(1) Implement national laws, regulations, and policies governing domestic and international trade, international economic cooperation, and foreign investment; draft relevant policies and management measures and oversee their implementation; study trends in regional economic cooperation, modern circulation methods, and circulation system reform, and make recommendations.


(2) Promote the adjustment of the city's circulation industry structure, guide reforms in circulation enterprises, the development of commerce and trade services, and community commerce; propose policy recommendations to promote the development of small and medium-sized commerce and trade enterprises; and promote the development of modern circulation methods such as circulation standardisation, chain operations, commercial franchising, logistics distribution, and e-commerce.


(3) Draft the city's domestic trade development plan, promote the development of urban and rural markets; propose suggestions on guiding domestic and foreign capital towards market system construction; guide the planning of bulk commodity wholesale markets, urban commercial network planning, and commercial system construction; promote the construction of rural market systems, and implement the Rural Modern Circulation Network Project.


(4) Lead and coordinate the city-wide rectification and standardisation of the market economic order, formulate policies to standardise market operations and circulation order; promote credit construction in the commerce sector, guide commercial credit sales, and establish a market integrity public service platform; formulate development plans and policies for the catering industry, pharmaceutical circulation, and alcohol circulation, and organise their implementation; supervise and manage special circulation industries such as auctions.


(5) Organise and implement the regulation of the city's important consumer goods market and the management of the circulation of important production materials; be responsible for establishing and improving the emergency management mechanism for the supply of daily necessities, monitor and analyse market operations and commodity supply and demand conditions, investigate and analyse commodity price information, and conduct forecasting, early warning, and information guidance; be responsible for the management of important consumer goods reserves and market regulation in accordance with the division of labour, and supervise and manage the circulation of finished oil products in accordance with relevant regulations.


(6) Implement national import and export commodity management methods, processing trade management methods, and import and export management commodity and technology directories; formulate policies and measures to promote the transformation of foreign trade growth patterns across the city; implement the city-wide import and export volume plans for important industrial products, raw materials, and important agricultural products; coordinate bulk import and export commodities with relevant departments; and guide trade promotion activities and the construction of the foreign trade promotion system.


(7) Be responsible for implementing trade policies on foreign technical trade, import and export controls, and encouraging the import and export of technology and complete sets of equipment; promote standardisation in import and export trade; supervise the introduction of technology, import of equipment, and export of technologies restricted by the state in accordance with the law; take the lead in formulating the city's service trade development plan and carry out related work; work with relevant departments to formulate policies and plans to promote the development of service exports and service outsourcing, and organise their implementation; and promote the construction of service outsourcing platforms.


(8) Coordinate city-wide anti-dumping, anti-subsidy, safeguard measures, and other work related to fair trade in imports and exports; establish a fair trade warning mechanism for imports and exports, and conduct foreign trade investigations and industrial damage investigations in accordance with the law; guide and coordinate industrial security response work and the defence against anti-dumping, anti-subsidy, and safeguard measures imposed by foreign countries on the city's export commodities.


(9) Guide and coordinate foreign investment work across the city, formulate foreign investment policies and reform plans for the city, and organise their implementation; approve the establishment and changes of foreign-invested enterprises in accordance with the law; approve the contracts and articles of association of major foreign investment projects and major changes required by law; supervise and inspect the implementation of relevant laws, regulations, rules, contracts, and articles of association by foreign-invested enterprises and coordinate the resolution of related issues; guide investment promotion and foreign investment enterprise approval work, and standardise investment promotion activities.


(10) Implement the national development strategies and policies for the construction of development zones, formulate policies and development strategies for the construction of development zones across the city, and provide relevant suggestions; guide the work of development zones across the city, organise and coordinate administrative management and services, land use, the development of an outward-oriented economy, the absorption and utilisation of foreign capital, and the reception of industrial transfers in development zones; guide the formulation of medium- and long-term development plans for development zones and organise their implementation; coordinate and handle major matters related to development zones across the city.


(11) Be responsible for the city's foreign economic cooperation work and implement foreign economic cooperation policies; legally manage and supervise foreign contracting projects and foreign labour cooperation; be responsible for the protection of the rights and interests of overseas labour dispatch and overseas employment personnel; implement the management measures and specific policies for overseas investment, and be responsible for the reporting work of domestic enterprises investing overseas to establish enterprises (excluding financial enterprises); and be responsible for the management of efforts to secure overseas grant aid.


(12) Implement the policies and guidelines of the state, provincial, and municipal governments regarding port-related work; draft regulations and measures for port management across the city and oversee their implementation; manage and coordinate port-related work across the city; and plan the informatisation of port management across the city.


(13) Guide the informatisation of the city's commerce system; implement laws, regulations, and policies related to the use of e-commerce to expand domestic and international markets; promote the healthy development of e-commerce; and organise talent training for the city's commerce system.


(14) In conjunction with departmental responsibilities, carry out related work on military-civilian integration and poverty alleviation; increase investment in science and technology to enhance innovation capabilities and provide support for innovation-driven development; carry out work related to big data development and application, as well as the management of government data resources in accordance with regulations; and promote the standardised management, sharing, and openness of departmental government data resources in accordance with the law.


(15) Be responsible for safety production and fire safety work within this department and industry sector.


(16) Undertake other tasks assigned by the municipal government and the provincial commerce department.
