(1) Implement and enforce the policies, laws, regulations, and rules of the Party and the state regarding public security work; formulate implementation opinions and measures based on actual conditions; lead and supervise public security work throughout the city.

(2) Organise and guide the investigation and resolution of major cases within the local area and cross-county (district) major cases; organise and guide public security organs throughout the city in combating criminal activities that disrupt economic order and maintaining normal economic order in the region.

(3) Guide, supervise, and participate in the lawful investigation and handling of acts that endanger public order by public security organs throughout the city; conduct public security administrative management work such as household registration, resident ID cards, firearms and ammunition, dangerous goods, and special industries in accordance with the law.

(4) Handle and guide the lawful management of Chinese citizens' entry and exit, as well as the residence, travel, and employment of foreigners holding ordinary passports, overseas Chinese, and compatriots from Hong Kong, Macao, and Taiwan in the city by public security organs throughout the city.

(5) Guide the city's public security fire management, fire prevention, firefighting work, and public security emergency rescue operations.

(6) Be responsible for the city's road traffic safety management and assume corresponding responsibilities.

(7) Guide and supervise the city's public security organs in the security protection of public information networks.

(8) Organise, guide, and coordinate the prevention and investigation of terrorist activities.

(9) Guide and supervise the city's public security organs in the enforcement of criminal penalties in accordance with the law.

(10) Guide, supervise, or undertake law enforcement supervision, accountability for law enforcement errors, administrative reconsideration, hearings, litigation, and state compensation work by public security organs.

(11) Organise and implement security work and safety protection for large-scale events across the city.

(12) Organise and guide public security organs across the city in conducting anti-drug trafficking, anti-drug use, anti-drug cultivation, and anti-drug manufacturing work.

(13) Organise and implement scientific and technological work across all public security organs in the city.

(14) Draft plans and measures for police logistics support, including equipment, uniforms, and funding, for all public security organs in the city; guide and supervise the implementation of police logistics support standards and systems by county (district) public security organs.

(15) Manage institutional staffing, police ranks, and personnel affairs within the prescribed authority; formulate plans and specific measures for personnel training, education, publicity, preferential treatment, and commendation across all public security organs in the city.

(16) Implement policies and guidelines for public security team building; formulate regulations and specific measures for the supervision and management of public security teams across the city; organise and guide public security inspection work across the city; supervise and investigate cadres or handle major disciplinary cases within public security teams in accordance with prescribed authority; and guide the ideological and work style construction of public security teams across the city.

(17) Guide public security business operations within the jurisdiction of civil aviation, railway, forestry, and other departments.

(18) Handle other matters assigned by the Municipal Party Committee, Municipal Government, and Provincial Public Security Bureau.
