1. Overview of the Bijie Municipal Human Resources and Social Security Bureau
The Bijie Municipal Human Resources and Social Security Bureau is a government department under the municipal government, comprising an Office, the Personnel Division, the Finance Division, the Legal Affairs and Comprehensive Planning Division, the Public Institution Personnel Management Division, the Performance Evaluation and Allocation Division, the Talent Management Division, the Professional and Technical Personnel Management Division, the Wages, Benefits, and Retirement Division, the Vocational Skills Training and Employment Promotion Division, the Labour Relations Division, the Old-Age Insurance Division, the Unemployment Insurance Division, the Work Injury Insurance Division, the Urban and Rural Social Insurance Division, the Social Insurance Fund Supervision Division, the Mediation and Arbitration Management Division, the Awards and Commendations Division, Human Resources Market Division, and the Party Committee of the Bureau. It oversees four subordinate units at the county-level: the Bijie Municipal Social Insurance Bureau, the Bijie Municipal Employment Bureau, the Bijie Municipal Labour and Personnel Dispute Arbitration Institute, and the Bijie Municipal Human Resources Development Centre.
II. Main Responsibilities
(1) Implement national and provincial laws, regulations, policies, and development plans related to human resources and social security; draft the city's human resources and social security development plans and corresponding implementation measures, and organise their implementation and supervision.
(2) Draft human resources market development plans and human resources mobility measures, establish a unified and standardised human resources market, and promote the rational mobility and effective allocation of human resources.
(3) Be responsible for promoting employment, formulate integrated urban-rural employment development plans and implementation measures, improve the public employment service system, and implement the employment assistance system; improve the vocational qualification system, and establish a unified vocational training system for urban and rural workers; implement policies to guide and encourage the employment of college graduates; collaborate with relevant departments to formulate measures for the cultivation and incentives of high-skilled talent and rural practical talent; and manage the employment of foreign and overseas personnel in our region.
(4) Coordinate the establishment of a social security system covering both urban and rural areas. Implement policies and standards for urban and rural social insurance and supplementary insurance, formulate relevant measures, implement policies on the transfer and continuation of social insurance relationships, and formulate policies on basic old-age insurance and basic medical insurance for government agencies, enterprises, public institutions, other social organisations, and members of society, and formulate relevant measures; collaborate with relevant departments to formulate management and supervision systems for social insurance and supplementary insurance funds; compile the draft budget and final accounts for the city's social insurance funds, and be responsible for the investment management of the city's social security funds; and supervise and manage the preservation and appreciation of social insurance funds in accordance with regulations.
(5) Be responsible for employment, unemployment, social insurance fund forecasting, early warning, and information guidance. Formulate contingency plans, implement preventive, regulatory, and control measures, and maintain stable employment conditions and overall balance in social insurance fund revenues and expenditures.
(6) Implement policies related to the income distribution system for personnel in public institutions, establish mechanisms for wage income policy growth and payment guarantees for personnel in enterprises and public institutions; implement welfare and retirement policies for personnel in enterprises and public institutions, and formulate supplementary measures; implement relevant regulatory policies on wage income for enterprise employees, improve the minimum wage system and wage payment guarantee mechanisms; participate in the evaluation of model workers.
(7) Collaborate with relevant departments to guide reforms in the personnel system of public institutions, and formulate management measures for personnel in public institutions and administrative support staff; Participate in talent management work, implement policies on the management and continuing education of professional and technical personnel, and organise their implementation; continuously promote the deepening of reforms to the professional title system, and be responsible for the selection, training, and recruitment of high-level professional and technical personnel throughout the city.
(8) Implement laws, regulations, and policies related to migrant workers, collaborate with relevant departments to draft plans for migrant worker work, promote the implementation of relevant policies for migrant workers, coordinate the resolution of key and difficult issues, and protect the legitimate rights and interests of migrant workers.
(9) Coordinate the implementation of the labour and personnel dispute arbitration system; implement labour relations policies and improve the labour relations coordination mechanism; supervise the implementation of policies to eliminate the illegal use of child labour and special labour protection policies for female workers and minors; organise and implement labour inspections, coordinate labour rights protection work, and investigate and handle major cases in accordance with the law.
(10) Be responsible for formulating work injury insurance management measures and coordinating the management of work injury recognition across the city.
(11) Handle petitions related to human resources and social security, and coordinate with relevant departments to address major petition incidents and emergencies related to human resources and social security.
(12) Be responsible for government awards and commendations, and provide services for human resources development.
(13) Undertake other tasks assigned by the municipal government and the Provincial Department of Human Resources and Social Security.
