1. Implement the national and provincial strategies and policies for the development of new industrialisation, coordinate and resolve major issues arising in the process of new industrialisation; formulate and implement the city-wide medium- and long-term development plans for industry and information technology; promote strategic adjustments and optimisation of the industrial structure, advance the integration of information technology and industrialisation, and drive the development of city-wide information technology infrastructure.

2. Formulate industry rules, plans, and industrial policies for industry and information technology, and organise their implementation; propose policy recommendations for optimising industrial layout and structural adjustment; be responsible for planning major structural adjustment projects in industry and information technology; guide and promote the development and construction of industrial parks and industrial clusters; be responsible for industry management in industry and information technology, and guide quality management work in the industrial sector.

3. Regulate the economic development of industry and information technology; monitor and analyse the operational trends of the industrial and information technology economy, release relevant information, conduct forecasts, warnings, and information guidance; coordinate and resolve issues related to the operational trends of the industrial and information technology economy and propose policy recommendations; undertake coal, electricity, oil, and transportation scheduling and coordination and保障 work, and coordinate and urgently transport industrial coal and finished oil products; be responsible for industrial emergency management, industrial safety, and national defence mobilisation-related work, and participate in industrial damage investigations; Guide the management of the salt market; guide and coordinate tobacco industrial production and monopoly management.

Implement national and provincial investment policies; propose the scale and direction of fixed-asset investment in industry and information technology; formulate and implement annual investment plans; propose the direction, priorities, and allocation of municipal fiscal funds for industrial and information technology development; manage industrial and information technology technical renovation projects across the city and approve, file, or approve such projects within the scope of authority; handle tax exemption applications for fixed-asset investment in the industrial and information technology sectors.

5. Drafting policies to encourage technological progress and technology introduction in industrial and information technology enterprises across the city; guiding industry-wide technological innovation and progress, and promoting the construction of technological centres and innovation systems in industrial and information technology enterprises across the city; coordinating the implementation of major technological innovation projects and promoting the industrialisation of related research and development outcomes; and fostering the development of the software industry, information services industry, and emerging industries.

6. Implement laws and regulations on energy conservation, clean production, and a circular economy; draft local normative documents on energy conservation, resource comprehensive utilization, and clean production in the industrial and information technology sectors, and organise their implementation; conduct energy conservation management and enforcement inspections for relevant industries and key energy-consuming units; guide and supervise resource comprehensive utilization and certification work in relevant industries; coordinate the promotion and application of energy conservation demonstration projects, new products, technologies, equipment, and materials in relevant industries; Draft and implement the annual plan for the municipal-level fiscal special fund for industrial and information technology energy conservation; manage the development and promotion of bulk cement production across the district.

7. Promote institutional reform and management innovation in industrial enterprises to enhance their overall quality and core competitiveness; provide macro-level guidance on reforms in private enterprises; guide enterprises in legal compliance work; guide relevant industries in strengthening safety production management; and oversee production, sales management, and safety production supervision in the civil explosives industry.

8. Implementing national and provincial laws, regulations, and policies on the development of small and medium-sized enterprises, non-public economy, and urban collective economy; formulating and implementing the city's medium- and long-term plans for small and medium-sized enterprises, non-public economy, and urban collective economy; guiding management innovation and technological innovation in small and medium-sized enterprises, non-public economy, and urban collective economy across the district; and managing funds allocated by all levels of government for the development of small and medium-sized enterprises, as well as the credit guarantee and microloan industries.

9. Coordinate and promote the city's informatisation work, formulate relevant policies, and coordinate major issues in informatisation construction to promote the integration of telecommunications, broadcasting, television, and computer networks; guide and coordinate the development of e-government and e-commerce, and promote interconnectivity across industries and departments, as well as the development, utilisation, and sharing of important information resources; coordinate with communication institutions to implement supervision in accordance with relevant regulations of higher authorities to safeguard the interests of the state and users.

10. Coordinate and maintain information security and the construction of the information security assurance system across the city; supervise and guide the security assurance work of important information systems and basic information networks of government departments and key industries; participate in coordinating and handling major information security incidents; and undertake information security emergency coordination work across departments, regions, and during critical periods.

11. Guide and coordinate the development of the telecommunications industry; plan, coordinate, and manage the construction of information infrastructure; Guide relevant departments in drafting plans for telecommunications pipelines, public telecommunications networks, and dedicated information networks; lead coordination on major matters involving public interests in the telecommunications market; supervise and manage the network and information services market across the region; coordinate with and guide the work of telecommunications operators in Tongling, and coordinate and guide dedicated communications for Party and government agencies.

12. Guide investment promotion efforts in the industrial and information technology sector across the city; participate in guiding and coordinating foreign economic and technical cooperation; organise and conduct international exchanges in the industrial and information technology sector.

13. Provide information technology and information consulting services with a focus on the big data industry for the entire city.

14. Handle other matters assigned by the Municipal Party Committee, Municipal Government, and the Provincial Department of Economy and Information Technology (Guizhou Provincial Party Committee's Defence Industry Work Committee).
