(1) Implement and enforce national and provincial laws, regulations, and rules governing the transportation industry; formulate development plans, medium- and long-term plans, and annual plans for the transportation industry, including highways and waterways, and oversee their implementation; collaborate with relevant departments to compile comprehensive transportation system plans; participate in the formulation of development strategies and plans for other transportation and logistics industries, cultivate and regulate the logistics market; be responsible for transportation industry statistics for highways and waterways, and guide the development of transportation information technology.
(2) Assume responsibility for regulating the road and waterway transportation markets; implement and supervise the implementation of relevant policies, access systems, technical standards, and operational norms for road and waterway transportation; propose the scale and direction of fixed-asset investment for road and waterway transportation within the city, suggest funding arrangements, and approve or核准 fixed-asset investment projects within the annual plan scale in accordance with prescribed authority.
(3) Guide transportation sector reform efforts; cultivate and manage the transportation market, and maintain a fair competitive order in the road and waterway transportation sectors; guide the planning and management of urban and rural passenger transport and related facilities, as well as urban passenger transport (urban public transport and taxis); guide the operation of urban rail transit; guide the optimisation of the transportation sector's structure and coordinated development; and guide transportation sector comprehensive law enforcement and team building efforts.
(4) Be responsible for the management of road and waterway transportation industries; undertake administrative management, approval, licensing, and adjudication related to road transportation, urban passenger transport, road administration, waterway transportation, and navigation channels; guide safety production, fire safety, and emergency management in road and waterway transportation industries; coordinate the transportation of national key materials and emergency passenger and cargo transport; and undertake transportation communication and information work.
(5) Assume responsibilities for transportation wartime preparedness. Propose suggestions for the layout of the national defence transportation network; formulate national defence transportation support plans and coordinate national defence transportation; assume responsibilities for transportation support for military operations within the city and organise national defence transportation team support work; be responsible for civilian transportation capacity mobilisation for national defence and national defence transportation material reserves and deployment-related work.
(6) Assume responsibility for regulating the highway and waterway construction market. Be responsible for the construction, maintenance, technology, quality, and safety supervision of highway and waterway transportation infrastructure, as well as cost management; implement the construction of national and provincial key highways, rural highways, and waterway transportation projects; and supervise the use of transportation infrastructure construction funds.
(7) Guide the governance of overloaded and oversized vehicles on trunk highways and rural highways within the jurisdiction; and assist in the management of the highway network and key trunk roads within the jurisdiction.
(8) Guide the supervision of waterway traffic safety, inspection of vessels and waterway facilities, communication and navigation, waterway firefighting, rescue and salvage, hazardous chemical transportation, prevention of vessel pollution, navigation channels, ports, and shoreline management within the jurisdiction; centrally manage crew training and assessment, and supervision of vessel construction quality and safety; undertake the inspection and supervision of fishing vessels.
(9) Be responsible for industry management of the automobile repair market, automobile driving schools and driver training, and comprehensive performance testing of automobiles.
(10) Be responsible for promoting new technologies and products in transportation science and technology, organising and implementing major scientific and technological development projects, and promoting scientific and technological progress, environmental protection, and energy conservation and emission reduction in the industry.
(11) In conjunction with departmental responsibilities, carry out relevant work related to military-civilian integration and poverty alleviation; increase investment in science and technology, enhance scientific and technological innovation capabilities, and provide support for the promotion of innovation-driven development; Responsible for safety production and fire safety work within this department and industry sector; carry out relevant work related to big data development and application, as well as government data resource management in accordance with regulations; and promote the standardised management, sharing, and openness of government data resources within this department in accordance with the law.
(12) Undertake other tasks assigned by the Municipal Party Committee, Municipal Government, and Provincial Department of Transportation.
(13) Adjustment of responsibilities. The transportation preparedness responsibilities of the Municipal Civil Air Defence Office and the fishing vessel inspection and supervision responsibilities of the Municipal Bureau of Animal Husbandry and Fisheries have been transferred to the Municipal Department of Transportation. The administrative functions previously undertaken by the Municipal Local Maritime Bureau (Navigation Management Division), the Municipal Road Transport Bureau, the Municipal Highway Division (Rural Highway Maintenance Centre), and the Municipal Transportation Construction Engineering Quality Supervision Station, which are subordinate to the Municipal Transportation Bureau, shall be transferred to the Municipal Transportation Bureau. Matters related to name changes and other institutional and staffing issues shall be separately stipulated.
(14) Functional transformation. Accelerate the construction of an integrated transportation system and improve the coordination mechanism for integrated transportation services. Optimise transportation service methods, coordinate the balanced development of urban and rural transportation, strengthen transportation management, and promote the transformation and upgrading of the transportation sector. Strengthen the implementation of transportation safety production responsibility systems. Coordinate the advancement of transportation ‘streamlining administration, delegating power, and improving services’ reforms and the construction of a transportation credit system.
(15) Division of responsibilities. The Municipal Transportation Bureau shall take the lead in establishing a coordination mechanism for the integrated transportation system in collaboration with the Municipal Development and Reform Commission, the Railway Bureau, the Civil Aviation Bureau, the Postal Bureau, and other departments.
