(a) To formulate and organise the implementation of national economic and social development strategies, medium- and long-term planning and annual plans. Coordinate economic and social development, study and analyse the economic situation, put forward national economic development, price level regulation and optimisation of major economic structure goals, policies and measures, put forward proposals for the integrated use of various economic instruments and policy measures, commissioned by the Municipal People's Government to the Municipal People's Congress to submit reports on the national economic and social development plan.
(ii) Responsible for monitoring the macroeconomic and social development trend, assuming the responsibility of forecasting, early warning and information guidance. Research on economic operation, total balance, economic security and overall industrial security and other important issues and put forward policy recommendations; responsible for coordinating and resolving major issues in economic operation, regulating economic operation.
(iii) Responsible for the total control, structural optimisation and monitoring of external debt of full calibre. It is responsible for the work related to the construction of social credit system and non-financial credit information database.
(D) Assume the responsibility of guiding the promotion and comprehensive coordination of the city's economic system reform. It studies major issues of economic system reform and opening up to the outside world, organises the formulation of the city's comprehensive economic system reform programme, coordinates the relevant special economic system reform programme, works with relevant departments to improve the connection between important special economic system reforms, and co-ordinates the pilot economic system reforms; and takes the lead in promoting the supply-side structural reform.
(e) Assume responsibility for planning major construction projects and productivity layout. Formulate the total scale of investment in fixed assets and investment structure of the whole society to regulate the objectives, policies and measures, articulate and balance the need to apply for national, provincial and municipal investment arrangements and special planning involving major construction projects. Arranging municipal financial construction funds, according to the prescribed authority for approval, approval, filing of fixed asset investment projects, foreign investment projects, overseas resource development investment projects and foreign exchange investment projects and organisation of project declaration; coordinating and promoting the project financing co-operation between the government and enterprises, guiding and supervising the direction of the use of policy loans; guiding and supervising the use of construction funds from foreign loans, and guiding the direction of the use of social funds for investment in fixed assets. (vii) Coordinate and promote the coordinated development of urban and rural areas, and promote the implementation of the overall strategy of regional development. Organize the implementation of national and provincial coordinated regional development and western development strategy, planning and major policies, the formulation of relevant plans; organization and coordination of major infrastructure projects in the early stages of work; study and put forward the development of urbanization strategy, planning and major policies, coordination and promotion of related work; study and formulate the city across the counties (districts) of the regional development strategy, planning and major policies and organize the implementation of the city to guide the city between the counties (districts) cooperation and exchange of work; take the lead in organizing the development of special major issues, planning and major policies; lead in organizing the implementation of the overall strategy of regional development. Work; lead the organisation of post-disaster recovery and reconstruction planning for major natural disasters, and coordinate the relevant major issues.
(viii) Coordinating and promoting regional cooperation and exchanges with regions outside the city. Research and formulation of regional cooperation and development strategies, planning and annual plans and organise the implementation of regional cooperation; put forward to promote regional cooperation of institutional mechanisms and policy recommendations; the establishment of regional cooperation with neighbouring municipalities (states), economic zones, the normal mechanism, responsible for regional cooperation and exchange of work outside the city of co-ordination; to assist in the organisation and implementation of the State Council to carry out counterpart support work.
