural residents, the assistance and sustenance of persons in special hardship, temporary assistance, and assistance for vagrants and beggars with no means of subsistence. (7) To formulate policies and measures for the protection of the rights and interests of the disabled in the city, and co-ordinate and promote the construction of the city's welfare system for the disabled and the development of rehabilitation and assistive devices industry.
(viii) Undertake the specific work of the Municipal Working Committee on Ageing. It organises the formulation and coordinates the implementation of policies and measures to actively respond to population ageing. Guiding and coordinating the protection of the rights and interests of the elderly in the city. Organise the formulation and implementation of social participation policies for the elderly in the city.
(ix) Organising the formulation and coordinating the implementation of policies and measures to promote the development of the city's elderly care services. It co-ordinates and promotes, supervises, guides and manages the work of the city's elderly services, formulates plans, policies and standards for the construction of the city's elderly service system and organises their implementation, and undertakes the welfare of the elderly and the assistance of the elderly in special difficulties.
(j) To formulate policies and standards for the city's children's welfare, the protection of abandoned and de facto unsupported children, children's adoption, and children's rescue and protection, and to improve the care and service system for left-behind children in rural areas and the protection system for children in difficult circumstances.
(xi) Organising and formulating policies for promoting the development of charitable undertakings in the city, supervising and inspecting the city's charitable activities in accordance with the law, guiding the work of social donations, and guiding the issuance and sale of welfare lotteries.
(xii) Combined with departmental responsibilities, responsible for production safety and fire safety in the department, the field of the industry; according to regulations to do the development and application of big data and governmental data resource management related work, according to law to promote the departmental governmental data resources standardised management, sharing and opening.

Article 6 Functional transformation. Article 7 division of responsibilities with other departments:
(a) Division of responsibilities with the Municipal Health Bureau. The Municipal Bureau of Civil Affairs is responsible for organising the formulation and coordinating the implementation of policies and measures to actively respond to the ageing of the population and promote the development of old-age care, formulating plans for the construction of old-age service systems, draft local regulations, policies and standards and organising their implementation, and undertaking the work of welfare for the elderly and assistance for the elderly in special difficulties. The Municipal Health Bureau is responsible for formulating policies and measures for the integration of medical care and nursing, and undertaking the prevention and treatment of geriatric diseases, medical care for the elderly, and mental health and care services for the elderly.
(ii) Division of responsibilities with the Municipal Natural Resources Bureau. The Municipal Bureau of Civil Affairs, in conjunction with the Municipal Bureau of Natural Resources, organises the compilation of a map of the administrative divisions of Liupanshui City that publishes information on administrative divisions.
Article 8 The Municipal Bureau of Civil Affairs, in accordance with the main duties specified in Article 5 of these regulations, prepares a list of powers and responsibilities, specifying item by item the names of the powers and responsibilities, the types of powers and responsibilities, the basis for setting them, the way of fulfilling the responsibilities, and the circumstances of recourse. Article 2 The Municipal Bureau of Civil Affairs (MBCA) is a working department of the municipal government and is at the county level.
Article 3 of the Municipal Health Bureau to organise the formulation and coordination of the implementation of policies and measures to actively respond to population ageing, and undertake the specific work of the Municipal Working Committee on Ageing and other responsibilities assigned to the Municipal Bureau of Civil Affairs. The office of the Municipal Working Committee on Ageing is located in the Municipal Civil Affairs Bureau.

(viii) Undertake the specific work of the Municipal Working Committee on Ageing. It organises the formulation and coordinates the implementation of policies and measures to actively respond to population ageing. (ix) Organising the formulation and coordinating the implementation of policies and measures to promote the development of the city's elderly care services.
