(a) Implementing the guidelines, policies, laws and regulations governing the administration of housing security and urban and rural construction, and formulating and organizing the implementation of approaches, programmes, opinions and standards for housing security and urban and rural construction.

(ii) Assuming responsibility for regulating the administrative order of housing and urban and rural construction, promoting housing development and safeguarding the housing of low-income urban families. Guiding housing construction and housing system reform; formulating low-cost housing and affordable housing development planning, annual plans and organising implementation; making national, provincial and municipal low-cost housing funding arrangements and organising implementation.

(C) bear the responsibility of standardising the engineering construction standard system. To draw up the development plan of real estate industry; to draw up rules and regulations on real estate market construction, real estate development, real estate property management, housing lease, housing area management, real estate appraisal and brokerage management, property management, housing expropriation, housing demolition and relocation, and housing industrialisation and organise their implementation; to be responsible for the management of relevant qualifications of the real estate industry; to guide the management of housing registration in the counties, and to guide the safety appraisal of hazardous housing and termite prevention and control work; to coordinate with the relevant authorities and to supervise the implementation of standards and quotas of various projects. Termite prevention and control work; reviewing the qualification of housing surveying and mapping organisations in conjunction with relevant departments; implementing specific management of the real estate industry in Xixiu District, Anshun Economic and Technological Development Zone and Huangguoshu Scenic and Historic Spot Administrative Area.

(vii) Undertake the supervision and management responsibility for the quality and safety of housing and municipal engineering. Implement the rules and regulations on the quality, safety and completion of construction projects; take charge of the emergency management of production and safety accidents in housing and municipal engineering construction, and organise or participate in the investigation and handling of major quality and safety accidents in construction projects according to the regulations; carry out the implementation of technical specifications for the construction industry and engineering survey, design and consulting industry; and provide guidance on the anti-seismic precautions for housing buildings and their appurtenances as well as for the municipal facilities in the city.

(H) assume the responsibility of standardising and guiding the management of urban, village and town construction. Guiding the construction of urban municipal utilities, safety and emergency management; organising the preparation of medium- and long-term development plans for the construction of villages and towns; promoting the universal design drawings for rural housing construction; guiding the construction of infrastructure projects in villages and towns; guiding the improvement of the ecological environment of human settlements in villages and towns; and taking charge of the construction of rural housing and the renovation of rural dilapidated houses.

(ix) Assume responsibility for promoting building energy conservation, wall material innovation and urban emission reduction. It is responsible for the transformation of scientific and technological achievements in the field of construction and the promotion and application of new technologies and new wall materials; it is responsible for building energy-saving and wall material innovation; it is responsible for the promotion and application of new wall materials and the collection, management and use of the special fund for wall materials; it guides the management of the implementation of major building energy-saving projects; and it guides the city's building energy-saving and urban emission reduction work.

(j) Responsible for the preparation of medium- and long-term planning for the development of the urban and rural construction industry; responsible for the statistical management of the housing and urban and rural construction system, supervision and management of the use of special funds for housing and urban and rural construction.

(XI) is responsible for the city's urban management work. Implementing the laws and regulations on the management of cityscape and environmental sanitation, formulating the development plan of city management and urban appearance standards; guiding and supervising the comprehensive management of urban environment.

(XII) organise the preparation of urban water supply and drainage, municipal facilities, environmental sanitation, landscaping, gas supply and heating, urban sewage and domestic waste disposal and other municipal utilities, medium and long-term planning and annual plans, and organise the implementation.

(M) undertake the municipal people's government and the provincial housing and urban-rural construction department of other matters assigned.
